"The Winner is Decided!!!" is the four hundred and fifty-fourth chapter of the Dragon Ball manga series by Akira Toriyama. It was first published in Japan in the 1994 #07 issue of Shueisha's Weekly Shōnen Jump.

Summary

The crowd is chanting "SATAN" and "EIGHTEEN", as the announcer goes on about them being the final two contestants, but Satan is quite worried. Chi-Chi tells the little blonde girl that her mommy is gonna win 10,000,000 zenni. The Turtle Hermit gets excited, but Yamcha says, "This is no time for laughing, Muten Rōshi. We have no idea what's happening with Goku and the others..." Meanwhile, Trunks and Goten throw off the remainder of their Mighty Mask outfit, in mid-air over the ocean, as they notice Videl flying along. Goten calls out to her, and she notices him too. Back at the Budōkai grounds, Satan freaks out as No. 18 starts to come at him. She puts him in a headlock, and he squirms and screams. She tells him to shut up, and then asks if he wants to win.

No. 18 says she will let him win, if he gives her 20,000,000 zenni. Satan is shocked at that amount, but she asks if he would rather be knocked out. Satan says he will pay, and then she jumps off of him as if she were knocked away. Satan starts giving a speech, telling her she has no chance, but she says to just hurry it up. So, Satan comes at her with a Satan Miracle Special Ultra Super Megaton Punch. His fist hits her face, but she does not flinch at all, and asks if this is his sure-to-kill technique. He says yes, so she flies backwards and lands out of the ring. Mister Satan is declared the winner, and the crowd goes wild. No. 18 walks away, saying she will go to his house for the money tomorrow, and kill him if he does not pay.

Videl has explained everything to Trunks and Goten, and they think an evil mage and a majin sounds awesome. Goten says everyone is over that way, and Trunks agrees that he feels the ki of his dad and the others there. Trunks says they will have to hurry before they beat up the enemy, and Goten freaks out and says he wants to see first. The two of them turn Super Saiyan and zoom off, leaving Videl in their dust.

-While Mister Satan was been busy winning the Tenka'ichi Budōkai, Gohan has been facing off against Dabra... Gohan, as a Super Saiyan, punches ferociously at Dabra, but is blocked. He then kicks Dabra off into the distance, but Dabra catches himself, and blows a stream of fire back at Gohan. Gohan easily dodges it and flies back toward Dabra, but hits a few of Dabra's afterimages. The real Dabra is a distance away, and announces himself just before he shoots an electrified fireball toward Gohan. It's a direct hit and Gohan is knocked into the surrounding water. Gohan flies back up to the surface and throws away his tattered Great Saiyaman clothes.

Gohan puts his hand up just in time to block it, so it hits his glove, and he quickly tosses the glove away as it turns to stone. Dabra then flies toward Gohan, and magically creates a giant sword. He swings the sword down at Gohan, but Gohan catches it, and snaps the blade in half. Babidi wonders what Dabra's doing, thinking he needs to inflict more damage.

Vegeta wants to hurry up and end this so he can fight him, that's why he went to that stupid Budōkai in the first place. Dabra smirks, as Gohan wonders why he all of a sudden isn't fighting back. Dabra telepathically tells Babidi to return them to the ship, since he's discovered something great that will revive Majin Buu. Babidi goes along with it and they're suddenly back in the ship. Dabra heads back through the door, but Gohan asks him why he's running away from their fight. He tells Gohan he's not running away, he's just found another fighter. Babidi thinks this better be a great discovery. "One of them holds a strong evil heart... With an evil heart of that caliber, we could draw him over to our side..." Babidi likes the idea of them fighting each other to gather the necessary energy, and thinks Majin Buu will finally be revived.
