Summary
Part A
On God's Temple, Mr. Popo looks on nervously as Vegeta paces. It is nearly time for Piccolo to emerge from the Room of Spirit and Time and Vegeta is becoming impatient. As if on cue, Piccolo emerges from the room. Trunks perceives that his power has risen exponentially, but Vegeta is dismissive, teasing the Namekian that he has not improved himself at all. As Vegeta takes his turn, he promises himself that he will surpass Kakarrot!
At Capsule Corp Headquarters, Bulma continues repairing Android 16. On the television, the King of Earth reassures his people that his Royal Defense Force will soon be attacking Cell. Bulma turns off the TV, remarking that only Son Goku and the others can defeat him. As she works, she is amazed to discover that 16 is even more powerful than either 17 or 18, plus has a part that even she cannot understand while allows him to detect ki.
Out in the countryside, Chi-Chi prepares a picnic for Gohan, Goku, and Kuririn. As Goku watches the fish in the lake, he is challenged by Gohan and Kuririn about taking things so easy. He counters that something will come up and that there isn't any reason to train harder than they already did. Kuririn asks when Goku got his driver's license and Chi-Chi responds that it was three years prior with Piccolo. Chi-Chi reveals that she even forced Goku to study all night for the written portion of the exam. After the picnic, Goku spots the Air Force flying overhead before driving the family towards a city, passing an incredible traffic jam as the residents fled town. Kuririn suspects that everyone must feel safer in rural areas. Once they arrive in the city, Chi-Chi realizes that all of the stores are closed and they will not be able to buy a present for the Turtle Hermit after all. A bulletin comes on the radio that the military is arriving at Cell's position.
At the Cell Games tournament location, Cell smiles as the combined military might of the world assembles around him.
Part B
Cell looks on as tanks and jets approach the Cell Games arena from all sides. A ZTV reporter comments on the assembled force from afar, riding in an airplane, comments to his viewers that he doubts anyone could survive this attack. Back at the abandoned city, Goku has stopped the car to listen to the broadcast. He complains to Kuririn, Gohan, and Chi-Chi that they will all be killed for nothing. killed for nothing. Cell seems to retreat, flying to a nearby hillside. He explains that he is not afraid of the army, but he does not want his tournament grounds to be damaged. A general calls for the attack and Cell is pummeled by bazookas, tanks, rockets, and other weapons. Cell's hill is completely enveloped by the smoke and destruction as the reporter looks on, sure that Cell could not survive the assault. Goku, many miles away in his car, quietly urges the men to run away while they still can. As soon as the hill is completely destroyed the general calls for a cease fire. The smoke begins to clear. With his binoculars, he comes to a terrible realization: Cell is unharmed, suspended in mid air above the spot where the hill had previously stood. Moments later, Cell begins his counter-attack, quickly destroying everyone around him in a wave of ki and reducing Goku's radio to static.
Goku steps out of the car and asks Chi-Chi to finish the drive without him; he needs to see Piccolo. He uses instantaneous movement to travel quickly to God's Temple. Goku compliments Piccolo on his increase in power level, but Piccolo knows that even his new strength is no match for Cell. Goku asks Piccolo is he can split himself and bring back God so that the Dragon Balls can be used again. Piccolo replies that the process is permanent; God can never return. Goku says that he can travel to New Namek to see if anyone would be willing to live on Earth as its guardian and recreate the Dragon Balls. Piccolo asks how he could find the Namekians, but Goku says that he can use his instantaneous movement to go anywhere where he can sense a ki, and he is able to sense ki even over interstellar distances. But it is no good, he is unable to locate them. Goku instead gets the idea to search for Kaio and teleports there instead.
Goku appears Kaio's Planet, discovering Kaio asleep. He greets Bubbles and wakes up his old master. Kaio is surprised to see Super Saiyan and asks what is up; Goku scolds him that he has not been paying attention to what has been happening on Earth.

Notes
Production
Tidbits
- Dialog establishes this episode as being seven days before the Cell Games.
- This is the first appearance of the King of Earth since Dragon Ball Episode 145, a gap of 181 episodes.
- There is a brief flashback to Dragon Ball Z Episode 125 with Goku and Piccolo learning to drive cars with Yuzukar and Cynthia.
- In the manga version of the story from Dragon Ball Chapter 392, Goku and his family drive home through a rural area. In the animated adaptation, they drive home through a city to do some shopping and see the panicked citizens fleeing on the highway. The visited city bears some resemblance to Metro West, but would need to be located much closer to Mount Paozu and Kame House for Goku and his family to be able to drive between them for a picnic lunch. Gohan's later need to attend school in Satan City (off to the north and away from Kame House) is difficult to reconcile with a large nearby city appearing in this episode.
- The family pass stores labeled Lidan and Don Don House. Because of reused animation, they pass those stores over and over again.
- While driving through the city, an animation error for scenes on the outside of the car depict Gohan in his base form. On scenes inside the car, Gohan is correctly depicted as a Super Saiyan.
- This is Kaio and Bubbles's first appearance since Dragon Ball Z Episode 120, shortly after the arrival of Future Trunks
