I believe he means a person in general can't be revived twice. That means disregarding different Dragon Balls and all the other ways they avoid this 'no double wish' rule.

Maybe because Goku isn't the best teacher, or because only Goku have the ki control to use this technic.

2014 will be a special year for Dragon Ball, will be the aniversary of 30 years of the manga, Toei probably will make many things to comemorate and of course make big money with this special date, i can see thing like new games, Blue-rays boxes and some others things.

Tenshinhan: Truly awesome in original db.
Kuririn: A great character since his debut, this guy have some serious balls of steel , he always face opponents much more strong then him without hesitation, cunning and very smart, his contribution is Namekusei saga is valuable.

Because Dragon Ball is really fun, unlike the modern shonen mangas.
