Think about it in real life terms. Hit is just a silent bad ass assassin, Zamasu is letting him do his thing. Goku is a bumbling idiot that has somehow made it to the point of acquiring god power. He's a walking insult to Zamasu.

In DBS they don't need to think too hard about it to line up with the rest of the plot points going on... just get him to train with Whis, motivated and in the RoSaT, worried about pan and videl, or some other simple solution. Then he just needs to show up and go SSB, fight it out for a bit for him ...

Don't forget that as of now there should also be a huge power gap between Zamasu and Black. Even though Zamasu is invincible, he can't take hits as well as Black.

I've been calling it False Super Saiyan Blue. Just like in Lord Slug, it's a super rage boosted power up that taps into a higher transformation's power without fully transforming.

I don't think there's a loop or another timeline.
For me:
Black is Present Zamasu like they said.
Present Zamasu could have first know Goku from Kibito like in the mangas, and/or Godtube, Gowasu showed to him the time ring then Present Zamasu fight against him for another reason in Goku's/Present ...

I think it's a 50/50 and could go either way. He is the King of EVERYTHING, possibly including time? Sort of like what the silver time ring does but built into him. On the other hand it's all just a guess and maybe there are multiples of him just like every other character.
