I think it might depends on how closer the Saiyan in question is getting to becoming a Super Saiyan. Like a "dormant power meter" that they're gradually using up, and with each Zenkai, they gain more power to get to Super Saiyan faster.

I'd probably do something like what Dragon Ball GT promised at the beginning. A classic Dragon Ball adventure across space with the new generation. Just replace Goku with Gotenks, string the one-off adventures together into a more cohesive whole, and tighten up the writing to cut down on plot holes ...
