The Tournament of Power is a melee competition hosted in the World of Void by the Omni-Kings and the Great Priest. The original Omni-King of the story's main timeline intended to erase every universe except for the four with the highest mortal levels, but after witnessing the God of Destruction Invitational Tournament, they decided to hold a competition to allow one of the lower-ranked universes to survive.

Universe 1, Universe 5, Universe 8, and Universe 12 are exempt from the Tournament of Power. Their gods are in attendance as observers.

Summary

Background

The Omni-King appears at the God of Destruction Invitational Tournament just as Champa is about to destroy his Universe 6 fighters for having lost. Champa and Beerus staged the tournament without consulting the Omni-King, so he decided to give them a warning against slacking on their duties as Gods of Destruction, and ended up watching the fights in secret instead. Whis and Vados take this opportunity to tell the Omni-King precisely how useless their charges have been, and he wonders whether he should find new Gods of Destruction. Beerus and Champa panic, but the Omni-King is just teasing them. The tournament turned out to be more fun than he expected, so he thinks that they should do it again with fighters from all the universes.

Goku thinks this is a great idea, and Beerus and Champa panic again as Goku approaches the Omni-King to shake on it, but the Omni-King allows it. He compliments Goku on his matches, and tells Goku he finds him fascinating. After the Omni-King departs, Beerus explains to Goku that the Omni-King has the power to erase all of the universes in an instant if he wants to, but Goku does not see the problem since the Omni-King seems like a nice guy. Beerus has lost his joy at having won the tournament, and Champa tells him that this one was just a practice run, anyway; the next one is the only one that counts. Champa departs, telling his dejected team members to come along; the Omni-King will be angry if they do not participate in the next tournament.[1]

After Goku and Vegeta return from their first visit to Future Trunks's timeline, the Omni-King requests his presence at his palace. Goku wonders if it is about the tournament, but the Omni-King just wants Goku to be his friend. Goku explains that he is busy, and asks if he can come back later; he might be able to find an even better friend for Zen-chan. The Omni-King is pleased to hear this, and gives Goku a button that will allow Goku to call him.[2] When the Omni-King of Trunks's timeline destroys everything in it aside from himself, Goku takes him to the Omni-King of his own timeline, fulfilling his promise to bring a better friend.[3]

The two Omni-Kings play together, destroying planets from their palace, until they grow bored with the game. Meanwhile, Goku gets in a fight with some robbers on Earth and realizes he is getting rusty. He asks Whis to train him, and when Beerus criticizes Goku for not fighting often enough, Goku realizes that the Omni-King's tournament would be good training. He asks Beerus what ever happened to that, and Beerus tells him to forget about it. Goku reminds him that he has the button and he can just go to the Omni-King and ask him personally.

Beerus and Whis to prevent this because the Omni-King is unpredictable and has the power to destroy everything, but Goku thinks it will be fine. Beerus is so afraid that he threatens to destroy Goku on the spot, but Goku uses the button anyway. He tells the Omni-Kings that he does not know which of them suggested the tournament, but he wants to know if it is happening any time soon. Present Omni-King says he forgot, and Future Omni-King asks what a martial arts tournament is. His counterpart explains that it is a lot of fun, so they agree to do it. The Great Priest tells Goku that he will inform the Kaiōshin when they decide on the details, so Goku goes back to Beerus's planet. Beerus is angry with Goku for ignoring his warning, but Goku says everything is fine.

Goku asks Whis to take them to the Kaiōshin Realm. When they arrive, Beerus insists on having some tea before he explains why they are there, but the Great Priest arrives before he can explain. The Great Priest tells them that the tournament will take place on the 3,135,500,603rd day of the Royal Calendar at 1:57, and that 10 warriors from each universe will participate.[4] The tournament will take place in the World of Void, and the best fighter (最優秀選手) will be allowed to use the Super Dragon Balls for one wish. Champa had already collected three of them. Shin asks what the winning universe will receive, and the Great Priest says they will receive nothing. Confused, Beerus assumes he means they will only receive distinction (名誉), but the Great Priest insists they will not win even this.

The Omni-King had planned to make an announcement at a later time, but since Goku is the Omni-King's friend, the Great Priest decides to tell him early: the losing universes will be erased from existence by the Omni-Kings. In the meantime, the Omni-King wants Goku to gather two more warriors and come to his place to fight warriors from another universe for an exhibition match.[5]

Zen Exhibition Match

Future Omni-King was not present at the God of Destruction Invitational Tournament. He has never seen a martial arts tournament before, so he is impatient to see what it is like. The Omni-Kings want Goku and two other warriors from Universe 7 to come to the Omni-King's palace to fight three warriors from Universe 9. The Great Priest tells them to be there in one hour, then takes his leave. Goku is excited, but Beerus is still angry with him for taking the Omni-King so lightly. Shin says that if Universe 7 is erased in the Tournament of Power, he will never be able to atone for so much loss of life. Goku offers to ask the Omni-King to refrain from erasing anything, but Whis does not think this is a good idea. It was their idea to erase the universes, after all, and if Goku displeases them, they could be erased on the spot.

Goku is at a loss, and Beerus chastises him severely for realizing the dangers of the Omni-Kings too late, and promises to make him pay for his naivety. Goku decides that just means he has no choice but to win. He will defeat his opponent no matter who it is. The Elder Kaiōshin concedes that they have no choice but to let Goku do his thing, but first, they need to find the other two participants, and then, they have to make ten for the Tournament of Power. Beerus tells Goku it is his responsibility to hurry up and find two more fighters.

Goku asks Vegeta first, and Vegeta reminds him that he cannot leave Bulma's side when she is about to give birth, so Goku asks Gohan instead. Gohan is not sure about entering, but Goku assures him that his fighting instincts will come back quickly enough. Gohan is still not convinced, so Goku decides to tell him the consequences of losing in the Tournament of Power, insisting that Gohan not tell anyone else, including Videl. Gohan worries that this news could spark a panic and riots if it gets out, but Goku assures him that they are the only two on Earth who know the truth. Gohan admonishes his father to tell no one else about it.

Videl calls out to Gohan from their house, telling them to come inside to talk. Goku explains he was just inviting Gohan to participate in a tournament, but Gohan does not want to go. Videl insists that Gohan be a good son and help his father. At that moment, Pan flies into her mother's arms, and Videl asks her if she had a good time at Mister Satan's house. After watching this scene, Gohan tells Goku he will fight. He has something to protect. Then Satan walks up with Majin Boo and Bee trailing behind him. Goku flies past Satan to ask Boo to do him a favor; Satan tells Goku that he will do whatever Goku needs, but Goku says he needs Boo for this favor.

Goku takes Gohan, Majin Boo, and Mister Satan to the Kaiōshin Realm. Beerus asks Goku if they know about the consequences of the tournament; Goku tells him that only Gohan knows, because they do not want to cause a panic. Shin then transports everyone to the Omni-King's palace with the Kai-Kai technique. In the corridor, they encounter the gods and warriors of Universe 9. The Great Priest arrives and tells them he will make a ring and seating for the matches. Reaching out a hand, he seems to conjure everything inside a void beneath the palace. Everyone falls onto one of two platforms for each universe which are positioned on either side of the fighting stage, while the Great Priest floats on his own platform. He calls for the gods of all the other universes, who float down on small observation platforms of their own. Each universe's Kaiōshin, God of Destruction, and Angel are present, and the universe eventually revealed to be Universe 11 has an extra, hooded person on their platform.

The Great Priest addresses all of the gods, who have already been informed about the upcoming Tournament of Power, and explains that the Future Omni-King is impatient to see what a martial arts tournament is like. He then announces the arrival of the Omni-Kings, and everyone bows formally, but Goku calls out to "Zen-chan", immediately sparking outrage from the other gods. Goku flies up to greet them, but Beerus follows after him, kicking him back to their platform and apologizing profusely to the Omni-Kings. Satan repeats his warnings, and Beerus agrees, reminding Goku that they will be erased. Satan questions this, and Beerus realizes he has said too much.

The gods chatter amongst themselves about Goku's interruption, but then the Great Priest announces that the tournament came about because of a proposition from Goku, and he invites Goku to say a few words. Goku explains that he heard there were a lot of strong guys out there he had never heard of, so he asked the Omni-King to host this tournament so he could fight them. The Omni-Kings ask him to show them a good fight, and he promises he will. The Great Priest tells the gods that the Zen Exhibition Match will consist of three consecutive one-on-one matches between representatives from Universe 7 and Universe 9. There will be no time limit; the matches will continue until one person concedes or is no longer able to fight.

Rou asks what the prize will be, and the Great Priest tells him there is no prize; they are only here to appease Future Omni-King, and if they fail in this task, the Great Priest warns that it might be cut short. Sidra asks whether they will be erased if the Omni-Kings are bored, and the Great Priest says this is possible. He then asks the first contestants to enter the ring. Basil announces he will go first for Universe 9. Goku reminds Majin Boo that they had decided he would go first, but Boo has fallen asleep. Beerus asks Satan what he is there for, and Satan rushes to try to wake Boo. He manages to rouse Boo with a chocolate bar, telling Boo to go play with the dog in the ring. Satan promises him more chocolate, so Boo enters the ring.[5]

Recruitment

The Great Priest announces that he has to begin preparing the fighting arena for the Tournament of Power. He reminds the gods that the tournament will be held on 157th hour of the 3,135,500,603rd day of the Royal Calendar; it will take him about five ticks, or 40 hours in Earth time, to complete the fighting arena. Before the Universe 6 gods depart, Champa wonders whether Hit might be one of ten brothers, and Vados tells him that is lazy thinking. The Universe 7 team returns to the Kaiōshin Realm where they begin to make plans. They decide to start with the three fighters from the Zen Exhibition Match, and Gohan wants to develop a strategy. Whis suggests they not waste any time choosing the other seven members. Beerus wants Whis to bribe his father to get them out of the tournament, but Whis tells him that is out of the question. Beerus suggests they have a strategy session at Bulma's house while they eat.[6]

At Capsule Corp, everyone is preparing for the birth of Bra. While Beerus and Goku eat, Shin implores them to turn their attention to finding the other members, but they blow him off. Gohan asks Shin how many inhabited worlds remain in Universe 7, and Shin tells him there are 28, but he does not know if there are any strong fighters living there. Beerus tells him this negligence is why their mortal level is so low. The Elder Kaiōshin points out their chances of winning are 12.5%. Whis suggests they limit their choices to Earth for now. Gohan suggests the three from the exhibition match, plus Vegeta. Goku interjects to suggest Monaka, and Beerus claims that Monaka is not feeling well and cannot participate. Gohan suggests Piccolo and Kuririn, but Mister Satan worries that Kuririn is not a good choice because he has given up martial arts. Goku and Gohan do some image training to determine whether Kuririn could handle it. Ghost-Kuririn fights Basil and succumbs to a Shining Blaster attack. Gohan thinks maybe Kuririn cannot do it after all, but Goku believes he can. He has been training again, and even has some great attacks that Gohan does not know about.

Shin suggests Goten and Trunks, since they have high potential, but Goku does not think that is a good idea; the Tournament of Power is not just a test of strength, and the boys are too direct in their fighting style and have too little battle experience. Gohan suggests Muten Rōshi, who has the experience and the skills, and Goku agrees. Mister Satan suggests No. 18, and Goku thinks this is a great idea. Gohan thinks they should ask her where to find No. 17, too. Shin worries that Artificial Humans will not be eligible, but Gohan tells him they are human-based, modified at the cellular level. Beerus says he will pretend he did not hear that. That gives them nine fighters, and they cannot think of the tenth, but Whis tells them they do not have to rush that decision. Shin agrees, and says he will look into the other worlds in Universe 7. After Shin departs, Goku says they should get some senzu from Karin, but Whis reminds them that senzu will not be allowed. Beerus suggests they eat them surreptitiously, but Whis tells him they will be erased on the spot if they do that.

Goku and Gohan approach Vegeta to ask him to fight, telling him about all the strong fighters that will be there, and the melee format. Vegeta is intrigued, but he tells them he cannot because he does not know if the baby will be born by then. Goku and Gohan beg him to reconsider, and Vegeta gets suspicious. It seems out of character for Goku to want Vegeta there when he could have 70 fighters to himself. Goku seems ready to tell Vegeta that the universe will be erased if they lose, but Beerus interjects, telling Goku to shut up and Vegeta that he is ordered to participate. Vegeta says they have to convince Bulma, or he is not going anywhere. Whis reluctantly agrees. He finds Bulma and he delivers Bra using his magic. Everyone gathers outside around Bulma and the baby, Goku and Gohan realize that now they have something else to protect at the Tournament of Power. Goku tells Gohan that he is going to go find Kuririn.

After Goku departs, Yamcha asks Gohan what this "Tournament of Power" is about. Gohan panics, not having known Yamcha was listening, and reluctantly explains. Yamcha seems jealous that Goku has gone to recruit Kuririn, and asks Gohan whether the winner will get a wish on the Super Dragon Balls like at the last tournament, and Gohan confirms. Yamcha thinks that if there are ten members, he is sure to get an invitation. He plans to turn them down if they ask him, though, and show up at the last minute to get everyone's praise. In his fantasies, Goku is grateful to see him when he finally shows up. He decides to go home and wait for them to call on him. Gohan says that Yamcha sure is a busy guy.[7]

Gohan catches up to Goku and goes with him to recruit Kuririn, who is working as a police officer. After Kuririn apprehends a criminal, they drop in to speak to him. Kuririn has the rest of the day off, so they join him at his house with No. 18 and Marron. He considers the rules of the tournament, and the fact that they will be fighting in a team of ten, and he thinks he can handle it, though he is not too thrilled about getting back into martial arts with such a big tournament. No. 18 tells him he should join or all his training equipment will go to waste. Goku asks No. 18 if she will join too, but she is not interested if there is no prize, and besides, she has to take care of Marron. Goku says that Bulma would babysit, and he tells about all the fun stuff at Capsule Corp. Goku's insistence makes No. 18 suspicious; is it not just a game? Goku asks Gohan if they still have to keep the consequences of the tournament a secret, and Gohan insists that they should, but the whispering has made No. 18 even more suspicious. Goku tells her that if they win, they get ten million zenni each. No. 18 does not believe him, but he insists that it is true, so she agrees to join them. Now Kuririn is suspicious that they just invited him as a way to get to No. 18, but Goku reassures him, and Kuririn agrees to fight, too.

Gohan is still worried about Kuririn's skills, though, and he asks Kuririn to fight him so he can see how he does. Gohan tells Kuririn not to think of it as a test; Gohan just wants to use this fight to help him develop a strategy. Goku and No. 18 watch from afar with Marron. Gohan thinks that Kuririn's strength will not be much use to them, so he wants to see why his father chose him. No. 18 is still suspicious; Gohan is too serious about this for a tournament. Goku says he just wants the 100 million zenni, but No. 18 reminds him it was only ten million. Goku changes the subject and cheers on Kuririn. Marron wants to know why he is not cheering his son. Kuririn reminds him that the tournament will have rules, and thinks to himself that maybe Gohan does not understand what that means. Kuririn uses a Taiyō-ken x 100, suppresses his ki, sneaks up on Gohan, and knocks him off their "ring". Gohan thanks him for the educational experience, and now Goku wants to fight Kuririn too.

They relocate to the top of Satan Building, which Goku cleared with Mister Satan. Gohan reminds him that they have little time before the tournament, and says he will stop them if he thinks they are going too far. No. 18 is worried about Kuririn fighting Goku so soon after his fight with Gohan; his ambush tricks will not work again, but she tells him not to lose, and Marron wishes him luck. Kuririn establishes that they are following tournament rules, and gets nostalgic for the Tenka'ichi Budōkai. Kuririn tries to force Goku out of the ring, but Goku transforms into Super Saiyan. Kuririn suppresses his ki to try to hide behind rubble, but Goku finds him anyway. Then he cuts the floor out from underneath Goku; he had hidden one of his Kienzan attacks earlier in their fight. Goku lets his Super Saiyan transformation go and powers up to Super Saiyan Blue. Kuririn is terrified to face such power, but No. 18 realizes he might find himself up against something like this at the tournament.

Goku and Kuririn charge Kamehameha attacks together. Kuririn tries his best to counter, but Goku overwhelms him easily. No. 18 cuts in to knock Goku's hands aside, throwing his attack skyward. Kuririn collapses, his hands shaking and tingling. No. 18 reminds him the match has not ended yet, and she reminds Goku that not all their fights will be one-on-one. She joins Kuririn, and tells Goku he can have Gohan join him too, but instead he powers down, thanking them for the educational experience. Goku asks No 18 where to find No. 17, and she tells him that he is working at an animal sanctuary, but she does not know where it is. Kuririn suggests that Goku ask Dende where to find it.[8]

Gohan takes off to find Piccolo while Goku goes to find Dende. On the way, Goku encounters Majin Boo. Meanwhile, the Kaiōshin of all the other universes have a meeting organized by Cae of Universe 11. He advises them to keep the tournament a secret from their inhabitants. Gowasu asks after Shin, and Cae says he was excluded because the tournament was Universe 7's idea. Rou complains that this meeting is a waste of time; he is trying to build a team. Peru thinks this tournament is right up his alley; Universe 2 is sure to win. Ea reminds him of the intellect level of Universe 3; surely they will be the ones to survive. Cae thinks they should ask the Omni-Kings to reconsider and give them a little more time to reach the required mortal level of 7, but the others think it more likely the Omni-Kings would destroy them for asking. Kur says he is busy and he and the other Kaiōshin leave the call. Cae says he hoped to find a way for all the universes to survive, but he is confident that his universe will survive. They have the strongest warriors, after all.

Goku is surprised to see that Majin Boo has slimmed down from training. Boo enjoyed fighting Basil and he is looking forward to the Tournament of Power. Satan asks Goku if he wants to spar with Boo. Goku manages to knock Goku out of their designated "ring", and Goku compliments him on how much he has improved. Then he takes off again to find No. 17. Boo tells Satan he is getting sleepy. In Universe 11, Toppo encounters Casserale at a jazz lounge. Toppo is worried about the Tournament of Power, and wants to tell Casserale about it, but they get an emergency call from Planet Dardon.

In Universe 6, Champa calls a meeting with the other Gods of Destruction. He heard the Kaiōshin met up, and he wants to make sure the other universes are not up to anything funny, but Helles says they would never do something so ugly, and Quitela says that if they cheated, the Omni-Kings would erase them. Mosco and Helles ask why they have not invited Beerus, and Quitela surmises it is because the Tournament of Power was Universe 7's idea. Vados tells them all that they are in Goku's debt; he has given them a chance to survive. Sidra does not buy it, and Rumoosh agrees; Goku's attitude with the Omni-Kings is unforgivable. Helles thinks Goku is handsome, though, and Vermoud thinks that Universe 7 is no match for them. They have the Pride Troopers, led by Toppo.

On Planet Dardon, Dispo battles the invading Dorakiyans. He is captured by the monster Araghne and his defeat seems imminent when Toppo and Casserale arrive to save him. After they defeat the Dorakiyans, Toppo tells them about the Tournament of Power on the flight home. They all agree they will need Jiren's help. Toppo says he should be off training.

Goku arrives at God's Temple and asks Dende where to find No. 17. Dende has already heard about the tournament from Shin. Back in Universe 6, Huwa asks Champa if he can leave the recruitment up to him, and Champa agrees. He tells Vados they should start with the Saiyans, so she contacts Cabba, and Champa tells him they need someone stronger than him. Meanwhile, Gohan has found Piccolo, who was waiting for him. Piccolo promises to get Gohan's rusty body into shape. Dende offers to show Goku the way to No. 17.[9]

Dende speaks the Namekian words panpei nappo, and temple is untethered from its fixed location. Dende flies the temple toward No. 17's location, and Goku asks whether No. 17 still wants to kill him. Dende assures Goku that No. 17 has a family and a job protecting a big island. He has also gotten stronger, which Goku is excited to hear. Mister Popo tells him he has been paying too much attention to outer space and neglecting Earth. Dende asks Goku if he knows that there is a young man with great ability living in a village nearby. He is still a little boy, but he is the reincarnation of Majin Boo, and Dende thinks Goku should train him. Goku is not sure whether he is cut out for that kind of thing, but Dende tells him it is all the more reason to win at the Tournament of Power. Dende speaks the words apepon coppi to make the temple stop moving, and tells Goku that the island is just below.

Goku thanks Dende flies down and tries to find No. 17 even though he has no ki to sense. He finds No. 17 under fire from a large group of armed poachers. He easily dispatches the poachers, and Goku drops in to say hi, asking if he is indeed No. 17. No. 17 says he does not think they have met before, but Goku recognized him from his resemblance to No. 18. He introduces himself, and No. 17 says he recognizes his voice, among other things. Goku helps him fight another round of poachers, and No. 17 warns him not to hurt any animals, or kill any poachers. No. 17 explains that this island is under constant attack because of the endangered Minotaur that lives on the island.

Goku tells No. 17 that he needs strong friends right now, and since they have never fought before, he needs to check to see how strong. No. 17 is now. Goku transforms into a Super Saiyan, but No. 17 is so competitive with this form, Goku transforms to Super Saiyan Blue, saying he is surprised No. 17 was able to push him this far. No. 17 did not realize that Goku was holding back on him, but Goku thinks No. 17 was holding back too. He tells him to go as hard as he can, since they are far enough away from the forest. He charges up a Kamehameha, and No. 17 meets it with his barrier defense. When the beam breaks, they struggle evenly hand-to-hand for a time, plummeting down into the water. No. 17 suggests they quit before they destroy the island, and Goku agrees. Goku agrees with something Dende had told him earlier; he is lucky that No. 17 is not his enemy. No. 17 thinks he would have lost if they had fought back in the day, but Goku is not so sure. They both still suspect each other of holding back.

They sip warm drinks by a fire, and No. 17 tells Goku about his family, who do not live on the island. He shows Goku pictures on his phone; No. 17 has three children, two of whom are adopted. He asks Goku what he is there for. Goku says it will take some time to explain. Meanwhile, Beerus eats another meal at Bulma's, and lays down for a short nap. Back on the island, No. 17 refuses to enter the tournament; he cannot leave the island even for a couple of hours. Goku offers to have Trunks and Goten watch the island, but No. 17 says it will take more than strength to take care of this island. Goku decides to tell No. 17 the truth about the consequences of the tournament. No. 17 claims not to care about that, either. He wishes Goku good luck. However, at that moment, a group of space poachers is approaching Earth to poach the Minotaur.[10]

Goku tells No. 17 about the Super Dragon Balls, which No. 17 finds intriguing, but just then, the spaceship approaches the island, and they can sense significant ki signatures. The spaceship hovers over the island and starts beaming up all of the animals. No. 17 tries to get inside the spaceship, but it departs just as they arrive. Goku grabs on to No. 17 and teleports them inside the ship, where they find animals from other planets. The guards come, and Goku dispatches them easily, but No. 17 warns him not to damage the ship and harm the animals. Kuririn is watching over Marron, and he can sense Goku's ki departing the planet. No. 18 has a bad feeling; Goku and No. 17 are both immature, and she hopes they are not getting into trouble. Back on the ship, No. 17 tells Goku to take care of the guards while he goes to find the boss. Goku thinks this is not fair; he wants to fight the strong guy. No. 17 tells him to follow orders or get lost. Goku wants to play rock-paper-scissors for it, but No. 17 tells him to stop being childish and takes off for the bridge.

The captain is delighted to have finally captured the Minotaur, but No. 17 interrupts him. The captain summons his top guards, but No. 17 dispatches them easily. He tells the captain to take the animals back to the islands they came from, and he will spare his life, but the captain becomes enraged and attacks. No. 17 dispatches him easily too, and then Goku arrives. Goku wants to fight him, but No. 17 holds him back. He attacks the captain again, and then the captain threatens to use a self-destruct controller to blow up the ship. In fact, Beerus is having a nightmare back on Earth where he uses the switch, killing Goku. He wakes up in a panic, making Bra cry. Vegeta wishes he would take a nap somewhere else. Beerus thinks his nightmare is a bad omen.

Back on the ship, the captain explains that the self-destruct device is implanted inside his body. No. 17 tells him to let him go, and no one will die, warning him to decide quickly. No. 17 tells Goku to take it from here and look after the animals and, and give his family his regards. No. 17 attacks the poacher captain, pulling him outside the ship into the vacuum of space, but Goku teleports to them, taking them to Kaiō's planet, where the poacher collapses under the increased gravity. He explains to Kaiō that this guy wanted to blow himself up, like Cell did, and Kaiō complains that he is not the bomb squad. No. 17 is fascinated to see the place where Cell blew himself up. Goku wants to leave the poacher there, but Dende calls out to tell him that the self-destruct device is a lie anyway. Goku thanks Dende, and No. 17 orders the poacher to flip the switch. It spouts confetti; he explains it was supposed to be for a birthday party.

The ship is returned to the island and all the animals disembark safely, while Jaco impounds the spaceship for the Galactic Patrol and arrests the poachers. Jaco explains that he might get a promotion for this, which Goku thinks is unfair; he just showed up after they did all the work. Goku wants to know why he never fights with them, but Jaco tells him that he is very busy as a super-elite. He takes off, and No. 17 tells Goku he has changed his mind. He is in Goku's debt, so he will allow Trunks and Goten to watch the island while he fights in the tournament. He thinks he will use the Super Dragon Balls to get himself a big boat that costs five billion zenni. He wants to travel the world with his family some day. He asks Goku what he will wish for, but Goku just laughs. No. 17 says that is expected for someone who protects the Earth, but Goku says he does not think of it that way. He just likes to fight strong guys, but it is true that he does not like to see innocent people and animals be hurt. No. 17 thinks it is odd for them to end up on the same team, but Goku says it is par for the course. No. 17 asks if his brother will participate; Goku is confused, but No. 17 explains he means Kuririn. Goku confirms that he will be fighting with them, as well as Majin Boo. No. 17 remembers Boo because he contributed energy to the Genki-Dama that defeated him, but Goku explains he is not the "bad Boo".[11]

Meanwhile, Gohan and Piccolo are sparring intensely. He tells Gohan that Goku came to him right after the Zen Exhibition Match and told him about the consequences of the tournament. He asked Piccolo to participate and also to train Gohan. Piccolo asked him for some senzu so he could go hard on Gohan. As they spar in the rain, Gohan transforms into a Super Saiyan and attacks, but Piccolo still has the upper hand. At Capsule Corp, Beerus is annoyed that everyone is carefree because they don't know about the consequences of the tournament, and he considers telling them out of spite, but Whis reminds him that it would be a bad idea, painting a scenario where Bulma blames him for it. Beerus changes his mind. Marron plays in the yard while her parents train; the neighbors think they are having a marital dispute. Piccolo continues to dominate Gohan in training, but Gohan refuses to give up. He warns Gohan against allowing his protective instincts to get in the way of his ability to progress as a fighter, or even his ability to access the power he should already have. Gohan realizes what he was doing wrong, and powers up further.

In Universe 6, Cabba is flying home in space. He knows all the details of the Tournament of Power and he decides to try to recruit his mentor Renso, a Saiyan who has retired from the Sadal Defense Force. Renso has a bad leg, and it fails him when he tries to get up to answer the door. Cabba enters to find Renso on the ground clutching his leg. Renso has heard about Cabba's exploits, and he asks Cabba to demonstrate Super Saiyan for him. After seeing it, Renso says he feels safe with the universe in Cabba's hands. Then Cabba tells Renso about the Tournament of Power, and begs him to fight with them. Renso tells Cabba he is retired, and his leg is a problem. Cabba tries to argue that the melee format will give him an opportunity to be useful, but Renso still refuses. He suggests that Cabba ask his sister Caulifla instead. Cabba is not so sure about this, since he and Caulifla do not really get along, but Renso assures him that her latent abilities make her worth the effort.

Back on Earth, Piccolo tells Gohan the warmup is over; Gohan powers up again. Piccolo tells Gohan that he has a weakness and if he cannot overcome it, he will not make it in the tournament. He says he will show Gohan this weakness. Piccolo captures Gohan with his stretchy arms, and Gohan wonders when Piccolo got this strong. Piccolo says he has not been idle while Gohan has been focused on studying and research. Gohan loses his transformation; Piccolo tells him he is strong but he does not have the heart of a warrior. He always lets his guard down when it is important. Piccolo warns him that his arrogance will be his downfall. Gohan transforms into a Super Saiyan again, and Piccolo reminds him that he used to be able to go beyond Super Saiyan. Gohan continues powering up with Piccolo's encouragement, finally accessing his Ultimate power. Piccolo attacks with his Bunshin technique. Gohan severs one of Piccolo's arms, and Piccolo congratulates him. When Gohan lets down his guard, Piccolo uses himself to attack from behind. Piccolo reminds Gohan that this weakness is why he got absorbed by Majin Boo. He warns Gohan not to let his guard down until the tournament is over. Gohan thanks him, but he says they are not done training. Piccolo thinks he has still more power to access. Gohan suggests they practice combination attacks.[12]

Goku goes to find the Turtle Hermit at Kame House, and Oolong tells Goku that he is at Tenshinhan's dōjō to be recognized as an honorary grandmaster. Goku realizes this will save him some trouble, and he takes off for the dōjō, where Tenshinhan is attempting to teach his students ki control. The Turtle Hermit seems disappointed that there is nothing but scruffy men there, but just then, a woman approaches the dōjō. She reads the sign and realizes she has found the man she is looking for: Tenshinhan. Chiaotzu escorts her inside and introduces her as a new recruit, and the Turtle Hermit is overjoyed. Tenshinhan asks her name, and she tells him she is Yurin. He asks if she has any martial arts experience, and she does not. He asks her why she is pursuing martial arts, and she claims she heard it was good for one's looks. Tenshinhan tells her to find another dōjō; he only teaches those who seek to master the martial arts. The Turtle Hermit tells Tenshinhan he is being too strict, and then he tells Yurin that she is welcome. He picks her up and offers to give her a lesson; she insists she wants Tenshinhan, but the Turtle Hermit carries her away despite her protests.

Goku arrives at the dōjō, dropping down in front of Tenshinhan's students. Goku acknowledges that they have not seen each other since the tournament with the Universe 6 warriors, which Tenshinhan attended as an observer. He dismisses his students, telling Goku that they just started showing up and asking to train with him when he started training in this town. Goku is happy to hear that he has been keeping up with training, and asks if he will fight in the Tournament of Power. When Tenshinhan asks what this is about, Goku asks where the Turtle Hermit is. It turns out he is "training" Yurin, having dressed her up in a miniskirt. He tells her they have to start by driving out the malevolence in her heart, and she worries that he knows why she is there. Goku peeks in to find the Turtle Hermit trying to rid Yurin of her malevolence by molesting her, and decides to check again later. Meanwhile, she manages to escape, kicking the Turtle Hermit through a wall. She searches for Tenshinhan and notices the departing students. She decides she can make use of them, and she takes out her talismans.

Tenshinhan invites Goku inside for tea, and declines his invitation to participate in the tournament, explaining that he cannot neglect his students. Goku tells him there is a prize of ten million zenni, but he says money is not an issue. Just then, a townsman beats on the door of Tenshinhan's house, telling him that his students are rampaging in the town. Goku and Tenshinhan arrive, but Yurin says they are too late.

In Universe 6, Caulifla refuses Cabba's request to enter the tournament. He has told her that the universe will be erased if they do not win, but Caulifla is not concerned. She tells Cabba to get lost, and one of her gang members tries to threaten him. Cabba transforms into a Super Saiyan and knocks the thug aside. Caulifla is interested in this transformation, and Cabba says he will teach her, but she still does not want to participate. Cabba tells her that Renso spoke well of her, and she should not allow her abilities to go to waste in a place like this. The thug who threatened Cabba pulls out a knife, and Caulifla tells him to back off. Despite her distaste for the Defense Force elites, Caulifla is convinced. She tells one of her thugs to buy Cabba a drink.

Back in the dōjō town, the Turtle Hermit realizes that someone has used sorcery to cast a spell on the students. He tells them to remove the talismans on their heads; Chiaotzu tries to do it with his psychic powers, but it does not work. Yurin mocks them, and the Turtle Hermit says he realized all along she was evil, but she calls him a liar; he is just a dirty old man. Yurin thinks she has accomplished her goal; the reputation of Tenshinhan's dōjō will suffer due to this incident. Tenshinhan asks her why she has done this; she explains that she wants to defeat the "three-eyed baldy". This phrase causes him to remember that she was at the Crane School with them. He and Chiaotzu abandoned her, and she has held a grudge since she was a child. She mastered sorcery just to defeat him. The Turtle Hermit offers to take care of him while Tenshinhan and Goku remove the talismans from the students. Yurin tries to fight the Turtle Hermit, but she is too weak; he says it is his turn, and she trips, exposing her underwear, and he is so distracted that she is able to kick him between the legs. He passes out, and she places a talisman on his forehead.

Tenshinhan tells Goku and Chiaotzu to take care of the students while he fights Muten Rōshi. Yurin is able to use sorcery to make the Turtle Hermit stronger, so Tenshinhan uses his Shiyō-ken, which Yurin recognizes. The Turtle Hermit attacks Tenshinhan with Bankoku Bikkuri Shō, and then a Kamehameha, so Goku interferes. Goku realizes that the old man is a lot stronger than he expected, and that he must have been training when they were not around, and hiding his power when they were. Goku is excited, but he realizes he has to end this quickly. He takes to the air and fires a Kamehameha, and Chiaotzu keeps Yurin from moving. The spell is broken, and Yurin promises she will get train harder and get her revenge one day. Tenshinhan reconsiders his decision, offering to train her at his dōjō. He believes she is sincere regardless of her motives. He asks her to apologize to the town and her students, so she does. Tenshinhan has also reconsidered the Tournament of Power, since he could use the prize money to repair the town. Hearing about the prize money, the Turtle Hermit says he will enter as well. Eight hours remain before the tournament.[13]

Piccolo tells Gohan that they are done training; it is time for him to test his power against his father. Goku, Tenshinhan, the Turtle Hermit, and Chiaotzu are eating at a restaurant, and the Turtle Hermit asks Goku what he plans on doing until the tournament. Goku asks his old master if he will train him, and he agrees, but just then, Gohan shows up and asks Goku and Tenshinhan to test him. The Turtle Hermit can tell that Gohan has been training hard. They decide to fight two against two, with Tenshinhan on Goku's team and Piccolo and Gohan's team. Tenshinhan warns Goku not to hurt anyone, but Goku tells him maybe they should be the ones worrying about getting hurt. Goku and Gohan fight one-on-one for a bit. Then Piccolo charges a Full-Power Shockwave, and Tenshinhan and Goku take the opportunity to attack them, but Gohan punches Tenshinhan and goes back to fighting his father alone. As Tenshinhan recovers, he tries to aim a Kikōhō attack at Gohan, but Goku tells him to take care of Piccolo instead.

Tenshinhan tries to hit Piccolo with the Kikōhō but Gohan interferes, knocking him out of the way so that Piccolo can hit Goku with his attack. Goku deflects it, but then Gohan attacks again. Tenshinhan encourages them to stop the fight; the mountain they designated as their ring has been blown away. Goku agrees, but Gohan does not; he wants to continue to fight one-on-one. Goku powers up to Super Saiyan.

Meanwhile in Universe 10, Gowasu is distressed because he does not know how to find fighters for the tournament. He worries after the Zamasu incident that his instincts are bad. Rumoosh tells him he is overthinking it; Gowasu feels he has no choice, but Rumoosh advises to think with the body rather than the mind. Gowasu does not understand, but then Kusu introduces the muscle-men Rumoosh has chosen, starting with Mulithim, the only non-hooded warrior. Gowasu reluctantly concedes and tells Mulithim he is counting on them. Looking at a pocketwatch, Mulithim tells everyone it is time for their protein drinks. They all drink, and Mulithim explains that this is necessary for keeping a brawny body.

Goku and Gohan eat senzu before the next round of their fight, and Tenshinhan is annoyed at the waste, but he is still excited to see what they will do. Goku powers up to Super Saiyan 2, and tells Gohan to power up as well, so Gohan reaches for his Ultimate power. He tells Goku that this is his full power; Goku asks him if he is going to transform, and he says no; he seeks an ultimate form that no one has ever seen before, and he will take a different path than Goku. Goku is impressed; he was looking forward to improving his skills at the Tournament of Power, but he forgot that Gohan was here all along. they fight more or less evenly until Goku pushes the upper hand; they lock in a Kamehameha struggle, and Goku tells Gohan to raise his power higher, but Goku cuts through his beam and knocks him aside. They fight hand-to-hand again, and Gohan manages to hit his father several times. Gohan complains that Goku is not giving him his best, so Goku takes the upper hand again. Back at Capsule Corp, Vegeta can sense them fighting, and he smiles. Gohan continues to beg Goku to give him his all, so Goku powers up to Super Saiyan Blue. Gohan begs for more, so Goku uses Kaiō-ken, ending the fight with his full power. Vegeta is astonished. Gohan passes out, and as he falls from the sky, Goku catches him, carrying him safely to the ground. Gohan thanks his father for the training, and then Goku asks him to be their team leader. Gohan agrees and promises that they can count on him. There are four and a half hours remaining until the Tournament of Power.[14]

At the Omni-King's palace, the Omni-Kings grow bored with a game of rock-paper-scissors where the loser holds up a shield for the other to hit with a hammer. They ask the Great Priest to tell them something interesting so he tells them that Goku has gathered the ten members he needs for the tournament. Shin and Beerus congratulate Goku on a job well done, and Goku asks where Vegeta has gone. Gohan says he is training at God's temple. Goku is annoyed that Vegeta took off without him, but Whis reminds Goku that he went off on his own first. At the temple, Mister Popo warns Vegeta that if he destroys the Room of Spirit and Time again, he will be banned. As Vegeta heads inside, Mister Popo tells Dende he has a feeling Vegeta will bust it again. Inside, Vegeta transforms into Super Saiyan Blue and vows to defeat Kakarot at the tournament. Goku wonders who he will train with, then, and the Elder Kaiōshin volunteers to draw out his latent abilities, which gets Beerus excited, but Shin reminds the Elder that this would take about 25 hours, and they do not have that much time. Goku asks Whis to spar with him, and Whis agrees.

The Omni-Kings are happy to see that Goku is ready to go, and they ask the Great Priest to start the tournament now, but he tells them they should keep their word about the given time;t other universes are having trouble. Rou is angry as he watches the inhabitants of one world get violent. Sidra is there with Mohito and the Trio de Dangers. Mohito asks what is going on, and Basil apologizes while Lavenda explains that news of the universe's impending destruction has led to riots. Bergamo says that these people intend to abandon Universe 9 for another universe, which seems to make Mohito angry. Sidra asks how many warriors they have managed to recruit, and Basil tells him none. This makes Mohito even angrier, and Sidra uses Destruction on the rioting city, reducing it to a crater. He tells them that this world is hopeless, and that they should go somewhere else. The Great Priest regrets that some people can only think of themselves, that the terror and chaos is disgraceful.

Present Omni-King asks Future Omni-King who he thinks will win, and Future Omni-King answers that he thinks Goku's universe will win. Present Omni-King tells him that Universe 6 is pretty strong, too. The Great Priest explains that they are counterparts, so they are matched well in that regard. Meanwhile, Hit finds Frost hiding in a city alleyway somewhere in Universe 6. Frost thinks Hit has come to execute him; he comes closer, kneeling before Hit and telling him to go ahead and kill him, but he shoots poison out of his arm. Hit moves his head slightly to dodge it, and Frost attacks desperately. Hit dodges every attack easily, catching Frost's poisoned tail. Hit tells Frost that he has improved, maybe because being on the run has sharpened his mind. Frost cannot understand why Hit has not killed him, but Hit explains that he is here at Champa's request to order him to represent Universe 6 in the Tournament of Power; his survival instinct will be useful to them. If he refuses, Hit will kill him. Frost says he will be happy to participate and maybe restore his honor. Hit warns him that his poison needles will be against the rules and cause him to be eliminated immediately. Frost removes the needle from his tail and vows to offer his life if he must to protect their universe. Hit tells him to remove the needles in his heels as well, and Frost laughs.

Yamcha complains to Pu'er that there nothing to do, but just then, the Turtle Hermit knocks on his window and asks him to come up to the roof. Oolong is sitting on the roof, holding a rope with the Turtle Hermit dangling from the end, upside-down. Yamcha is excited, thinking this will be his invitation to the tournament, but the Turtle Hermit only wants Pu'er to transform into a pretty girl so that he can overcome his only remaining weakness, the lewdness in his heart. Yamcha thinks he is fooling himself, but he asks why Oolong cannot do it, and Oolong explains that he let the old man puff-puff him once, and it traumatized him. Pu'er does not want to do it either, but Yamcha feels they do not have a choice. Pu'er transforms into a pretty girl, and she goes into a small shed with Muten Rōshi, where he proceeds to molest her, claiming that his body just moves on its own. Yamcha asks Oolong to reassure him that they are going to ask him to participate in the tournament, and Oolong reluctantly tells him what he wants to hear.

Whis trains Super Saiyan Blue Goku inside Vegeta's Gravity Room, catching him a hold that reminds Goku of Toppo's Justice Rear Naked Choke. Goku bites Whis on the arm to get free, and Whis tells him he has no class. Goku tells Whis it is his fault for reminding him of Toppo. He powers up further and Whis laughs. Meanwhile, Dispo eats hors d'œuvres in the Pride Trooper jazz lounge while Toppo taps his finger impatiently. Dispo wants to know where Casserale is; Toppo has been trying to call him but has not been getting an answer. He tells Casserale again that he is issuing an emergency order to return. Casserale is trying to save a cat that is trapped on a pipe near a live electrical wire, while two small children look at him hopefully. He tells Toppo that he has an important duty he must complete before he can return. Dispo reminds him that the fate of the universe is at stake, but Casserale says that if he cannot save the life in front of him, he cannot save the universe either.

The Great Priest tells the Omni-Kings that Universe 11 is one to watch, too, and that their counterpart Universe 2 is also an interesting place. Brianne de Chateau attends an audition for Universe 2 Idol Warriors. She skips to the front of the line, and when she is challenged by two warriors who think she has mistaken this for a regular idol competition, she decides to demonstrate that she is stronger than they are. She transforms into Ribrianne and attacks them with a Pretty Cannon, telling the boys and girls not to try this at home. The Omni-Kings are pleased, and the Great Priest tells them they should keep an eye on the strong women, too. He tells them that Universe 10 has gathered all of their warriors, too, and they are performing a dance, led by Kusu, to foster unity. Gowasu records it for GodTube, hoping it will get a lot of views.

Just then, the Great Priest notices a disturbance in Goku's universe. Goku and Whis have finished training, and Goku thanks him for the workout. Piccolo waits for the tournament on top of a tower, while Tenshinhan meditates by a lake. Gohan tries to develop a strategy, suggesting to Shin that they should try to hold positions in the center of the ring, but Shin thinks that other teams will be doing that, too. Bulma is watching over Bra and looking out the window when she gets a call from Mister Satan. He asks her to tell everyone that Majin Boo has fallen asleep and will not be able to participate after all. He will not wake up for another two months. Goku will not accept this, and says he will go to wake Boo up himself. Beerus volunteers to go with him, remembering that the same thing happened when Boo was supposed to fight in the tournament with Universe 6. Beerus has been holding a grudge since the pudding incident, which Whis cannot believe he is still mad about. While Beerus is complaining, though, Goku disappears. There are four hours and ten minutes until the Tournament of Power.[15]

Goku and Mister Satan try to wake up Majin Boo, but it is no use. Normally he only sleeps for a second, but when he sleeps deeply, he is in hibernation. Meanwhile, in Universe 11, Casserale has finally rescued the cat. Toppo arrives, and the children are excited to see him in person. Casserale wonders what will happen to the people of Universe 11 while they are away. Back in the jazz lounge, Toppo says they should use the Pride Troopers trainees to watch over the universe for an hour. The other Pride Troopers who are participating are training for the tournament on Planet Netfiss. Toppo begs Casserale to join them, and he agrees.

Back on Earth, Mister Satan volunteers to take Boo's spot, but Goku gently reminds him that this tournament will be out of his league. Goku relays the bad news to Whis; Beerus is upset, but Whis says he cannot be mad at Boo because he sleeps for years, too. In Universe 3, Nigrissi has come to Mosco's planet to present their modified warriors to Mosco and Ea, who has faith in him as their greatest modified warrior. Nigrissi introduces Narirama, who has been modified for super survivability; he demonstrates his skills, including claws and suction cups that are supposed to make it easier for him to avoid being ringed out. Also present are Biarra, Catopesra, Boraleta, Paparoni, and one other warrior, perhaps Maji-Kayo.

Kuririn and No. 18 fly to Capsule Corporation with Marron; Gohan thanks them for coming and Kuririn greets Tenshinhan. He asks where Muten Rōshi is, and Tenshinhan says he is still training; Gohan explains he is trying to overcome his only weakness. Pu'er poses for him he declares that he will no longer be affected by pretty women, and so Pu'er reverts to normal form. Trunks and Goten greet Kuririn and take Marron to see Bra. Kuririn wants to warm up, but then Gohan and Piccolo tell him the bad news about Boo. Piccolo thinks they should just go with nine, but Shin and Beerus do not think that will work, since the Omni-Kings ordered them to bring ten fighters. Gohan says he is sure Goku will wake Boo up, and if not, he will find someone else. Kuririn says he will help; he has ten million zenni to win after all. Piccolo asks him where he heard that there was a prize; Kuririn says Goku told him, and Piccolo scoffs. Tenshinhan is confused, too; Kuririn wants to know what this tournament is all about if not money. Just then, Vegeta busts his way out of the Room of Spirit and Time, and everyone senses him.

In Universe 6, Cabba shows Caulifla Super Saiyan again while Kale watches from behind a rock. Caulifla is excited, and wants Cabba to show her how, but he said he was taught how to do it by Vegeta and is not sure he can describe it. He tries to duplicate what Vegeta did with him, but insulting her, but he cannot make her truly angry. She asks if he is always angry when he transforms, but he says that since he got used to it, now he just focuses his power in his back. Caulifla wants him to teach her that way, but he does not think she can do it this way the first time, because she has never felt that tingly sensation. Nevertheless, she tries to focus her ki like he described, and it works; she transforms into a Super Saiyan, though she cannot hold it for long. Cabba congratulates her and tells her to do it again, so she does. Cabba cannot believe she mastered it so quickly. She pretends to aim an attack at Cabba to test her power, but she aims it skyward instead. Caulifla thinks she could probably beat Cabba; he seems to think this is obvious. She asks him how to change back, and he tells her to release the tingly feeling in her back. She reverts, and Cabba warns her that the transformation can be draining until one gets accustomed to it. He says he will give her his contact information in case she is willing to enter the Tournament of Power, but she has already decided to enter. She will bring someone else, too; her protégée Kale. She tells Kale to come out; she knows Kale is there. Caulifla explains that Kale is a Saiyan too, and she tells Kale to come try that tingly thing. Kale does not think she will be able to do it, but Caulifla insists she try.

Goku returns to Capsule Corp, where his friends angrily confront him for lying to them about the prize money and the danger. Goku tells Kuririn that he will pay the money himself, but Vegeta reminds him that Chi-Chi controls his money. He says he will ask Bulma for it instead, but she is not happy about this at all. Goku says that ten million zeni is like leaking a little pee for her; this analogy embarrasses everyone, and Kuririn says it was low to lure them in with money. He and Goku have always fought together to save people and he is offended that Goku would keep the truth from him. He asks if Goku thought he would wimp out if he knew the truth, and Goku suggests that is actually what he is doing right now. Kuririn agrees, and says he will not enter. The Elder Kaiōshin finds this to be a disappointing end to a good speech. Goku begs, but Kuririn is still stubborn, so Beerus tells him that if he does not participate, he will destroy him on the spot. Kuririn agrees to enter, saying he would have played it cool if he had known he was going to be forced anyway. But he says No. 18 will probably not enter without the money, so Bulma agrees to pay the money to whoever wants it, telling them they better win. Goku says he is in her debt.

Shin reminds them that they still only have nine members, and Beerus demands they find someone else. The universe is huge, and all their members are from one little planet. He tells them it is their fault for wiping out everyone in the Freeza Force, and that gives Goku an idea: they can recruit Freeza! Three hours remain until the Tournament of Power.[16]

All of Goku's friends are incredulous at this idea, but Goku tells them that he heard from Dende that Freeza would not repent, and that his soul would never cross over; even King Enma does not know what to do with him, so he is still in Hell. Vegeta tells Goku not to even think about bringing Freeza back to life with the Dragon Balls, but Goku says he is planning on asking the Fortuneteller Crone to do what she did for him and Vegeta and bring Freeza back for 24 hours. Shin does not think Freeza will follow orders, but Goku does not think Freeza will want to see the universe destroyed. Kuririn is still worried, but Goku tells him it is just for 24 hours, and it is better than the alternative. Vegeta thinks it is not like Goku to go to such extremes; normally he would be full of confidence. They can win without Freeza, right? Goku asks Whis whether he thinks they can win easily; Whis says he has heard a rumor that one universe has a mortal that is stronger than his God of Destruction, and that God of Destruction is stronger than Beerus, but Beerus says he only lost once at arm-wrestling. Goku assures everyone that if Freeza goes rogue, he or Vegeta will take care of him, and Vegeta reluctantly concedes. Goku says he will talk to King Enma first, and then to Freeza. Bulma wonders if Goku can really do that, but Goku just focuses until he finds King Enma, and teleports away. Meanwhile, Ganos of Universe 4 is watching behind a tree.

Goku arrives at King Enma's and says that he wants to see Freeza. Enma demands to know why, and Goku does not know where to start; he asks Enma if he knows there are other universes, and Enma says he has heard stories. Goku tells him that there is going to be a tournament between universes and they will get erased if they lose. He needs Freeza to fight for them, with help from the Fortuneteller Crone. Enma warns Goku that Freeza will never change, and says he cannot be held responsible for what Freeza does. He also requests that they finish Freeza somewhere other than Earth if he goes rogue, so that Enma will not have to deal with him. He authorizes Goku to go to Hell.

In Universe 6, Caulifla encourages Kale to try to go Super Saiyan, but Kale does not believe she can. Caulifla berates her for selling herself short; she is a Saiyan so she can do it. Caulifla demonstrates the tingly thing for her again, and Kale is impressed. Caulifla says it is simple, and Cabba disagrees, so Caulifla tells him to demonstrate too. Kale tries to make her back tingle, but she fizzles out before transforming. Caulifla blames Cabba, but Cabba thinks she could try tailoring her advice a little better. She tries again by insulting Kale, but she has trouble insulting her precious protégée. Cabba tries insulting her, calling her a lightweight (へたれ) Saiyan, but he makes her cry and this makes Caulifla angry. She gets in Cabba's face about it, and Kale begs her to stop. She just cannot do this because she really is a lightweight Saiyan, and all she does is get in Caulifla's way. She works herself up so much over this, she transforms after all. Caulifla cheers her on. Kale tells Cabba that he will be her first blood sacrifice.

In Universe 4, Ganos reports Universe 7's plans to Quitela, who thinks Beerus must be desperate to be recruiting a dead man. Ganos says he is strong and could pose a problem for them. Kur is distressed to learn that Quitela has sent spies to other universes; what if the Omni-Kings were to find out? Quitela tells him to relax; there is no rule against it. He asks Ganos what this dead guy is called; Ganos tells him his name is Freeza. Meanwhile, Goku arrives in Freeza's personal Hell, which he thinks is pretty nice. He asks his ogre escort if they have the right place, and the ogre confirms. Goku approaches the tree where Freeza is suspended in a cocoon and calls out to him. Freeza asks what he is doing there; Goku asks how he got such a nice Hell, but Freeza tells him that for him, this is the worst Hell. Goku asks Freeza if he would like to get out for 24 hours; Freeza is naturally suspicious.

Back in Universe 6, Kale attacks Cabba, vowing to kill him, while Caulifla marvels at her power. She asks Cabba what he did to her; Cabba explains that Kale probably got jealous because they were being friendly. Cabba goes Super Saiyan and tries to fight Kale, but she easily overpowers him. Kale says her power is overflowing. Caulifla transforms too and tries to go after Kale, but Kale attacks Cabba again; in desperation, Caulifla transforms to Super Saiyan 2 to get the speed she needs to deflect the blow. She assures Kale that she is not so cheap as to fall for a guy like that. Caulifla tells Kale that she is proud of her, and Cabba realizes they have stumbled on a very powerful ally.

After filling Freeza in on the details of the Tournament of Power, Goku cuts him down from his tree. Freeza asks if it would inconvenience Goku if he declined, and Goku admits it would be, so Freeza declines. Goku walks away, apologizing for bothering him. Freeza says he was joking. He asks if he will be sent back to Hell when the tournament is done, and Goku says yes; Freeza says that he will only fight if Goku agrees to use the Dragon Balls to resurrect him if their universe survives. Goku tells Freeza he is not in a position to make such demands, but Freeza promises him that he will get even stronger, transforming into Golden Freeza, saying how much he wants to fight Goku again. Does Goku not wonder how strong he has gotten? Goku concedes that Freeza knows how to exploit him, and tells him that the winner will get a wish on the Super Dragon Balls, but Freeza will not accept this; he wants a guarantee that he will be resurrected. He only wants the Earth's Dragon Balls. Goku agrees, but he tells Freeza it will take some time to gather them. Freeza wants to know if they can kill their opponents, but Goku says they cannot; Freeza says this will make things difficult, but he will manage.

Goku departs and tells Freeza that the Fortuneteller Crone will be coming for him. Goku goes to visit her, and she has already heard the news; she complains about her task, but she realizes she has no choice. She asks Goku about her gift; he offers her the button she got from the Omni-Kings, but she does not want something so dangerous. He says he will have to bring her something else later then. Back in Universe 4, Ganos again warns against underestimating Universe 7. Kur asks Quitela what they can do to counter them; as it happens, Quitela has just thought of a great plan. One and a half hours remain until the Tournament of Power.[17]

Goku eats at Capsule Corp. and Bulma asks him how it went with Freeza. Goku says everything went well, and Vegeta seems surprised that Freeza accepted the 24-hour limitation. Goku suggests that Freeza just wants a change of pace, but the others can sense that he is hiding something. He tells them that he promoised Freeza they would use the Dragon Balls to resurrect him if they won; Vegeta and Kuririn are especially unhappy about this, but Whis reminds them that it is better than the alternative, and Goku reminds them that they can deal with him if he causes any problems.

Quitela contacts Sidra with a crystal ball to tell him about Freeza. He tells Sidra that Universe 7 plans to go after Universe 9 first. This angers Sidra, and Quitela offers him the chance to crush Universe 7 before the tournament. A villain named Freeza is about to join up with Goku and the others, and if they take him out before he can join the team, it will cause Universe 7 to be disqualified. Sidra worries that the Omni-Kings will find out; Quitela says they only have to avoid getting directly involved, and suggests Sidra use hitmen from his universe. Quitela says he will see Sidra at the Tournament of Power, sans Universe 7. Quitela asks Kur if he is satisfied, and Kur is impressed with Quitela's scheme, though he wonders if Sidra will actually do it. Quitela is sure he will.

Trunks is looking at the pegboard of contestants for the tournament, and he wonders about this Freeza guy. Bulma asks why he is still up; Goku asks Bulma if she told Trunks and Goten about the tournament, and she realizes that Goku has been keeping it a secret on purpose. Vegeta says it would make things more complicated if they knew, so Bra tells Trunks that this is a list of people who are coming to congratulate them on the birth. But Trunks has heard about Freeza and knows he is a bad guy. Vegeta tells him (with internal screaming) that Freeza had a change of heart, and he is a good guy now. Goku asks Trunks if he wants to go to an island with monsters, and this appeals to Trunks. Goku points at No. 17's picture on the board and explains that he watches over an island with monsters and animals, and No. 17 is not able to come because he cannot leave them vulnerable to poachers. He asks Trunks if he and Goten will trade places with No. 17 for a while. Vegeta tries to object, but Trunks is delighted to accept. Goku tells him to go get Goten. Bulma is annoyed that Goku obviously agreed to this condition from No. 17 without asking them first, but Goku assures them it will not be too dangerous for them, and he asks Kuririn to take them there, since he has to go to the Fortuneteller Crone's place for Freeza. Kuririn is nervous about seeing No. 17 again, but Goku reminds him that he is not a bad guy anymore, and he can take No. 18 with him, so Kuririn agrees.

Goku asks Bulma if she has something he can take to the Fortuneteller Crone as a gift, and she goes to get something for him. At Karin's place, the Turtle Hermit continues to train, aiming his Bankoku Bikkuri Shō at Yajirobe. He thinks that techniques like this and the Mafūba will work well in a ring-out tournament. Karin calls him off, and he realizes he went a little too hard on Yajirobe. Karin says it is about time to go, and the Turtle Hermit agrees, jumping up on the railing. Karin asks him why he chose this place for his final training. He says he wanted to remember the time he spent training here, but Karin can read his mind, so why did he ask? Karin wanted to hear him speak the words. He tells him to fight hard, and Yajirobe says he will have to answer to him if he loses. He prepares to jump off the railing, and then he remembers that he cannot fly.

In Universe 9, Rou and Sidra are intent on Rou's crystal ball. Rou has been researching Freeza on GodTube and he has learned that Freeza is a truly cold-blooded villain. Sidra asks him what he thinks about Quitela's suggestion, and Rou thinks they should not hesitate to act on it. Sidra agrees, and says they should hurry to send assassins; Mohito hears this and seems amused. Meanwhile, Goku presents the Fortuneteller Crone with a melon, saying he got it from Bulma; she complains about the regift, but tells Goku to wait there while she goes to get Freeza. Goku wonders how Kuririn and the others are doing, while assassins from Universe 9 lurk above.

On No. 17's island, he gets reacquainted with No. 18 and her family while the boys fly around the island. No. 17 is still worried whether they can handle the job, but Kuririn reassures him; they are the sons of Goku and Vegeta after all. Kuririn told them not to hit the poachers too hard. Marron decides she wants to stay with them; Kuririn is worried about this, but No. 18 says she is tougher than Kuririn gives her credit for. As they depart, poachers are lurking in a submarine, and one thinks this is their chance, but the other points out that those kids were flying and are not exactly normal.

Back at Capsule Corp, Gohan gives the team some last-minute coaching about teamwork. Vegeta is not interested in following this advice. When No. 17 arrives, Piccolo goes out to greet him; he asks No. 17 if he has gotten any stronger, and No. 17 returns the question. Piccolo takes off his turban and offers his hand to No. 17, thanking him for joining them. No. 17 looks forward to fighting with him. Muten Rōshi arrives on Baby Gamera and compliments Gohan's look. Meanwhile, at the Fortuneteller Crone's place, Freeza finally arrives. Freeza greets Goku with a punch, claiming his hand slipped. Goku returns the greeting. The Crone tells them to get going; and Goku holds out his hand, but then the Ghost Usher enters and tells them that a great number of men are outside and want to see them. Goku goes outside and asks why they are there, but they refuse to say. Freeza shoots the leader out of the sky, and he falls in the water. He thinks this is a good opportunity for a warmup. Beerus is frustrated that they are taking too long, and Kuririn worries what will happen if they show up to the tournament late; Whis thinks they might get disqualified and erased on the spot. Back at the Crone's place, Goku tells Freeza they do not have time to get into a fight with these guys, and Freeza says it will not take much time. He just wants to unwind and tells Goku to join him as he transforms into his golden form.[18]
