"Hiiiiii~!" is the second chapter of the Dr. Slump manga series by Akira Toriyama. It was first published in Japan in the 1980 #05/06 issue of Shueisha's Weekly Shōnen Jump.
Summary
It is morning at the Norimaki house. Arale finds Senbei sleeping and decides that the best way to wake him up is to shove a live grenade in his mouth. This wakes him up so she tells him good morning and reminds him that today is the first day of school. As Senbei prepares to brush his remaining teeth, he tells Arale that he had the scariest dream.
Senbei drives Arale to school and warns her not to do anything robot-like. She removes her head and says "yessir". Senbei loses control of his car, drawing the attention of some folks at the river they are crossing, as he chews Arale out for doing exactly the kind of thing he was talking about.
At Penguin Village Middle School, the principal greets Dr. Norimaki and is surprised to learn that Senbei had a young sister who has been sick in the hospital all this time. Then the principal remembers that Senbei was very young when his parents died and becomes suspicious, so Senbei whispers to the principal that she is actually his daughter.
Just then, a beautiful woman enters the teachers' lounge, excusing herself. Senbei is struck dumb, and the principal introduces the woman as Arale's teacher, Ms. Yamabuki. Then he introduces Senbei as Arale's father, but Senbei corrects him, bowing and introducing himself as Arale's brother, Senbei. Ms. Yamabuki tells him it is nice to meet him. Meanwhile, the principal is confused about Senbei's relationship to Arale but Senbei angrily tells him that he was joking. Ms. Yamabuki tells them that class will be starting soon, so Senbei nervously bids them goodbye. Ms. Yamabuki departs with Arale, and Senbei sighs in relief, overwhelmed by the pretty lady. The principal thinks he is a real pervert.
Getting into his car, Senbei hopes that Arale will be okay. Just then, the waitress from the Coffee Pot spots Senbei and asks him to give her a ride into town for matinee day. On the way, Senbei tells her that she can buy a ticket for him in return. She tells him to let her out. He keeps driving, telling her that if she can get out, then get out.
Ms. Yamabuki introduces Arale to the class, and Arale finds a seat next to a girl chewing gum. The girl ignores her as she sits, blowing a bubble, so Arale uses her hair to tickle the girl's nose, causing her to sneeze. Arale giggles, and the girl asks her what her problem is. Arale asks for her name. Meanwhile, a mask-wearing boy in front of them has a bubble of gum stuck to the back of his head.
In town, Senbei sees the poster for Nekotoraman vs. Nekotora-7 and asks the waitress if she is really going to see that, but she reminds him that no one said he had to come, while Kinnikuman patiently waits to take her money for the tickets.
Ms. Yamabuki writes a few problems on the board and asks the class if anyone knows the answers. Arale's brain makes some noisy calculations while her classmates stare in awe. She raises a finger and gives all three answers. Ms. Yamabuki looks them up and tells Arale that she is in fact correct. In biology, Arale easily removes a frog's appendix, astonishing Ms. Yamabuki once again.
Arale gets a new teacher for gym class, and he announces that they will be doing a throwing test today. The bubblegum girl tells Arale it is her turn, and Arale asks for confirmation that she just has to throw it. Then she throws it, and it disappears across the horizon. The gym teacher's assistant tells him that she will need bus fare to measure that one. Far away from civilization, in a distant jungle, a tribesman has been hit on the head with the baseball. His friend thinks that the sun god is punishing him for being a picky eater, and the injured man promises he will also eat old people from now on.
In the theater, Senbei mortifies his lady friend by jumping up and down and shouting at the characters on the screen, telling them what they should be doing. In his excitement, he kicks a baby at the screen, and the baby's father is distressed.
At school, the bell rings, and school is over. Outside, Arale follows tags along with bubblegum girl as she walks outside to meet her friends. A boy leans against a tree, smoking a cigarette, and he asks bubblegum girl what is up with the tagalong. A younger boy wearing cat ears explains that this is the new kid. Bubblegum girl tells Arale to let her go, asking why she is following her around. Arale explains that they are friends. Bubblegum girl asks, according to who? The older boy warns Arale not to hang around with them; they are bad. Arale thinks the little boy is cute, though. The little boy looks to the older boy for help, addressing him as Tarō, and Tarō reminds the boy that he warned him not to wear stuff like that.
Arale mimics Tarō by sticking out her lips, and Tarō thinks she is brave, but he warns her to be careful, pumping up a fist and then smashing a juice can to demonstrate his prowess. He tells her that will be her face, and it only hurt a little bit. The little boy thinks to himself that Tarō sure knows how to make stupid stuff look cool. Arale, however, is not impressed. She informs Tarō that she can do that too. Approaching a telephone pole, she punches it in half, bringing down the power lines. Tarō and the others are stupefied. Tarō offers his hand to Arale, conceding that they are, in fact, friends.
As they ride away on their scooters, Tarō is surprised to hear that Arale is Senbei's sister, and bubblegum girl tells Arale she is strong for her size. Nearby, some policemen wonder what these kids are up to. They follow in their police car, pulling them over. A cop thumps Tarō on the head, reminding him that he is still in middle school. Arale tells the cop not to pick on her friend.
At home, Senbei is wondering why Arale is late when the phone rings. It is the police. They tell him to come get Arale. Terrified that she is in some kind of danger, he rushes to the police station and bursts in to find that Arale is just fine but two policeman are in rather bad shape.

My first serial. I'll work mechanko hard and give it all I've got. Ah—mechanko means "very" in Nagoya dialect.
Toriyama does not begin signing his comments until Dr. Slump Chapter 6 in the 1980 #10 issue.
