The announcer begins going over the tournament match-ups and procedures, telling everyone to come to the ring when their name is called, etc. They're free to relax or warm up at the moment, if they wish. Goten is upset that he has to face Buu in the first round, but Goku thinks it wouldn't be a problem if he hadn't been so lazy about his training. Mō Kekko pipes in, saying he thinks he should be the one complaining, because he has to face this little kid. Pan sticks her tongue out at him, and he tells her to go home and drink breast milk. However, Otoko Suki is very pleased that he'll be facing Trunks. Knock then starts calling out Vegeta, making fun of his age. He gets in Vegeta's face, laughs, and tells him to die. Vegeta nonchalantly punches him away, sending him crashing into a brick wall.
In the backyard, Goten is exhausted. Goku tells Bulma and Vegeta it's been a while, and Bulma says it hasn't just been a while; if she left him alone, they'd never see each other. Goku says they just saw each other five years ago. Bulma disputes this, saying that when everyone got together five years ago he didn't even show up because he was off training. Goku says she sure is becoming a middle-aged lady, and she yells back that Saiyans are freaks. Vegeta says that because they Saiyans are a fighting race, they remain young for a longer period of time so they can fight. Bulma wonders if she should ask Shenlong to make her younger.

From the center of the tournament ring, the announcer announces that the Tenka'ichi Budōkai is underway and the first match is about to begin. Pan is a genius girl at only age four, and she's the grandchild of Mister Satan. Her opponent, Mō Kekko, lost to Mister Buu in the semifinals of the last tournament, and is 2 meters, 30 centimeters tall (7.5 feet). Some fans in the crowd can't believe they'd allow such a much, and Satan hopes Pan will be okay. The match begins, and Mō Kekko supposes he better get this over with, but Pan quickly jumps up and punches him in the face, then kicks him out of the ring straight into the arena wall. Once it's made certain he's still breathing, Pan is declared the winner, and she cutely bows. The announcer says it is time for the second match to begin, reciting Goku's decorated past and introducing Uub, who is a 10 year old boy who has come all the way from an island in the south. Bulma feels bad that the poor kid has come all this way just to lose to Son-''kun''. Piccolo tells Dende that this is the match to pay the most attention to this time.
Vegeta asks if it's true that Kakarrot is training for the Tenka'ichi Budōkai tomorrow. Goku says he is, and he thinks Vegeta should enter too. There's going to be an awesome guy entering. Vegeta doesn't feel any strong ''ki'', but Goku says that's because he's been suppressing his ''ki''. Vegeta says there shouldn't be anyone like that, and asks if he's an alien. Nope, he's an Earthling. Trunks then shows up, and asks Goten if he's training to enter tomorrow. Goten reluctantly says he is, but only because his dad made him, even though he said no. He had a date tomorrow. Goku says he can go on a date any time. Vegeta says both of them have troublesome kids, and Goku agrees. Pan then arrives, and tells Grandpa she just flew around the Earth. Trunks asks if Pan is also entering, who enthusiastically says, "Yep!" Bulma is worried, because there's no Kids Division this time, and she'll have to fight adults. Goku says she probably can't win, but it will be good for her. He also says Pan is now the one with the most will-power amongst them. Vegeta admits he's quite intrigued now, and says he'll enter. He orders Trunks to enter also, or else he'll cut his allowance in half.

The match begins, and Goku tells Uub not to be nervous, or else he can't put out his true strength. Uub nervously says okay, and Goku thinks it's no use, as he clearly hasn't calmed down. Goku thinks he has no choice... "Hey you! Get your ass over here, you bastard! I pretended to be a good guy around everyone earlier, but really, I'm very very bad! Why you... I, uhh, hate you! I'm gonna knock you out. Also, uhh, I'm gonna beat you to death, and do you want me to bring your bones home! Uhh... Your outie-belly-button mommy is waiting!" Uub protests calling his mommy that. "Well, then is she a shit? Yeah, yeah, she's a shit, huh?!" Trunks and Goten wonder what he's doing. Goku thinks he'll finish it now, and flies at Uub saying, "Your daddy is also a shit!!"
The next day, at the Tenka'ichi Budōkai grounds... Satan tells Buu that they'll do the same as before: Buu becomes the champion of the challengers, then faces Satan, the super champion, in the finals and loses. But he reminds Buu that he needs to hold back his strength against the challengers, or else he'll scare them all off. Goku then shows up in Satan's room with Pan, and Satan is very happy to see his cute little Pan. He asks if she's come to cheer for Grandpa. Nope, she's entering, and so is Grandpa Goku, Goten, Trunks, and Uncle Vegeta.

Goku kicks Uub in the face, and then backs off. Uub gets pissed and says his father and mother aren't shits, as he rushes toward Goku with a kick. Goku blocks it, but his arm really hurts afterwards. Goku barely dodges a punch, and then backflips away from a kick. Goku flies at Uub with a punch that Uub just barely blocks, and the two rapidly exchange multiple blows. Everyone is shocked to see this kid hold his own against Goku. Uub yells, sending a ''kiai'' that sends Goku flying up into the air, but is shocked to see Goku catch himself and just float in the air. Goku lands, and notes that Uub still doesn't know how to fly. Goku says he couldn't have learned that without having a teacher. Goku apologizes for the badmouthing earlier, explaining that he merely wanted to see Uub's true strength. Goku thinks he certainly is impressive, but what good is fighting if he doesn't know how to use his power.
Goku says they've all passed the preliminaries, and Satan freaks out. Goku reassures him that they'll allow Satan to win. But someone besides Buu or them might win. Goten asks Satan if he can get all their friends better seats, and Satan says no problem. The gang all get ringside seats now, except that the ring is too high for them to even see. Bulma says they're changing, because they can't see anything, and they all move to new skybox seats. Meanwhile, the announcer calls the competitors over for the lottery; there are twelve this time. Whoever makes it to the end will face off against the super champion, Mister Satan, to decide the winner. Vegeta asks Goku who this strong guy is, but Goku still won't say.

Goku offers to come live with Uub and teach him. Uub says his home is poor, and that's why he needs the prize money. Goku says that's no problem, since he can borrow lots of money from Mister Satan. Goku says that Uub will be the one to protect the peace from now on, and then tells him to wait here, as he flies up to inform everyone of his plan. "I'm gonna train this guy and go live at his house. I don't know how long it'll take, but I'll come back a lot. Be good, okay. See ya!" Gohan is very confused with everything that's just unfolded. Goku goes back to Uub and tells him to climb on his back and hold on tight, since they're flying all the way to an island in the south. Goku zooms off, and Trunks and Goten wonder what just happened. Everyone in the sky box is confused, but Piccolo smirks and says this is the happiest he's seen Goku in a long time. Vegeta knows what Kakarrot's scheme is, and it's not just to train Buu's reincarnation to protect the peace. As they fly away, Goku tells Uub they should have a proper rematch once they're done training. Uub agrees, and Goku admits that's his true objective.
The lottery is beginning, and Goku asks Buu to mess around with the numbers with his magic. The competitors are Vegeta, Son Goku, Mister Buu, Trunks, Pan, Son Goten, Kirano, Mō Kekko, Uub, Captain Chicken, Knock, and Otoko Suki. Goku tells Vegeta he wants to fight this person at 100% in the first round. Mō draws and gets #2, and then Trunks is next. A little later, it's Son Goku's turn to draw, and he asks Buu to make him #3. Next is Kirano, and Goku says to make him #6. Vegeta had thought Kirano might be the guy. Next is Uub, and Goku tells Buu to make him #4, and then he doesn't need to use anymore magic after him. Vegeta is very surprised, as Goku says he's been waiting a long time and training until this kid entered the tournament. Vegeta wants an explanation right away.

"Ten years ago, when the Buu that was incredibly evil died, I made a wish... 'This time, be reborn as a good guy, and let's fight one-on-one'... It seems Enma-''daiō'' heard him and made it happen..." Vegeta can't believe that kid is the reincarnation of Buu. Goku says it's no mistake, he just knows it somehow. "Look at even his name. Uub, right? If you read it backwards, that's Buu, ain't it...? Wouldn't that be a strange coincidence?" Uub is looking nervous, thinking there are lots of strong people outside the village, just like his mommy had said. Uub wonders how he'll win and use the prize money to buy food to bring back to his village.
