Officiants
Registration Man Japanese VA: Unknown This portly man registers the participants at the 21st Tenka'ichi Budōkai at the tournament grounds entrance. He thinks the boys are simply spectators, but is shocked when Kame-Sen'nin says they're actually participants.
Ringside Announcer Japanese VA: Kenji Utsumi (DB), Hirotaka Suzuoki (Z), Yukimasa Kishino (GT), Ryūzaburō Ōtomo (DBZ: Sparking! METEOR and all games following), Tamotsu Nishiwaki (Toriko × OP × DBZ: Super Collaboration Special!!) With his trademark sunglasses and pompadour hairstyle, he is the master of ceremonies, ringside announcer, and judge of every Tenka'ichi Budōkai we see in Dragon Ball. He's full of professional guts, and will boldly continue his commentary even if his life is endangered during the match.
Martial Arts Temple Head Priest Japanese VA: Masaharu Satō The grand personage who announced "bark" at the 21st Tenka'ichi Budōkai.
Martial Arts Temple Representative Priest Japanese VA: Hiroshi Ōtake A priest in charge of the martial arts tournament grounds, who served from the 21st Tenka'ichi Budōkai all the way to the 25th. He usually kicks things off by announcing the number of participants and the general rules of the tournament.
21st
Bacterian Japanese VA: Yasurō Tanaka (DB), Tesshō Genda (DB 104) A contestant in the 21st Tenka'ichi Budōkai that has never bathed, Bacterian takes full advantage of his body odor and uses disgusting attacks to defeat his opponents. However, he meets his match in Kuririn, who lacks a nose and can withstand his foul odor.
Giran Japanese VA: Banjō Ginga A contestant in the 21st Tenka'ichi Budōkai, Giran faces off against Goku in the first round. A very strong opponent himself, he throws up the white flag and forfeits after witnessing Goku's true strength.
Jackie Chun Japanese VA: Kōhei Miyauchi Jackie Chun is a mysterious old man, and the secret to his strength is... he's actually Kame-Sen'nin in disguise, albeit not a very good one (Yamcha figures it out almost right away). To challenge his students and ensure they'll continue their training after the tournament, Kame-Sen'nin enters the 21st Tenka'ichi Budōkai under this pseudonym. After winning, he returns again to compete in the 22nd Tenka'ichi Budōkai.
Kung-Fu Man Japanese VA: Naoki Tatsuta He's a typical martial arts-looking guy who faces off against Kuririn in the preliminary round of the 21st Tenka'ichi Budōkai. He lands a bunch of hits on Kuririn, and even kicks him while he's on the ground, but Kuririn just gets back up unscathed. The guy hides behind the official after hearing Kuririn is going to counterattack, and quickly forfeits the match.
Namu Japanese VA: Kaneto Shiozawa (DB), Eiji Takemoto (DBZ: Sparking! METEOR) One of the finalists of the 21st Tenka'ichi Budōkai, Namu has entered the tournament to win the prize money which has plans to use to buy water for his drought ridden village. However, he is beaten by Son Goku in the semi-finals, but Kame-Sen'nin helps out Namu by giving him a Hoi Poi Capsule and telling him that in these parts of the world water is so plentiful, it is free.
Ōrin Temple Upperclassman Japanese VA: Daisuke Gōri & Kōji Totani They are Kuririn's former elder classmates from the Ōrin Temple who appear as participants at the 21st Tenka'ichi Budōkai. They pick on Kuririn and find out that one of them is going to fight him in one of the preliminary rounds, but they're shocked when Kuririn handily wins with his new strength gained from training with Kame-Sen'nin.
Ran-Fan Japanese VA: Yōko Kawanami One of the finalists in the 21st Tenka'ichi Budōkai, she is actually quite a skilled fighter. However, when facing a male opponent that is much more skilled than her, she quickly ditches her clothes and uses her attractive body as a distraction to try to win.
Shishiga-Ryū Kenpō Fighter Japanese VA: Yasurō Tanaka He faces off against Goku in the final preliminary match of Block Three of the 21st Tenka'ichi Budōkai, but he quickly loses when Goku grabs him by the feet and tosses him out of the ring.
