"Dr. Slump: Arale-chan—N-cha! From Penguin Village with Love" is the seventh theatrical film of the Japanese animated television series Dr. Slump: Arale-chan. It is the second film in the 1990s revival of the anime films as well as the first film to follow the continuity of the sequel manga, The Brief Return of Dr. Slump. The movie premiered as part of the 1993 Summer "Toei Anime Fair" on 10 July 1993, the same event which premiered Dragon Ball Z Movie 9. It is notable for including numerous cameos from Dragon Ball characters. It was written by Aya Matsui and directed by Mitsuo Hashimoto.
Synopsis
In the distant kingdom of Yapaiya, a young Princess Puruah is unable to laugh. Her parents gather the greatest comedians on Earth to charm her, but to no avail. To create a robot funny enough to make the princess laugh, the kingdom turns to Senbei to create the world's greatest joke-telling robot. News leaks out and Dr. Mashirito also creates his joke-telling robot. The pair arrive at Yapaiya but the joke-robots bomb. Fortunately, Arale, who has found a piece of poop to play with, charms the princess and causes her to laugh. Unfortunately, the young princess's laugh is too powerful and begins destroying the castle! It is up to Senbei and Mashirito's terrible joke-telling robots to bore her to sleep to save the day!
Summary
Prologue
An audience roars with laughter as a clownish man, a penguin, and a sumo wrestler perform in a comedy theater. A pie flies into the man's face! The sumo wrestler swings on a vine and knocks over the penguin! The trio perform a slapstick act which causes even the attending King and Queen of Yapaya to laugh! Everyone in the theater (including Dragon Ball visitors Sno, her mother, and the mayor of Jingle Village) turn to see the stoic Princess Puruah's reaction. She remains unmoved. A panel of judges proclaim the failure. (Several other "visitors" sit behind the judges including Lunch, Oolong, Pilaf, Shuu, and Mai. The princess stomps off with a defiant cry of "it's boring" as the king looks despondent.
Film
Jionre, an old retainer at the palace, speaks to Senbei Norimaki at his house. He explains to Senbei that Princess Puruah has never once laughed since she was born. He implores the inventor to create the world's greatest "Robotic Comedian" to perform for her and make her laugh. Senbei agrees but asks why Jionre is dressed like he is-- only then does the camera show that he has dressed in an angel costume, including a halo on a stick. Senbei dismisses the request, but Jionre flatters him by calling him the "world's greatest inventor" and remarks that his fame as even reached his country. Senbei daydreams of all of the women around the world that must be interested in him while Jionre's compliments extend even to Senbei's sexy "noticeable belly". Meanwhile, the neighborhood kids including Arale and the Gatchans have discovered the airplane that Jionre flew in on parked in the Norimaki front yard. Arale pokes at the windshield with a poop-stick while the Gatchans munch on the wing. The pilots freak out! Inside the house, Senbei tries to look suave as he considers Jionre's request-- with the pilots chasing Arale around the yard right behind him. Senbei accepts the invitation and the man is at first overjoyed, but then his mode becomes dead serious: Senbei must keep their conversation a secret. Prince Chappu of Totoma Land is coming to court the young princess and he must not know about her inability to laugh. Senbei agrees to keep the secret and Jionre kisses him on the lips, which Senbei does not enjoy at all. Jionre flies home as bits of chewed wing fall off his plane.
Senbei and Midori (holding an infant Nitro) watch the plane leave. Midori asks what the visit was about, but Senbei tells that it is a secret. Midori presses for an answer but quickly drops the subject and walks away. Senbei, expecting her to keep pressing, collapses in shock then rushes to tell her anyway. Despite insisting that Midori must keep the secret, she tells Arale, who tells the Gatchans, who tell Turbo, who tells baby Nitro. Arale immediately runs out the door to share the secret and quickly collides with a tank operated by Taro Soramame and the Penguin Village Police. She whispers the secret into Taro's ear before telling nearly everyone else in Penguin Village. Everyone, that is, except Suppaman who realizes that something is up and he is not included. Across town, one of Dr. Mashirito's insect spies reports the secret to him. He throws a tantrum that Senbei would be considered the world's greatest inventor. He vows to travel to Yapaya himself and show who the true greatest inventor is. That night, the Norimaki family sleeps soundly while Senbei invents a comedy robot in his lab.
The following morning, Senbei sneaks out early to travel to Yapaya. While airborn, Suppaman appears on his windshield and demands to be let in on the secret. Senbei's airplane/robot flicks him off. As he falls towards the ocean, Suppaman spies a telephone booth which is coincidently also falling. He glides over to it, tosses out a bird who was making a call, and emerges in his Suppaman outfit! He pops a pickled plum into his mouth and the music swells... only for him to remember that he cannot actually fly. He splashes into the water and is immediately chased by a shark.
Senbei lands at Yapaiya Castle, relieved that he made it without attracting the attention of Arale and others. When he turns around, he discovers Arale, the Gatchans, and many of his friends from Penguin Village are already there! Jionre appears and scolds him for failing to keep the secret. Dr. Mashirito taunts him for taking so long to arrive; he was not visible because he had been standing behind a hippo. He informs his counterpart that he will prove that he is the better scientist. Everyone else enters the castle, leaving Senbei and Mashirito outside to leer at each other before racing in. As soon as they are out of sight, a very wet Suppaman arrives. The bottom of his pants have been ripped away, presumably by the shark, revealing his white ass.
Inside the throne room, trumpets announce the arrival of Senbei and Dr. Mashirito. Meanwhile, Arale, the Gatchans, and Obotchaman chase an elephant deeper into the palace. Senbei and Dr. Mashirito introduce "Bakeuke" and "Mecha-uken", their joke-telling robots. Everyone applauds and the show begins. Bakeuke makes a pun based on a cat rolling over, while Mecha-uken follows up by making a pun on "papaya" as "papa yuck". Senbei and Mashirito laugh uproariously, each impressed with the other's robot, while everyone else in the palace stares blankly. The pair continue making terrible puns. Elsewhere in the castle, Arale announces that she found something better to play with: poop! A nearby elephant blushes. In the throne room, Jionre cannot take it anymore and calls off the act. He tells them that he was mistaken to think of them as great scientists.
Senbei and Dr. Mashirito rush off to improve their robots and restore their bruised egos. They bowl over Suppaman who remains lost in the palace. Moments later, the guards chase a carpet lump all the way to the throne room. The "lump" reveals itself to be Arale who emerges directly in front of the princess. Bemused by the sudden appearance of a bespectacled young girl, the princess introduces herself. Arale offers the princess a gift worthy of her stature: poop! Even better, the poop comes alive and says "hello!". In the bedlam that follows, guards and guests (including Yajirobe and Korin) rush around in a panic. Jionre scolds Arale for showing the princess such a filthy thing, but the poop is incensed and jumps onto his head. As the old man struggles to get it off his head, the princess struggles to contain in her own laughter. Jionre bumps into Arale and knocks off her head! Everyone panics for a moment until it becomes clear that Arale is another robot. She stumbles around trying to replace her head before putting it on backwards and walking into a pillar. Arale tries to fix it, but her head just spins around like a top and she becomes dizzy. The princess's countenance breaks and she finally laughs! The king announces a feast in Arale's honor.
Unaware of Arale's success, Senbei and Dr. Mashirito work on their robots while everyone else settles in for a feast. The comedy show continues and many of the Penguin Village residents perform for the royal family, all while the princess laughs merrily. Jionre, still with poop on his head, does not get Pengin Village's low-brow humor but applauds anyway because the princess is so happy. But as the laughter continues, something seems to happen: first Jionre's glass breaks and then the room starts to shake. Princess Puruah's laughter contains a hidden power! Tables begin to fly and Suppaman rushes in to save the day now that he has discovered the "secret" feast. Seeing his bare white ass sends Puruah into paroxysms of laughter! Beams of the ho (ほ) character (the sound of laughter) fly violently out of her mouth and knock Suppaman through the ceiling. Everyone runs as the laughter onomatopoeia beam destroys the castle.
Suddenly and without explanation, Super Saiyan Son Goku and Bojack appear! They battle briefly but almost immediately disappear again.
With his castle crumbling down around him, the king cries out for someone to make his daughter stop laughing. Arale thinks that destroying the place is all in good fun so she readies her N'Cha Cannon Blast, but Puruah hits her first and sends her flying out of the castle. The Sun cannot sleep for all the noise so refuses to set, much to The Moon's annoyance. Arale bounces off the moon and flies back towards the castle. By this time, the princess's blasts have switched to ホ, the katakana for ho rather than the hiragana version. They embed themselves into the walls and ceiling like throwing stars. Arale returns to the castle and joins Puruah's destruction spree. Jionre screams that they are making it worse.
Senbei and Dr. Mashirito race to be the first back to the palace with their upgraded robots, Geragera and Mecha-uken II. They are blasted out of the sky by Princess Puruah and Arale's blasts but not before ejecting their creations. The new robots land in the throne room and begin to perform. Everyone fears that they will keep the princess laughing forever, but they have little to worry about: these two are even more incompetent than before! Mecha-uken II starts off by saying a "very bad joke" and then just says the phrase "very bad joke" again. The princess stops laughing, declares their act to be boring, and then goes to sleep. Everyone is overjoyed that the crisis is over. Senbei and Mashirito arrive to find that the room is silent and they blame the other for their failure. The Sun finally goes down and everyone immediately falls asleep except Arale and the other robots. She asks the comedy robots to tell a joke, but she doesn't understand their humor at all and they self-destruct for some reason.
The following morning, Prince Chappu arrives to meet his future bride, finding her and the rest of the guests asleep in the hall. Chappu is greeted by the talking piece of poop and panics. His screams wake up Puruah who sees the poop climbing on his face. She laughs!

- The audience for the comedy performance at the beginning of the film includes Sno, her mother, the mayor of Jingle Village, Oolong, Lunch, Pilaf, Shuu, and Mai. The later performance was attended by Yajirobe and Karin. All of the characters look as they did in the Dragon Ball anime. As Yajirobe and Karin appear to be together, that places the year as at least Age 753.
- The airplane pilots have dolls of Son Gohan, Vegeta, and Cell on the dashboard of their plane.
- Jionre is one of a small number of (apparently) LBGT characters appearing in Dragon Ball-related material. Although played as a "gross" joke, he kisses Senbei after spending some time flattering him and complimenting him on his sex-appeal (ostensibly to women).
- The battle between Son Goku and Bojack is impossible to place within the Dragon Ball storyline. Although both appeared in Dragon Ball Z Movie 9, the film that premiered with this one, Goku was dead at the time and never overtly fought against Bojack. The latter was subsequently killed by Son Gohan. While it could be implied that they are both dead — perhaps battling in the afterlife as the Ginyu Special-Squad were shown to do — they do not have halos. The earliest this scene could take place is Age 767, the year Bojack was freed due to Cell's explosion. This scene was, all all likelihood, simply intended as a joke to reference the other film premiering at the 1993 Summer Toei Anime Fair, and any explanation beyond that would be only conjecture.
