Summary
The Earth has been restored to its previous peaceful state, as it was before it was destroyed by Buu. Porunga wants the second wish, and so Dende relays it. Porunga says it will take a little while, because of the large amount of people to deal with. Meanwhile, the evil Buu kicks the good one through a nearby mountain, and then rips off his own arm and throws it at the good Buu repeatedly. Vegeta says the fatty’s power is dropping, and asks Dende if the wish has been granted yet. Old Kaiōshin explains that Porunga is having troubles, when his halo suddenly disappears. Porunga says the second wish is granted, and Dende excitedly informs Vegeta. Vegeta’s halo also disappears, making Goku shockingly note that he’s no longer considered a bad man.
Vegeta calls Goku a dumbass for not being able to gather his ki, and additionally, he has returned to normal! Goku says it was much easier when he was dead, and Super Saiyan 3 really eats up the ki of a living body. Goku thinks this is a real bummer, and gives in. The two Boos stare each other down, and then rush at one another. The evil one elbows the good one into the ground, and then puts him in a headlock. The fat one cannot escape, so Satan runs over and tries to attack the evil Boo. The evil Boo swats him away, and the good Boo manages to break free of the headlock and slams the evil one into the ground. The good one attempts to turn the evil one into chocolate, but the evil one dodges the beam and blasts the good one from behind.

The people of Earth notice their revival, including Gohan, Piccolo, and the boys, as well as everyone at God’s Temple. Goku asks Vegeta if his plan was to revive Gohan and Trunks and everyone so they could help fight. Nope. Vegeta wants him to prepare a Genki-Dama. Goku doubts that gathering a bit of genki from all the Earthlings will be enough against Buu. Vegeta says this was what he meant about the Earthlings taking responsibility for themselves. It won’t be just a little bit of genki; they’ll make the people give more. Dende says Porunga wants the third wish, but Vegeta says it doesn’t matter. Vegeta then wants to somehow speak to all the Earthlings at once, like Babidi did. Kaiōshin says that’s impossible. "Leave that to me. It’s my special technique!" Goku recognizes that as Kaiō’s voice. Kaiō is glad Vegeta has chosen his Genki-Dama to be the deciding factor. He then tells Vegeta to speak, and he could even speak to the whole universe if he wants.
The good Boo regenerates, and the two begin exchanging blows again. Goku thinks the situation does not look too good at this rate. Vegeta is silent for a bit, but then suddenly calls out to the Kaiōshin and Dende. They are all watching via the crystal ball, and say they can hear him. Vegeta tells them to go to the restored Planet Namek immediately and gather the Dragon Balls; there is no time to explain. Elder Kaiōshin is hesitant, but Dende scolds him that they do not have a choice. Elder Kaiōshin finally concedes, and Kaiōshin says he will take them. Goku asks Vegeta what he is up to, since it is too soon to use the Dragon Balls now. Vegeta asks him how many times he has saved the Earth, and Goku is not really sure. Vegeta says it is time the Earthlings take responsibility for themselves. The gods and the puppy, meanwhile, arrive on Planet Namek, and all the Namekians are gathered to greet them. They even have the Dragon Balls with them.

Vegeta speaks out to the Earthlings, explaining that they were all killed by Majin Buu, but now they’ve been returned to life through strange powers, and their towns and homes have been restored as well. So, this is no dream. Satan doubts this "not a dream" business, but Goku shushes him. Vegeta continues. "Now, somewhere, there is a warrior who is fighting Majin Buu in place of all of you!! To put it frankly, you could say the situation is pretty bad! Majin Buu’s strength far exceeds even Cell’s! So, I want you to lend your power!! Raise your hands toward the sky!! We’ll collect your power to defeat Buu!! You’ll get pretty tired, but don’t worry! It’ll be the same as if you’d run really hard! Well, do it! Raise your hands!!" Kaiō thinks that was no way to ask.
Dende relays this to Vegeta, and he tells him to call out Porunga right away. There will be two wishes. First, to restore the destroyed Earth to normal. Next, to return to life everyone who has died since the day of the Tenka'ichi Budōkai, save the really bad people. Make both of those wishes, right away. Dende is concerned, but Goku tells him he should go along with whatever idea Vegeta has. Dende asks about the third wish, but Vegeta says it does not matter; wish for whatever they like. Goku asks Vegeta if it would not have been easier to just say, "return to life the people who were killed by Boo" for the second wish. Vegeta says that would have brought back Bobbidi and Dabra, and none of the people Vegeta killed at the Budōkai.

Vegeta tells Kakarrot to hurry up and begin, and Goku is impressed with Vegeta as he rips the remains of his outer shirt off. Goku then takes to the air, raises his hands, and says, "Everyone!! Lend me as much genki as possible! I’m beggin’ ya!" Gohan, Trunks, and Goten heed first, as does Piccolo, who says this is very unlike Vegeta. The others at God’s Temple do the same. Goku has a really big Genki-Dama now, but Vegeta says it’s still not complete, wondering why. Vegeta then hears the Earthlings being hesitant about raising their hands, and gets angry they’re not helping.
Goku is impressed with Vegeta's thinking. Dende suddenly freaks out and remembers that Porunga can revive only one person per wish. Muri reassures them that he has powered up Porunga since the matter with Freeza. Then, Porunga is called. Muri wants Dende to make the wish, pending he still remembers the Namekian language... Dende makes the first wish, and Porunga gives an English "okay", with the okey-dokey hand gesture. Out in space, Earth has returned!

"Vegeta's Idea" is the five hundred and thirteenth chapter of the Dragon Ball manga series by Akira Toriyama. It was first published in Japan in the 1995 #18 issue of Shueisha's Weekly Shōnen Jump.
