"The Reborn Piccolo's Do-or-Die Opposition" is the three hundred and seventieth chapter of the Dragon Ball manga series by Akira Toriyama. It was first published in Japan in the 1992 #20 issue of Shueisha's Weekly Shōnen Jump.
Summary
Piccolo tries to punch Cell with everything he has, but Cell blocks it, then punches Piccolo in the face and sends him sliding across the ground. Cell walks over to Piccolo, and sends him flying in the other direction. No. 18 is surprised that neither Piccolo nor No. 17 can do a thing, and No. 16 says this Cell is just too strong. He tells her to run away, because even if No. 17 gets absorbed, if she does too, then nobody can stop them, and it's over for the whole world. No. 18 asks No. 16 what he'll do. Piccolo starts charging up an attack as Cell walks toward him, and No. 17 realizes this is dangerous. Then Piccolo launches a tremendous blast at Cell, and a huge portion of the island is blown up. When the smoke clears, No. 18 gets excited that he did it. But No. 16 says Cell barely took any damage at all.
Piccolo freaks out as Cell floats up out of the water, then comes back to the remains of the island. Tenshinhan is there now, watching from atop a nearby mountain, and says they're worlds apart. As Cell nears Piccolo again, Piccolo yells at No. 17 to get out of here. Cell punches Piccolo in the face, and Piccolo hits the ground hard. Cell picks him up, and Tenshinhan notes that Piccolo's neck is broken. Cell says he's too strong now, and no longer needs any energy from people, so... He blasts a hole straight through Piccolo's chest, and then tosses Piccolo's body into the water. Up at God's Palace, Goku says Piccolo's ki has vanished. Gohan gets upset about Piccolo, while Goku wonders what the hell Vegeta is doing. No. 17 tells Cell he won't go so easily. No. 18 thinks this would be a good time to run away, and No. 16 agrees, telling her to run by herself. No. 18 asks what he'll do, so he says, "Destroy Cell. The time to fight has come. Before I even meet Son Goku..."
