Panic has spread throughout the world since Cell’s broadcast. But up at God’s Palace, Vegeta and Trunks, wearing new battle wear, are waiting outside the Room of Spirit and Time. Trunks asks how much longer Goku and Gohan will be, and Popo says it won’t be a full day for another three hours. Vegeta says they’ve been in there long enough. Piccolo says there’s nothing to worry about, there’s still nine days until the day of the fight. He thinks they should rest while he goes in. Vegeta thinks that’s a waste of time, and he should use the remaining eight days for himself. Piccolo tells him a person can’t spend more than two days, or forty-eight hours of their life in the Room of Spirit and Time. Vegeta asks why, and Popo says the exit will disappear and you can never leave. Vegeta is pissed, but Trunks cheerfully tells him they still have more than twenty hours.
The next morning, [[Cell]] decides he will make a ring for the tournament. It is a mostly empty place, except for a couple houses, but Cell blows those up, and makes a big portion of the land completely smooth and flat. Then Cell [[Telekinesis|telekinetically]] lifts up a huge mountain, and cuts it up until it is a perfectly smooth cube. Then, still telekinetically, he slices the cube into tiles, then sends them all to the smoothed out area on the ground. Then he is off to a TV station. At [[Kame House]], [[Kuririn]] and [[Yamcha]] are watching the weather, when the guy on TV suddenly starts screaming. Kuririn tells [[Muten Rōshi]] that Cell is on the TV, and he and [[Chi-Chi]] come over to watch too. A crew guy yells into the camera to call security or the police, but then Cell kills him.


Then everyone feels Goku and Gohan’s ''ki'', as they’re coming out already. Both of them are Super Saiyans. Goku wonders why Vegeta and Trunks are here, and feels Cell’s ''ki'', so he must still be alive. Piccolo thinks to himself that he barely recognizes Gohan. Vegeta wonders if they’re really Super Saiyans, but thinks their aura is a bit different. They’re very natural in that form. So, Trunks explains everything that’s happened to Goku and Gohan. Goku thinks a tournament sounds interesting, and asks Mister Popo if he still has his ''dōgi''. Trunks says his mom could make him another outfit as Goku changes into his usual orange and blue outfit, but Goku says he likes this, and he wants to fight as an Earthling. Gohan asks Piccolo if he can have some new clothes, just like his, and Piccolo smirks and says he’ll give him something cool. He gives Gohan an outfit a lot like the one he had fighting the Saiyans, except with a mantle like Piccolo’s.
"I will be interrupting your television for just a little while. Actually, I have brought splendid news for those who enjoy living in peace. News that should give your days even more joy and thrills. My name is Cell. I think you all know of the situation many days ago where numerous humans vanished at the hands of a monster. That monster has evolved and transformed into me. Thank you for giving me lots of bio energy back then. But do not worry, I no longer need bio energy. Anyway, the splendid news is: nine days from today, M 17th{{efn|Revised to 26th in later printings.}}, at noon, a martial arts tournament called the '[[Cell Games]]' will take place. The place is northwest of [[Central City]], 28 KS Point 5. I have built a ring there." [[Tenshinhan]], [[Piccolo]], and [[Mister Popo]] are watching from [[God's Temple]], on a little TV with a satellite hookup. "It is different from the [[Tenka'ichi Budōkai]]. The opponent you humans will fight will be me alone. There can be as many of you as you want."


Vegeta asks Kakarrot if he thinks he can defeat Cell. Goku doesn’t know since he hasn’t even met Cell in his perfect form yet. So, he’ll go see right now. Goku teleports away, right into the middle of Cell’s ring where Cell is standing. Cell says this is the ring for the Cell Games that will decide the fate of the world in nine days, and asks Son Goku what he thinks. Goku says it’s a pretty crappy ring for deciding the fate of the world. Goku gets serious, and says this is his perfect form. He says he’ll definitely show up to fight, but tells Cell not to kill anyone else. Then he leaves, saying it’ll be a good match. Cell says this will be a much more interesting event than he thought.
"The way it works is, one of your competitors fights me, and when they lose, the next competitor takes their place. Thus, it would be an advantage for you to have greater numbers. Maybe I will get tired if I have lots of matches. The rules are mostly the same as the Tenka'ichi Budōkai. Giving up, or any part of the body going outside the ring, is a loss. And, while I will try not to, if you are killed, that is a loss too. Should all the competitors lose, I will kill every single person in the world. I will thoroughly make sure to not leave a single one, while taking a good look at the expression of fear in their faces." [[Vegeta]], [[Future Trunks|Trunks]], [[Bulma]], and [[Brief|Dr. Brief]] are watching from a lab where [[No. 16]] is being repaired. "With that being the case, I want those with confidence in their strength to participate." Then Cell puts his hand against the wall behind him, and blows it up completely. Then he flies out of the building through the hole he made.


When Goku returns, Trunks asks how was he. "Honestly, I didn’t think he was that awesome. With that frame of mind, I don’t really have any idea how strong he’s gotten. I won’t know until I try, but, well, as it stands, I probably can’t win." Piccolo tells him he can use the Room of Spirit and Time once more. The current order is: him (Piccolo), Vegeta, Trunks, and then they can go. Tenshinhan apologizes and says he’ll have to pass, he doubts he could put up much of a fight against Cell. Goku declines though, saying he and Gohan have done enough, they’ll train here in the outer world, doing what they can with the next nine days. Piccolo is shocked he would say that.
At Kame House, the Turtle Hermit thinks he is terrible, while Kuririn thinks of what he said about killing everyone in the world. Yamcha wonders who could possibly stand up to him. Vegeta and Trunks could not, not even [[Goku]] could. At [[Capsule Corporation]], Vegeta is taking off his shirt, and Bulma asks where he is going. He says he is going back to the strange [[Room of Spirit and Time|room]], of course. Vegeta says he is not concerned about Earthlings dying, but he will not be satisfied if he does not kill Cell. Trunks says he will go too, and Bulma says she will give him a haircut before he goes. "Cell's speech has now created tremendous fear throughout the world. Once again, the world has been weakened by peace, and the army and the police do not know what to do about the enemy that has appeared before their eyes. The people have forgotten about the small boy that fought the [[Demon King Piccolo]] long ago. And the people do not know about the warrior who fought the [[Saiyans]] or [[Freeza]]. Summary

The next morning, Cell decides he will make a ring for the tournament. It is a mostly empty place, except for a couple houses, but Cell blows those up, and makes a big portion of the land completely smooth and flat. Then Cell telekinetically lifts up a huge mountain, and cuts it up until it is a perfectly smooth cube. Then, still telekinetically, he slices the cube into tiles, then sends them all to the smoothed out area on the ground. Then he is off to a TV station. At Kame House, Kuririn and Yamcha are watching the weather, when the guy on TV suddenly starts screaming. Kuririn tells Muten Rōshi that Cell is on the TV, and he and Chi-Chi come over to watch too.
