I don't have any particular favorite.I enjoy all the characters in Dragonball though if I had to chose I would say either Piccolo Jr. or Son Goku as they were in my favorite fights in the series.
And Piccolo Jr. has an awesome back-story.

Son Goku is the Japanese pronunciation/spelling (not spelling exactly, because that's English, but you get what I mean) of Son Wukong, the Monkey King in Journey to the West, which early DB was based on/was a parody of.
Pretty much this.
Hence the name of the very first manga chapter, "Bloomers ...

I was a fan of Chrono Trigger before I knew of Dragonball. The art-style drew me into Dragonball and after that I discovered Dr. Slump.

I disliked all three of the movies he was in. He lacks personality and a decent backstory.
The fanboys didn't help either.

I haven't heard that. I think you are confused.
Raging Blast is supposed to have two new characters that were not in the Sparkling! series. They aren't PS3 exclusive.

Out of the ones I have seen I believe the Mexican dub and Funimation dub(say what you will) are the best.
I actually prefer the second DBZ opening in the Mexican version to the original. It sounds better IMO.

I had the Legacy of Goku II guide. I'm not sure where it is atm.
From what I remember the DVD contained an episode of GT. Not sure which one. I believe it was the one where you first see Bebi.

The TV animation/Film animation comics released in English would also be nice but they aren't on the top of my ...

I would also want to start them off with the original Dragonball.
Out of the two though I would have to say Z. So they would be able to understand GT later on.
