Grandma Paozu
Japanese VA: Reiko Suzuki
An inhabitant of the village that Oolong terrorizes, she posseses the Six-Star Ball that Goku and Bulma are in search of. In exchange for saving her village from the dreaded Oolong, she promises to give Bulma her Dragon Ball.
Sno
Japanese VA: Naoko Watanabe (DB), Mayumi Tanaka (Z 285)
A girl from Jingle Village that saves Goku's life after his plane crashes into the snow. In gratitude, Goku sets off to rescue the mayor of her village, who has been taken hostage by the Red Ribbon Army. Years later, a grown-up Sno contributes her energy to the final Genki-Dama at the end of the series. It's at this point that her name is first mentioned in the manga proper, although she's called by name in the anime from the start.
Sno's Father
Japanese VA: Masaharu Satō
Like the other men in Jingle Village, Sno's father was forced by the Red Ribbon Army to search for the nearby Dragon Ball, and warned that they would kill the mayor if he resisted.
Sno's Mother
Japanese VA: Reiko Suzuki
Sno's mother is a kindhearted woman who helps Son Goku recover after he nearly freezes to death in the snow. She worries about him going off to attack Muscle Tower, fearing that he'll be killed.
Jingle Village Mayor
Japanese VA: Ryūji Saikachi, Keiji Hirai (DB: Tenka'ichi Dai-Bōken)
He is the mayor of the Northern village where Sno lives. He is taken hostage by the Red Ribbon Army and imprisoned within Muscle Tower, but Goku storms the tower and frees him with the help of Artificial Human No. 8. The mayor takes a liking to No. 8, and adopts him as his own son.
Doctor Brief
Japanese VA: Jōji Yanami
Bulma's father, and the founder of Capsule Corporation. He invented the Hoi Poi Capsule, one of the series' most distinctive and iconic items. A brilliant but highly eccentric man, he lets stray animals roam free in his house, and has quite the porn collection.
Bulma's Mom
Japanese VA: Mariko Mukai (DB, Z 46-118), Yōko Kawanami (Z 124-246, Kai), Hiroko Emori (Z 140 & Z M8)
Bulma's eternally youthful and shut-eyed maternal unit. A major ditz, she drives her daughter crazy with inappropriate questions and attempts to hit on Bulma's male friends.
Upa
Japanese VA: Mitsuko Horie (DB), Masafumi Ōkura (Z 13), Naoko Watanabe (DBZ: Idainaru Son Gokū Densetsu)
Bora's young son, he is taken hostage by Captain Yellow in an attempt to get Bora to surrender. Luckily, Goku happens by and rescues him, and they quickly become friends. After Goku is defeated by Tao Pai-pai, Upa advises him to climb Karin Tower to get stronger. Upa later goes with Goku to Uranai Baba's palace, and teams up with Pu'er to defeat Dracula Man. After Bora is revived, Upa promises to try and live each day as bravely and energetically as Goku. Years later, he contributes his energy to the final Genki-Dama during the battle with Majin Buu, by at which point he is grown-up with a wife and child.
Bora
Japanese VA: Banjō Ginga (DB, Z 13), Hisao Egawa (Z 285)
The guardian of the Karin Holy Land, and Upa's father. He handily defeats all the Red Ribbon soldiers who invade the land in search of the Dragon Ball located there, but is effortlessly killed by Tao Pai-pai. Goku revives him with the Dragon Balls, making him the first person to be brought back to life like this. He later helps Yajirobe and Goku get to the top of Karin Tower, and contributes energy to Goku's final Genki-Dama against Majin Buu.
