Ozotto is a fictional character in the Dragon Ball franchise. Debuting as a shape-shifting final boss character in the 1994 arcade game Dragon Ball Z: V.R.V.S., Ozotto returned 24 years later within the Super Dragon Ball Heroes empire of video games, anime, and comics.
Biography
Dragon Ball Z: V.R.V.S.
Ozotto is a shape-shifting final boss character. The game provides no back-story or context for Ozotto's appearance.
Upon his defeat, Ozotto exclaims, "No... to think that I...!!!!" (まさか…このわたしが！！！！, Masaka... kono watashi ga!!!!) Players are then shown a brief scene with their selected character receiving the seventh Dragon Ball and making a wish to Shenlong.

On the Prison Planet, Ozotto appears on one of Fu's monitors, seemingly as one of the captured fighters being used in the ongoing experiment.
Super Dragon Ball Heroes: Universe Mission
On the Prison Planet, Ozotto's shadow appears in a Dragon Ball as Fu introduces himself to Son Goku, Vegeta, and Mai.
As Vegetto battles Cumber, Ozotto appears behind the other heroes, saying it may be best to leave this Dragon Ball for another time. Taking the heroes by surprise, Ozotto laughs and notes that he has no intention of taking part in these "pointless" battles, and that they will see him again when the dust settles. With that, Ozotto disappears. Fu is impressed with Ozotto's teleportation ability, and notes that he gave Ozotto a Dragon Ball.
Later, Ozotto warps onto a cliffside overlooking the battle between Coola and King Cold, and comments that with Trunks and Cold distracting the troublesome Smoke Warriors, he has been able to search out the "source." He suspects that if he breaks the strange machine producing the black smoke, the warriors will disappear. Hachihyack appears behind him; Ozotto calmly says he senses the presence of a Dragon Ball on him.
Name
Ozotto is given a full name of "Majin Ozotto" in his original Dragon Ball Z: V.R.V.S. appearance, which is rendered in the game's own English localization as "Ozotto the Super Monster."
No known documentation exists for the source of Ozotto's name. It may possibly be a pun on ozomashii (おぞましい) or ozoi (?) (meaning "disgusting, repulsive, absurd"), or perhaps a play on the Italian rice dish risotto (リゾット, rizotto).
Production
Ozotto was designed by Akira Toriyama for Dragon Ball Z: V.R.V.S. and its debut at the 1994 Jump Multi World event. A four-armed transformation was also seemingly designed, though this form was not used in the original game.[1]
Performance
Ozotto's voice actor is thus far uncredited and unknown.
Notable Appearances
Following his original debut in 1994's Dragon Ball Z: V.R.V.S., Ozotto remained unused until his revival in Super Dragon Ball Heroes and its various games and ancillary merchandise in 2018.

Ozotto is mentioned by name on the title page for chapter 429 of the manga as being available to battle in a new game at that year's Jump Multi World:

The 1996 PlayStation and Saturn release Idainaru Dragon Ball Densetsu comes packed with not-so-hidden text files right on the game discs. Among the various anecdotes and funny stories from the game's development staff, Graphic Artist "N" notes:[2]

Ozotto would have been relatively contemporary to this game's development, but the schedule seemingly kept him, miscellaneous other characters, and even a brand-new Toriyama creation away from the final release.
For the ninth entry in his "Special Project: Toyotarō Drew It!!" monthly column on the Dragon Ball Official Site, Toyotarō provided a drawing of and comment about Ozotto:[3]
