"Cyborg" refers to a specific type of artificially-enhanced or modified being in the expanded works of Akira Toriyama.

While all are classified under the banner of 人造人間 (jinzōningen; literally "Artificial Human") in the Dragon Ball universe, a "cyborg" is distinct from a fully-inorganic "robot" and may be distinct from other "android" beings.

Dr. Mashirito begins to convert himself into a cyborg[1]

The Adventure of Tongpoo

Tongpoo reveals that he is actually a cyborg.[3]

Following the two-chapter Dragon Boy manga published in Shueisha's Fresh Jump magazine earlier that year, Akira Toriyama returned to the pages of Weekly Shōnen Jump in November 1983 with the single-chapter manga The Adventure of Tongpoo. Both of these series would serve as prototype works leading to the creation and debut of Dragon Ball the following year.

In The Adventure of Tongpoo, space explorer Tongpoo accidentally lands on what appears to be an uninhabited planet due to engine failure. When he meets a young lady named Plamo hiding from a dangerous alien, the two make plans for their escape! Tongpoo goes to fire his pistol, but the alien shoots a much larger gun right through Tongpoo. The alien attempts to eat Plamo, but she somehow manages to get free. Tongpoo is suddenly back on his feet, even with a hole through him! The alien keeps firing at Tongpoo, but he is a cyborg! Completely angry now, Tongpoo unleashes on the alien, knocking him out with a couple swift punches.[3]

Tongpoo uses the English word "cyborg" (サイボーグ saibōgu) specifically.
