Synopsis
With the help of Kaiō, Goku gets ahold of the Namekians' ki, and teleports to New Planet Namek. Explaining things to the Eldest, he takes Dende and returns to Earth. On Earth, the Tenka'ichi Budōkai champion Mister Satan announces that he will enter the tournament. But indifferent to this commotion, in the Heavenly Realm Dende reunites with Gohan and Kuririn. Dende then uses the dragon model that Mister Popo made, and revives the Dragon Balls, which had been turned to stone in their respective locations.
Summary
Part A
At Kame House, Son Gohan, Kuririn, and Chi-Chi arrive for a visit. Chi-Chi is still upset at Goku for leaving the family in the middle of their drive. On the television, the King of Earth announces of destruction of the world's military by Cell. He urges the world not to panic, reminding them of the young boy who saved the world from Piccolo Daimao so many years ago. Either he, or another savior, may appear again. He urges the world to pray to God, but Kuririn bemoans that there is no God.
On Kaiō's Planet, Goku finishes telling Kaiō about Cell. Goku tells him of his plan to appoint another Namekian as God so that they can restore the dragon balls. Kaiō agrees to help Goku locate their new planet. Goku won't stop talking about how glad Mr. Popo will be to have company at God's Temple and Kaiō has to tell him to be quiet and let him concentrate. Moments later, he locates their planet! As Goku searches for their ki, Kaiō gets even by refusing to stop talking about how Goku's new instantaneous movement technique. Goku eventually asks him to shut up as well, proving his old master's point. Goku eventually located a Namekian ki and teleports to their location on New Namek. He lands in a village near the new Eldest, Mori. The Elder is excited to meet Son Goku and thanks him for saving their lives, although Goku reminds him that he was unable to save Planet Namek itself. They say that they can feel Cell's evil ki all the way there. Goku explains his plan and Mori suggests Dende for the role. Dende agrees and Goku promises to take care of him. They teleport back to Kaiō to tell him the news, then back to God's Temple on Earth. There, Goku quickly tells the news to Piccolo, Future Trunks, and Mr. Popo before teleporting off to pick up Gohan and Kuririn.
In Kame House, Kuririn watches a news report that the world's champion will be joining the Cell Games: Mr. Satan. While the heroes look on dismissively, Satan tells the world that Cell only defeated the army due to tricks and explosives planted ahead of time. Goku arrives and picks up Gohan and Kuririn, narrowly avoiding an extended argument with Chi-Chi about abandoning them. They arrive at God's Temple and greet an ecstatic Dende.
Part B
Piccolo is concerned that Dende may not be able to make dragon balls, but Goku tells him that Dende was recommended by the new Eldest. Dende agrees and says that he can create a new set of dragon balls in 100 days. The group is crestfallen because that is too long until Dende realizes that he can restore them immediately if they use the original balls and statue. Piccolo says that the original balls should still be scattered around the world as stones, while Mr. Popo says that he created the original dragon statue. Kuririn asks if the balls can be made like the Namek Dragon Balls and allow three wishes; Dende agrees. Piccolo asks if they can be used to bring multiple people back to life, but Dende reveals that if you do so you would only get two wishes instead of three. Mr. Popo brings the dragon statue and Dende casts his magic in Namakian. Immediately, bright light shoots out of the statue and into the distant dragon balls, turning them back from stone. Goku offers to get the dragon radar from Bulma to recover them, recommending that Gohan stay at the temple to play with Dende. Trunks asks if Goku's confidence level is because he has found Cell's weakness, but Goku replies that he does not believe that Cell has any.
At Capsule Corp Headquarters, Bulma and Dr. Brief are working on Artificial Human 16 while Trunks sleeps. Bulma is impressed by Dr. Gero's genius in creating 16. Goku arrives and explains that he has recovered the dragon balls and asks Bulma for the radar. He grabs it from a drawer and verifies that it can see the new balls before teleporting away. He arrives in a desert with no dragon ball in sight, realizing that he'll have to search for them carefully.
Back at God's Temple, Trunks asks Gohan why Goku is so cheerful despite believing that Cell is more powerful than he is. Gohan says that he doesn't know either, but that his father wants him to look forward to it.
Back at the desert, Goku is still unable to find the ball in the sand despite the use of the dragon radar. A man in a dune buggy drives by, warning him of an imminent sandstorm. Goku realizes that the sandstorms must have buried the Dragon Ball deep beneath the sand. Goku uses his ki to create a standstorm of his own, revealing an unknown Dragon Ball. In the Room of Spirit and Time, Vegeta sits alone meditating. Goku next travels to a savannah and fetches the two-star ball from a herd of elephants.
At the Cell Games arena, Cell still stands waiting, wondering to himself if giving ten days to prepare was too much time.
