"Merusu's Resolve" is the sixty-third chapter of the Dragon Ball Super manga series written and illustrated by Toyotarō, with supervision and guidance from original Dragon Ball author Akira Toriyama. It was published in Japan in the October 2020 issue of Shueisha's V-Jump, with a sale date of 21 August 2020.
Summary
Jaco demands to know where Merusu has been, and Merusu apologizes, explaining he was tied up with other matters. Jaco tells him that Moro is definitely too much for the Galactic Patrol to handle, so they are totally doomed. Merusu says he is aware; he has just come to finish up some training. Jaco asks, whose training? Merusu tells him, Son Goku's training. Jaco is confused, and then he looks around and notices that everyone else has disappeared, and he asks where they went. Moro looks around too, and realizing it is true, he asks Merusu, "What are you?" And also, where did he send the others? Merusu tells him that they are somewhere safe and far away from here. Moro does not believe him, so he does away with the barrier and scans around. Jaco asks Merusu if Moro cannot track people, and Merusu says he will just have to buy them some time.
Merusu attacks Moro with an ordinary staff. Moro blocks, and asks Merusu why it is that he senses no life energy in him, when he was able to sense him earlier. Was that camouflage? Is he some kind of deity? Merusu smiles and continues attacking with his staff; Moro tries to attack, but Merusu is able to dodge him easily and then land a strong uppercut with his staff. Moro makes another protective barrier, just around himself this time, giving himself an easy landing. He decides he has it all figured out. Meanwhile, Jaco cannot even follow the fight, and he wonders if Agent Merusu was really always this strong.
Meanwhile, Beerus and Whis watch over Dende as he heals the others. Whis tells Beerus that he left the Galactic Patrol agent behind, but Beerus does not care. He is getting tired of always having to bail these guys out, and Whis admits they are a handful. But Beerus thinks the God of Earth has things under control, so it is time to go to Bulma's to eat something, since that is supposedly the reason why they came, and definitely the only reason why Beerus ever bothers to save these idiots. Then Beerus realizes someone is missing, and asks what happened to Merusu. Whis says he must have gotten separated from them somehow... but he can take care of himself, so it is fine. Beerus agrees; that just leaves more food for him.
As Dende heals Goku, Gohan asks if he will live. Dende tells him that Goku's wound is deep, and since his ki has reached god level, healing him might take a little while. He says he will be able to heal Gohan in a moment, but Gohan insists he heal Piccolo and Vegeta first and leave him for last. Goku coughs and sits up, noticing that his wound is healed, though there is a circular scar on his chest. He stands up and asks where Moro is, and Dende explains that he is battling the angel. Goku asks if he means Merusu, and Dende says he does not know his name. Goku wonders what he could be thinking; any angel who fights outside of training will be doomed to disappear. Goku tells Dende to take care of everyone else, and Dende promises. Then Goku thanks him, calling him Kami-sama, and he takes off.
Merusu continues to fight Moro using his staff, but Moro kicks it away, leaving Merusu vulnerable. Moro attacks him with rapid-fire blasts, but Merusu dodges them until his staff comes back to him. Moro asks him if he is concealing his true strength, and why is he relying on this tool to fight? Just then, Goku arrives, admonishing Merusu to stop fighting before he vanishes. Merusu points out that he is still in one piece, but Goku tells him to fall back and let him handle it. Moro asks Goku if he was saved by the Namekian's healing abilities, but Goku ignores him, powering up to Ultra Instinct "Sign".
On the way to Capsule Corporation, Whis tells Beerus that Goku is trying again with "Sign". Beerus asks if he can win, but Whis doubts it. Moro lands a punch on Goku, sending him flying in his normal form back towards Merusu, who uses his power to give him a soft landing. Goku thanks him. Moro tells Goku that this form already failed to beat him once, and asks why he thought this time would be different. Goku is frustrated that Merusu spent all that time teaching him Ultra Instinct and he still cannot get the hang of it. Merusu insists that the training worked; all he needs is one last push to trigger it. Goku asks what he means.
Just then, a hand bursts out of the ground behind Merusu, grabbing him by the back of the neck. Moro laughs, saying while he might not know who he is, copying his abilities should prove useful. Merusu summons his angel staff, severing the hand. Moro retracts his arm and restores the lost hand, but he is annoyed. Merusu tells him that the copy power is a hassle, so he is going to have to seal it off. Meanwhile, Beerus tells Whis that it feels like Merusu has started using his angel powers, and asks him if he is sure about all this. Whis reminds him that he does not act except at his direct command. Beerus realizes that this means the Great Priest is going to be angry with him, so he says they should return and stop Merusu at once.
As Moro charges, Merusu tells Goku that he was born as an angel, meant to maintain a neutral position outside of good and evil. He uses his staff to block Moro and then pushes him to the ground, immobilizing him. Then he uses the pointy end of the staff to break the crystal in Moro's left hand. Moro attacks, and Merusu dodges, landing near Goku again, and he continues: even if the universe is ravaged or destroyed, he is supposed to sit back and watch. Moro stares at his damaged hand, wondering how Merusu could possibly know a sealing technique. Jaco is just confused; what was this about Merusu being an angel? But Merusu goes on: through all his time working alongside the Galactic Patrol, something blossomed inside of him. A sense of justice. Goku is alarmed. Moro attacks again, and while Merusu fends him off, he tells Goku that while the Galactic Patrol agents might be elites on their own worlds, on the universal scale, they are helpless. Jaco is not pleased to hear this, but Merusu continues: many of the criminals willing to violate galactic law are stronger than the patrolmen, but despite this, the agents still act in accordance with their own convictions and ideals, valiantly struggling to protect the galaxy.
Indeed, out in space, a Galactic Patrol pilot reports that they have captured every escaped prisoner besides Moro, so they are headed to Galactic Prison, and the prison reports back that they are ready to receive the prisoners. Yunba is caged behind him. The other agents say that once these guys are locked up, they will head back to Earth to help with Moro. Meanwhile, Moro attacks Merusu, who uses his staff to shoot out the crystal in Moro's right hand. Merusu tells Goku that seeing those agents in action, he came to realize that peace in the galaxy is worth keeping. But Merusu is beginning to fade. Alarmed, Jaco lets him know that he is not all there, but Merusu goes on: meeting Goku and his friends just strengthened his resolve further. Goku desperately tries to get Merusu to stop, but Merusu tells him that this next attack will likely be his last.
Beerus and Whis arrive on the scene, and Beerus notices that Merusu is already rather transparent. Whis says they are probably too late. Beerus accuses him of leaving Merusu behind, knowing what would happen, but Whis plays ignorant. Beerus wants to know what kind of excuse they are going to give the Great Priest, and Whis says they will have to think about it. Merusu charges, and Goku calls out after him.
Goku remembers their time together in Merusu's Room of Spirit and Time, and how impressed Merusu was that he had saved the universe so many times. Goku responded that it is not something he thinks about too much; it is just that the strongest guys out there tend to be villains, so... Merusu asked why he prefers not to end their lives despite their evil deeds, and Goku explained that if they do bad stuff again, then he just has to be stronger. He will fight them as many times as it takes, and maybe they will eventually decide to join the good side. Merusu told him that the Galactic Patrol also tries to reform villains, but Goku said that putting it that way gives him too much credit. He just finds it to be more exciting. And Merusu found Goku fascinating.
Back in the present, Moro attacks Merusu with a giant energy ball, but Merusu charges right through it, punching the crystal in Moro's forehead, shattering it and knocking Moro across the ground. Merusu looks at his hand, already wispy as it fades away. Jaco tries to encourage Merusu to slow down; he is vanishing. Goku is distraught, but Merusu tells him that if he can achieve Ultra Instinct at his current strength, it will be far more stable than ever before. He will not fall to Moro, or to anyone else for that matter. As his body disappears, Merusu tells Goku that he has come to love this galaxy and this universe, so full of excitement, and he asks Goku to please protect it all. And then he is gone. Jaco cries out in anguish. Beerus asks if he is just...gone? Poof? Whis says yes, sadly. Merusu was an awkward little brother. Meanwhile, Goku's anger grows...
