"Dr. Slump and Arale-chan: N-cha! From Penguin Village with Love" is the seventh theatrical film based on the anime and manga Dr. Slump. It is the second film in the 1990s revival of the anime films as well as the first film to follow the continuity of the sequel manga, The Brief Return of Dr. Slump. The movie premiered as part of the 1993 Summer "Toei Anime Fair" on 10 July 1993, the same event which premiered Dragon Ball Z Movie 9. It is notable for including numerous cameos from Dragon Ball characters. It was written by Aya Matsui and directed by Mitsuo Hashimoto.

Prologue
An audience roars with laughter as a man, a penguin on a ball, and a sumo wrestler perform in a comedy theater. As the man gets slapped in the face with a pie, and the penguin gets knocked over by the sumo wrestler swinging on a rope, even the king and queen of Yapaya in their luxury box are laughing! Everyone turns (including Dragon Ball visitors Sno, her mother, and the Jingle Village Chief) to observe the young princess, Puruah's, reaction: she is unmoved. A panel of judges proclaim the failure, revealing more visitors behind them including Lunch, Oolong, Shuu, Mai, and Pilaf. The king dejectedly states that he knew that it wouldn't work as the princess stomps off. "It's boring." she says.
Film
Jionre, the old man with the king and queen at the palace, speaks to Senbei Norimaki at his house, leaving his airplane and two pilots parked outside. He tells the inventor that Princess Puruah has never laughed since she was born. Would he please create the world's greatest "Robotic Comedian" to perform for her and make her laugh? Meanwhile outside, the neighborhood kids pound on the side of the plane until one of the pilots shouts for them to leave. Senbei agrees and asks why Jionre is dressed like he is-- only then does the camera show that he is dressed like an angel, including a halo fastened to the end of a stick. Senbei is initially dismissive of the request, but Jionre flatters him by calling him the world's greatest inventor and even known in his country! Senbei imagines all of the attractive women that must be in awe of his genius as Jionre tells him more and more flattering things about himself and how even his "noticeable belly" is sexy. Meanwhile outside, Arale and the Gatchans discover the airplane in their yard and investigate. Arale pokes at the windshield with a poop-stick, scaring the two pilots awake. The Gatchans begin eating the wing. The pilots freak out! Senbei lights his cigarette using a lighter that opens to reveal a robot striking a match. Outside his window, one of the pilots chases Arale and the Gatchans. Senbei accepts Jionre's invitation and the old man is overjoyed. Suddenly, Jionre is deadly serious: Senbei must keep their conversation an absolute secret. Prince Chappu of Totoma Land is soon going to visit his kingdom to court the young princess. It is implied that he must not know about her inability to laugh. Senbei agrees to keep the secret and Jionre kisses him on the lips! Senbei freaks out and Jionre flies home in his airplane as pieces of chewed wing fall off the plane.
Senbei and Midori (holding an infant Nitro) watch as the plane leaves. Senbei is pleased with himself and his compliments and Midori asks him what the visit was about. Senbei nearly tells her but remembers that it is supposed to be a secret. Midori presses for an answer momentarily, but then accepts it and walks away. Senbei, expecting her to keep asking, collapses in shocks and rushes over to tell her. Senbei tells her that she must not tell anyone else, but Midori immediately tells Arale, who tells the Gatchans, who tell Turbo, who tells baby Nitro. Midori swears them all to secrecy and Arale immediately goes for a run with the Gatchans. En route, she literally runs into Taro Soramame and other members of the Penguin Village Police who are driving a tank to protect themselves from "that girl". She sends the tank flying then, surrounded by the broken remains of the tank, whispers the secret into Taro's ear. She proceeds to tell everyone throughout Penguin Village... everyone except Suppaman who spies her whispering to some townspeople and thinks that something is brewing. He asks a pair of elephants, a mother and son, what is up. While the son immediately recognizes Suppaman in his civilian outfit, his mother scolds him and tells him not to talk to that man because he might "catch stupidity" from him. Meanwhile, Suppaman picks his nose.
Across town, one of Dr. Mashirito's insect spies reports the secret to him. He is incensed that Senbei would be considered the world's greatest inventor! He throws a temper tantrum. When he notices that the camera is still watching him, he swears to travel to Yapaya and prove that HE is the better scientist! That night, the Norimaki family sleeps soundly while Senbei remains in his lab to build his comedy robot. (Turbo hovers while sleeping, a reference his past abilities to fly as an infant.)
The following morning, Senbei sneaks out early to travel secretly to Yapaya. While airborn, he consults a map to figure out where to go and is shocked by Suppaman's appearance on his windshield. Suppaman demands that he be let into the secret, but the aircraft gets tired of him beating on the window and knocks him off. As he falls towards the ocean far below, Suppaman spies a telephone booth which is coincidently also falling through the air. He glides over to it, tosses out a bird who was making a call, and emerges in his Suppaman outfit! He pops a pickled plum into his mouth and the music swells... only for him to remember that he cannot actually fly. He splashes into the water far below and then is chased by a shark!
Senbei lands at Yapaiya Castle, relieved that he made it there without attracting the attention of Arale and others. Suddenly, Arale and the Gatchans run by unnoticed! When he turns around, he discovers that half of Penguin Village are already there! Senbei asks Arale what she and other others are doing there, but Jionre-- still dressed as an angel-- appears and scolds him for not keeping his secret. Suddenly, Senbei hears the voice of Dr. Mashirito taunting him for taking so long to arrive with his robot. Senbai cannot see his evil counterpart until he pushes a hippo out of the way. He has come to prove that HE, not Senbei, is the world's greatest scientist. Everyone else goes into the castle, leaving Senbei and Mashirito outside to leer at each other. They race each other while carrying the suitcases filled with their creations into the castle. As soon as they are out of sight, a very wet Suppaman arrives and marches into the castle. The bottom of his pants have been ripped away, presumably by the shark, revealing his white ass.
Inside the throne room, trumpets (and a sweet potato salesman) sound out the arrival of Senbei and Dr. Mashirito. Meanwhile, Arale, the Gatchans, and Obotchaman chase after an elephant deeper into the palace. Senbei introduces "Bakeuke", a joke-telling robot. Dr. Mashirito does the same with his comedy robot, "Mecha-uken". Everyone applauds and the show begins. Bakeuke makes a pun based on a cat rolling over. No one in the audience likes it, but both Senbei and Mashirito laugh. It's Mecha-uken's turn next and he makes a joke: another pun, changing "papaya" into "papa yuck". Once again, no one finds their banal puns funny but Senbei and Mashirito. The puns continue and the princess just looks bored. In another part of the palace, Arale chases a turtle with a teapot on its back instead of a shell while Obotchaman struggles to catch up to her. Suddenly, Arale stops and excitedly proclaims that she found something better to play with: poop! A nearby elephant blushes. Back in the throne room, Jionre cannot take it anymore and calls off the act. The princess is asleep and the only people laughing are Senbei and Mashirito. He tells them that he was mistaken to think of them as the greatest scientists.
Senbei and Dr. Mashirito run through a long hallway towards the exit, intent on improving their creations and recovering their bruised pride. They bowl over Suppaman who was lost in the palace; he still hasn't worked out the "secret". Moments later, the guards plow down the hallway chasing after someone that is under the carpeting, trampling all over Suppaman again until he collapses. The guards chase the carpet lump all the way to the throne room where it is revealed to be Arale and the Gatchans! The princess runs up and introduces herself. Arale offers the princess a gift. Time seems to slow down as she pulls out her lump of pink poop and shows it to the princess. The poop comes to life and says hello! In the bedlam that follows, Yajirobe and Korin, who presumably attended the day's comedy show, run around the throne room in panic. Jionre scolds Arale for showing the princess such a filthy thing, but the poop is incensed and jumps onto Jionre's head. He struggles to get it off of himself as Arale laughs. The princess struggles, trying to hold in her own laugh. Jionre bumps into Arale, knocking off her head which causes everyone to panic until Arale starts to talk and struggles to get her body to put her head back on again. Naturally she puts her head on backwards and then walks straight into a pole. Arale tries to straighten her head, but spins it around like a top instead. Finally, the princess can take no more and starts to laugh! The king is overjoyed and announces a feast in Arale's honor!
Senbei and Dr. Mashirito work on their robots while everyone assembled sits down in anticipation of a feast. The comedy acts continue with many of the residents of Penguin Village providing their own comedy while the princess laughs merrily. Jionre, still with poop on his head, does not seem to get the jokes but applauds that the princess is so happy. Suppaman discovers the feast and deduces that was the secret that they were keeping from him. Just behind Mecha-Toriyama, acting as a waiter for the feast, gasps at Suppaman's bare ass on display. The humor is lowbrow with violence and fart jokes, but the princess keeps on laughing. Jionre's glass breaks and the room begins to shake. Princess Puruah's laughter reveals a hidden power. Tables fly and Suppaman runs in to help save the say, thinking that it must be an alien invasion. Seeing his bare white ass sends Puruah into paroxysms of laughter, eventually causing the hiragana for ho (ほ), the sound of laughter, to fly violently out of her mouth in a beam. The beak strikes Suppaman and he is blasted through the ceiling and out of the castle! Everyone runs as the beam of ho characters destroy the castle.
Suddenly and without explanation, Super Saiyan Son Goku and Bojack appear! They battle briefly but almost immediately disappear again.
With his castle crumbling down around him, the king cries out for someone to make his daughter stop laughing. Arale thinks that destroying the place is all in good fun so she readies her N'Cha Cannon Blast, but Princess Puruah hits her with her own ho blast and knocks her out of the castle. The sun comes up early as he cannot sleep for all the noise, which annoys the moon who was supposed to make his big entrance. Arale bounces off the moon and flies right back towards the castle. By this time, the princess's blasts have switched to ホ, the katakana for ho rather than the hiragana version. They embed themselves into the walls and ceiling like throwing stars. Taro gets the idea to throw his brother, Peasuke Soramame, at the princess to get her to stop but that does absolutely nothing except terrify Peasuke. Arale finally returns to the castle and begins firing her N'Cha Cannon, blowing away large portions of the ceiling. Jionre screams that they are all just making it worse.
High above, Senbei and Dr. Mashirito race in their airplanes to be the first to return to the castle with their upgraded comedy robots. Mashirito launches missiles at Senbei's plane so he sends down Geragera, his updated robot ahead of him. Mashirito does the same with his new robot, Mecha-uken II. Senbei and Mashirito begin to fight in the air, but they are quickly knocked out of the sky by blasts from Princess Puruah and Arale.
The two improved robots land in the throne room and begin their set. Everyone fears that they will keep the princess laughing forever, but they have little to worry about: they are even more incompetent than before! Mecha-uken II starts off by saying a "very bad joke" and then just says the phrase "very bad joke" again. The princess stops laughing, declares their act to be boring, and then goes off to sleep. Everyone is overjoyed that the crisis is over. Senbei and Mashirito arrive to find that the room is silent and they began fighting, each blaming the other for their failure. The sun finally goes down and everyone immediately falls asleep except Arale and the other robots. She asks them to tell her a joke and they do, but she doesn't get it and asks when they will tell it. This quickly causes both of them to self-destruct for some reason. Arale decides that it is time for her to sleep too.
The following morning, Prince Chappu arrives to meet his future bride. He finds her and the rest of the assembled guests asleep in the hall. Chappu is greeted by the talking piece of poop and panics. His screams wake up Puruah who sees the poop climbing on his face. She laughs! In space high above, even Suppaman (who is swimming in orbit) hears her! Even the Earth cries for the princess to shut up!

Tidbits
- The audience for the comedy performance at the beginning of the film includes Sno, her mother, the mayor of Jingle Village, Oolong, Lunch, Pilaf, Shuu, and Mai. The later performance was attended by Yajirobe and Korin. All of the characters look as they did in the Dragon Ball anime. As Yajirobe and Korin appear to be together, that places the year as at least Age 753.
- The airplane pilots have dolls of Son Gohan, Vegeta, and Cell on the dashboard of their plane.
- Jionre is one of a small number of LBGT characters appearing in Dragon Ball-related material. Although played as a "gross" joke, he kisses Senbei after spending some time flattering him and complimenting him on his sex-appeal (ostensibly to women).
- The battle between Son Goku and Bojack is impossible to place within the Dragon Ball storyline. Although both appeared in Dragon Ball Z Movie 9, the film that premiered with this one, Goku was dead at the time and never overtly fought against Bojack. The latter was subsequently killed by Son Gohan. While it could be implied that they are both dead-- perhaps battling in the afterlife like the Ginyu Squad were shown to-- they do not have halos. The earliest this scene could take place is Age 767, the year Bojack was freed by Cell. This scene was likely intended as a joke to reference the other film premiering at the 1993 Summer Toei Anime Fair and any explanation beyond that would be only conjecture.
