Rou is a fictional character in the Japanese animated television series Dragon Ball Super and its companion manga series written by Toyotarō. Rou makes his debut in Dragon Ball Super Episode 78, broadcast on 12 February 2017 on Fuji TV, as the Kaiōshin of Universe Nine.

Rou is known for using vulgar language unfitting of a Kaiōshin, but he thinks himself clever[1] and tends to make fun of other universes.[2]
Name
Rou's name pun is unknown, but many Kaiōshin appear to have been named after deities, and Louhi (ロウヒ/Rouhi), a wicked queen and witch of Finnish mythology, is a likely source for his name.[3] "Rō" (老 meaning "old" or "elder") has been used before in the series in reference to the Elder Kaiōshin that had been locked away in the Z-Sword several generations prior.[4]
Performance
Rou is voiced by Yasunori Masutani, who also voices Huwa, the Kaiōshin of Universe Six. Masutani has voiced several minor roles in Dragon Ball GT, Dragon Ball Kai, and Dragon Ball Super. In the FUNimation English dub, Rou is voiced by Derick Snow in his first role for the Dragon Ball franchise.
