The 21st Tenka'ichi Budōkai is the first martial arts competition in Dragon Ball. At the time of the 21st, the Tenka'ichi Budōkai is held once every five years, but there is such a high number of participants at the 21st, the frequency gets changed to three years.

Background

On the first day of Son Goku and Kuririn's training with Muten Rōshi, he tells them that if they do not shirk on their training, he will enter them into the Tenka'ichi Budōkai in eight months. He warns them that winning should not be their goal; their goal should only be to enter, and do their best; winning would be unrealistic. However, they surpass his expectations, and when he realizes they might actually have a chance of winning the tournament, he decides to enter in disguise to prevent that, fearing a win might go to their heads and make them think they have no room to improve. When he watches Goku defeat Namu, he realizes that after all his efforts, he still might lose!

Tournament

Preliminaries

Goku (#70) and Kuririn (#93) are on opposite sides of Block 3 (ブロック burokku).

The preliminaries are held in a private hall without any spectators. They narrow the field down from 137 total participants to eight finalists. Each contestant draws a slip with a number on it to determine the fighting order, and the participants are divided into four blocks. Two winners from each block proceed to the finals. In the manga, only Goku and Kuririn's matches are depicted (they fight four matches each, of which three are shown), although all of the other finalists are assumed to have won their blocks. The anime additionally depicts Yamcha's matches.

Rules

The preliminary rules are as follows:

1. Each match will last one minute. If there is no clear victor at the end of one minute, the judges will decide the winner.
2. Killing is prohibited, as is the use of weapons.
3. Any of the following will constitute a clear loss:
   • Falling out of the ring.
   • Losing consciousness.
   • Pleading for mercy.
   • Crying.

First Round

The first round of Block 3 consists of 16 matches (plus two byes for contestants #85 and #86). Only two such matches are depicted in the manga: Goku's battle against contestant #69 and Kuririn's match against contestant #94. The rest of the matches in the third block are won by contestants #71, #73, #75, #77, #80, #82, #84, #87, #90, #91, #96, #97, #100, and #102. In the anime only, Yamcha's (#35) defeat of #36 is also depicted.

Unknown Fighter (#69) vs. Son Goku (#70) Winner:  Son Goku (by ring-out) Manga Chapter(s):  33 Episode(s):  20 Goku easily knocks his much larger competitor out of the ring, discovering that he has become much more powerful than he realized.

Kuririn (#93) vs. Ōrin Temple Upperclassman (#94) Winner:  Kuririn (by ring-out) Manga Chapter(s):  33 Episode(s):  20 Kuririn is teased by his opponent, a monk from Ōrin Temple, but easily knocks him out of the rink and through the back wall of the preliminary area.

Second Round

The second round of Block 3 consists of seven matches, and four of the previous round winners (#82, #90, #91, and Kuririn) are granted a bye. Goku defeats contestant #71 in this round. In the other matches, contestant #75 defeats #73, #80 defeats #77, #85 defeats #84, #87 defeats #86, #97 defeats #96, and #102 defeats #100.

Third Round

Goku defeats #75, #80 is granted a bye, #82 defeats #85, #87 defeats #90, Kuririn defeats #91, and #97 defeats #102.

Unknown Fighter (#91) vs. Kuririn (#93) Winner:  Kuririn (by resignation) Manga Chapter(s):  34 Episode(s):  20 Kuririn tanks a fighter's kick and elbow to the back. The fighter quits when he sees he can do no damage.

Fourth Round

Goku gets a bye in this round, #82 beats #80, Kuririn beats #87, and #97 also gets a bye.

Final Round

The final preliminary round for each block consists of two battles. Son Goku and Kuririn win their respective matches and advance into the main event of the tournament.

Son Goku (#70) vs. Shishiga-Ryū Kenpō Fighter (#82) Winner:  Son Goku (by ring-out) Manga Chapter(s):  34 Episode(s):  20 Goku faces off against an expert at Shishiga-Ryū (lit. "Lion's Fang Style") Kenpō. #82 easily discovers holes in Goku's defense, but the young martial artist's speed makes it impossible for him to land a hit. Goku sweeps out his legs and tosses #82 into the crowd.

Kuririn (#93) vs. Unknown Fighter (#97) Winner:  Kuririn (by knock-out) Manga Chapter(s):  34 Episode(s):  20 Kuririn battles a bear and knocks him out with a kick to the midsection.

Finals

The eight finalists draw numbers to determine who fights who in the quarter-finals. The winners of those four matches go on to the semi-finals, and the winners of those two fights have a final showdown for the 500,000 zenni prize. These final seven matches take place outside, in front of a crowd of spectators. An announcer is present, who not only narrates the events of each fight, but also acts as a referee. Before the finals begin, there is a greeting from the head priest of the Martial Arts Temple.

Rules

The rules for the finals are as follows:

1. There is no time limit.
2. Killing is prohibited, as is the use of weapons.
3. Hitting your opponent in the eyes or privates is foul play.
4. Any of the following will constitute a clear loss:
   • Falling out of the ring.
   • Losing consciousness for ten seconds.
   • Saying you give up.
