This tailor is a fictional character in the Dragon Ball manga series by Akira Toriyama. This tailor makes his debut in chapter 87, published in the 1986 #37 issue of Shueisha's Weekly Shōnen Jump.
Biography
After having had his outfit destroyed by Son Goku's Kamehameha, assassin Tao Pai-pai visits this tailor and orders him to make a new outfit for him that is identical to the old one. He draws him a sketch laying out all the details. The tailor says he can get it done in about a week, but Tao Pai-pai threatens him into doing it within three days.[1]
