The sixteenth chapter of Dragon Ball Heroes: Victory Mission by Toyotarō, "Mission 16: Formed! The Dragon Ball Heroes!!", was first published in Japan in the February 2014 issue of Shueisha's V-Jump magazine.

Summary

The influence of the Evil Dragons has spread, and so a new group of “Dragon Ball Heroes” are tasked with saving the world! First, each must decide whether or not they can accept risking their lives.

Plot

Having witnessed the release of the Evil Dragons within the Dragon Ball Heroes Battlefield, Tsubasa, Momo-chan, Dr. Auto, Beat, and the other competitors re-emerge in the Heroes Stadium. Yoshito-kun greets them and lets them know the tournament has been canceled. Momo-chan explains that unless the Evil Dragons can be defeated while they remain in the Heroes Battlefield, the entire universe could be in danger. Tsubasa asks the competitors whether they will lend their support in fighting the Evil Dragons. According to Sora, the young tournament competitors the only ones who can stop them.

Froze, Kagyu and Note quickly lend their support, and Abra volunteers Kabra as well. Noticing Beat's hesitation, Yoshito-kun prompts everyone to rethink their decisions over the course of the next day.

At school, Note confronts Beat on the rooftop, believing him to be worried, and shares her reason for volunteering. Despite being scared, the fact that the Dragon Balls were real means there must have been people who used them for positive wishes in the past. That means the world they live in now can be thought of as "the future someone else saved." Through that lens, it only seems fair it should be their turn to fight.

However, Beat says he made the decision immediately to fight with his friends. Rather, what concerns him is acquiring his mother's permission.

At Beat's house, he and Note try in vain to convince his mother to allow him to stay overnight at the Dragon Ball Heroes Research Center for unspecified reasons. Beat's Grandfather intervenes on his behalf, claiming Beat knows the difference between right and wrong and needs to see his promises through.

The next day, at the Research Center, all the tournament competitors recruited by Tsubasa and Momo-chan gather once again. As they prepare to head into the game to track down the Evil Dragons, Tsubasa comments that the team still needs a name. Yoshito-kun points out that they already have one: They are "the Dragon Ball Heroes."

No cards are featured in this chapter, as it is the first in the series to not feature any significant scenes set within the Dragon Ball Heroes game itself.

Setting

Beat and the others discuss the issue of the Evil Dragons in the Heroes Stadium. The following day, Beat and Note discuss their situation further at Satan City Primary School and Beat's house, before gathering with the other competitors at the Dragon Ball Heroes Research Center.

This chapter was first published in Japan in the February 2014 issue of Shueisha's V-Jump magazine.

Leading up to the the Bandai Official 5th Anniversary Fanbook: Dragon Ball Heroes 5th Anniversary Mission release in November 2015, all 28 of the series' standard chapters were posted online for free.[1] The chapter has otherwise never been collected, compiled, and/or re-released.
