Rou is a fictional character in the Japanese animated television series Dragon Ball Super and its companion manga series written by Toyotarō. Rou makes his debut in Dragon Ball Super Episode 78, broadcast on 12 February 2017 on Fuji TV, as the Kaiōshin of Universe 9.

Biography

Rou is known for using vulgar language unfitting of a Kaiōshin, but he thinks himself clever[1] and tends to make fun of other universes.[2]

Zen Exhibition Match

When the Great Priest informs the gods of each universe about the upcoming Tournament of Power, he invites them to attend the Zen Exhibition Match to sate the curiosity of the Omni-King from the future, who has never seen a martial arts tournament. Universe 9 is asked to participate in the tournament and bring three fighters to compete against warriors from Universe 7. Rou brings the Trio de Dangers to the Omni-King's palace along with Sidra and Mohito, the God of Destruction and Angel of Universe 9, and they encounter the representatives of Universe 7 in the palce corridor. Shin greets them, noting that they have not seen each other in some time, and Rou smiles.

With everyone present, the Great Priest creates an arena in a void that appears to be located beneath the Omni-King's palace, and the Universe 9 representatives fall onto a platform situated on one side of the fighting stage, across from the Universe 7 platform. Then the Great Priest brings in the gods from all the other universes to observe the match. When Goku speaks casually to the Omni-Kings, calling them "Zen-chan", Sidra says that he never would have believed Universe 7 would have someone so disrespectful, and Rou says he has never seen the like.[3]

As Majin Boo flounders against Basil in the first match of the tournament, Rou gloats that the Trio de Dangers are the most powerful warriors in Universe 9, and "Bullet-Shooter Basil" is the youngest of them. He claims there is no way someone like Boo can defeat Basil. Kibito thinks that Rou is quite despicable for a Kaiōshin, and Beerus thinks his behavior reveals a lot about Universe 9. When Basil delivers what should be a fatal blow to Boo, but Boo does not appear to be harmed, laughing at the hole in his gut, Sidra finds him to be very unusual, but Rou tells him that there are plenty of others like Boo in the universe. He is nevertheless as shocked as Sidra when Boo regenerates his body to continue fighting.

When Boo knocks Basil out of the ring, and the Great Priest declares that the fight will continue, Rou warns Basil that there will be consequences if he loses. Basil demands that Rou give him a healing stimulant, and Rou gives it to him, but tells him not to complain to him about its effects. Beerus complains that this should be against the rules, but Rou thinks it is fair because Boo healed himself. Beerus says that is Boo's natural ability so it does not count. The Omni-Kings decide that the drug is allowed, and the Great Priest tells them that they will come up with some rules for the Tournament of Power, but for now, anything goes. Rou advises Basil that there is no place in Universe 9 for losers, and that he should do whatever it takes to win.

As Basil pummels Boo, Sidra worries that he is taking it too far, but Rou only laughs. When it appears that Basil has won, Rou gloats again to the Universe 7 representatives, telling them that this is the power of Universe 9, but Boo emerges from the rubble, attacking Basil with a Kamehameha. Basil is still standing after the attack, causing Rou to laugh in joy, but Basil soon collapses from exhaustion. The Great Priest calls for the next contestants to enter the ring, and Rou warns Lavenda not to lose.[4]

When Lavenda uses his Poison Blow against Son Gohan, blinding him, Rou celebrates and anticipates Gohan writhing in pain from the poison. Lavenda tells Gohan that if he absorbs too much of it, his body will rot. Rou laughs and mocks Universe 7, telling them they should concede. When Gohan figures out how to sense Lavenda's movements, landing a blow on him finally, Rou is dismayed, but Lavenda takes to the air, evading Gohan once again, and Rou cheers, ordering Lavenda to finish Gohan off. Then Gohan transforms into a Super Saiyan, which Rou does not understand; he thinks Gohan is just glowing harmlessly, but Gohan uses his Super Saiyan aura as a radar to let him know where Lavenda is at all times. When the match ends with both fighters unconscious, Rou wonders what will happen next; the Great Priest declares the match a draw.

When Beerus is informed that Universe 7 has the second-lowest mortal level, Whis asks which universe has the lowest ranking. The Great Priest thinks it should be obvious, and Rou gasps as he realizes this means Universe 9. The Great Priest confirms that the average level of the inhabited planets in Universe 9 is 1.86. When the Great Priest informs the gods that the losing universes in the Tournament of Power will be erased, Rou is distressed, and he asks whether they will be erased for losing in the Zen Exhibition Match as well, but the Great Priest assures him this is not the case.[5]

When Bergamo stands before the gods to condemn Goku and ask the Omni-Kings to reconsider their plan to erase the universes, Rou and Bergamo's brothers praise his speech, while Sidra compliments his persuasion powers. The Omni-Kings like Bergamo's speech and agree to his proposal, which causes Rou and his brothers to weep tears of joy. When Bergamo reveals his special power to Goku during their fight, Rou gloats yet again that Bergamo can convert attacks to power for himself and counter them with double strength. His strength is "through the roof". When Goku powers up to Super Saiyan Blue, Rou cannot believe that Goku has the power of a god, and Sidra realizes that this Goku should not be underestimated. When Bergamo is defeated, Rou is distraught.[6]

After the exhibition match is concluded, Cae hosts a video call meeting of all the Kaiōshin from the Universe 11 Kaiōshin Realm. He asks them all to keep the news about the Tournament of Power secret from the inhabitants of their universes. Gowasu agrees that this is a good idea, but he wonders where Shin is. Cae explains that he excluded Shin because the tournament was Universe 7's idea. Rou says that Cae is wasting their time; he is busy trying to find more fighters for the tournament, and he leaves the call.[7] Later, Rou becomes angry as he watches the inhabitants of one world get violent. Sidra and the Trio de Dangers are trying to recruit fighters for the tournament, but the news that the universe might be destroyed has caused riots, and they have not managed to recruit anyone.[8]

Recruitment

When the Omni-Kings see that Universe 7 has recruited all its members, they ask the Great Priest to start the tournament now, but he tells them they should keep their word about the given time; other universes are having trouble. Rou angrily watches through his crystal ball as the inhabitants of one world get violent. Sidra is there with Mohito and the Trio de Dangers to look for recruits, but this planet is in a panic about the end of the universe, and they are rioting and trying to escape to another universe. They have not managed to recruit anyone, and Sidra uses Destruction on the rioting city, reducing it to a crater. He tells them that this world is hopeless, and that they should go somewhere else. The Great Priest regrets that some people can only think of themselves, that the terror and chaos is disgraceful.[8]

Some time later, Quitela contacts Sidra with a crystal ball and tells him that Universe 7 plans to go after Universe 9 first in the Tournament of Power, but they have a chance to crush Universe 7 before the tournament. A villain named Freeza is about to join up with Goku and the others, and if they take him out before he can join the team, it will cause Universe 7 to be disqualified. Sidra worries that the Omni-Kings will find out; Quitela says they only have to avoid getting directly involved, and suggests Sidra use hitmen from his universe. Rou then researches Freeza on GodTube and learns that Freeza is a truly cold-blooded villain. Sidra asks him what he thinks about Quitela's suggestion, and Rou thinks they should not hesitate to act on it. Sidra agrees, and says they should hurry to send assassins; Mohito hears this and seems amused. Some time later, Goku waits for the arrival of Freeza on Earth while assassins from Universe 9 lurk above.[9]

Name

Rou's name pun is unknown, but many Kaiōshin appear to have been named after deities, and Louhi (ロウヒ/Rouhi), a wicked queen and witch of Finnish mythology, is a likely source for his name.[10] "Rō" (老 meaning "old" or "elder") has been used before in the series in reference to the Elder Kaiōshin who had been locked away in the Z-Sword several generations prior.[11]

Performance

Rou is voiced by Yasunori Masutani, who also voices Huwa, the Kaiōshin of Universe 6. Masutani has voiced several minor roles in Dragon Ball GT, Dragon Ball Kai, and Dragon Ball Super. In the FUNimation English dub, Rou is voiced by Derick Snow in his first credited role for the Dragon Ball franchise.
