Pepper Town is a fictional location in the world of Dragon Ball by Akira Toriyama. It is a small city, notable as the setting for a portion of the second Dragon Ball Z TV special as developed by Hiroshi Toda. It was featured as one of the towns attacked by Artificial Humans No. 17 and No. 18 which sparked Trunks's crusade to bring peace back to his world.
General Overview
Pepper Town's location is never given in the special, however it shares much of its high-tech architecture with other major cities in the series such as Metro West. It is depicted as being located on a flat plain, snuggle between several nearby mountains. It has large glass buildings and elevated glass tunnels, as well as more mundane establishments such as a bar and a gas station. In the alternate future of Trunks's Timeline, it was destroyed in Age 780 by the Artificial Humans; both Son Gohan and Trunks arrived too late to save the city or its inhabitants.[1][notes 1]
Name

Like several other places created for the Cell arc, Pepper Town's name is based on an herb or spice, in this case pepper. Similar locations following that name pun series include Ginger Town, Nicky Town (named for a word for cinnamon), and Basil Town.
The name may also be a reference to an identically named town in the Dub and Peter 1 manga by Akira Toriyama. That manga, first released in December 1992, preceded the airing of this episode by less than three months. The main characters, Dub and Pete, both live in Pepper Town, but the region is depicted as being much more like a small town than a city. Additional references to Dub and Peter 1 would follow during the Great Saiyaman episodes.
Production
Due to the production schedule challenges inherent in producing a weekly anime series based on a weekly comic, the writers of Dragon Ball Z interjected anime-only material both as a means of extending the runtime and to flesh out the Dragon Ball universe. The Trunks TV special was created to elaborate on Future Trunks's difficult life and to depict his struggles to become Super Saiyan and defeat the Artificial Humans. Pepper Town is the first of two named towns in the special, the other being Bridge Town.
