Towale's design debuted in the 2016 No. ## issue of Weekly Shōnen Jump in an advertisement for Dragon Ball Fusions.

Towale's name (トワレ Toware) is combination of "Towa" (トワ Towa) and "Arale" (アラレ Arare). Towale's name is transliterated on her hat, likely a nod to Arale typically having her name transliterated on a piece of clothing.
