"Who Is the World's Greatest?! The Tournament Preliminaries Begin!!" is the one hundred and sixth episode of Dragon Ball Z Kai (the international version of the Japanese animated television series Dragon Ball Kai) and the eighth episode of "The Final Chapters", the international branding for the series' Majin Boo arc. The episode debuted in the United States on Cartoon Network's Toonami on 25 February 2017. The Japanese title card for this episode has never been released; the Japanese episode title has been transcribed from the episode's Japanese audio track.[1]

Synopsis

A female reporter is interviewing Tenka'ichi Budōkai contestants when the Dragon Team enters the contestant area. She wants to interview them before hurrying to the arena, but Vegeta and Piccolo ignore her. She thinks that she has seen them somewhere before. The cameraman questions her, but she is sure she recognizes them. Next, she asks Goku where he is from; he tells her he came from the afterlife, pointing to the heavens. The reporter laughs, saying he is a joker, but he insists he is not. The cameraman notices the halo on his head; the reporter asks whether it is an accessory, and Goku explains that it is something you get when you die. Piccolo notices the ongoing conversation and destroys the camera; the cameraman and the reporter cower away from the explosion. Goku tells Kuririn that Piccolo has not changed at all. The reporter accuses the cameraman of breaking the camera; all of their footage of the contestants has been lost. The camerman says he does not know what happened; nothing like this has ever happened before.

A monk directs the contestants to the locker rooms and tells them to hurry as there is not much time. As Trunks changes into his dōgi, he again regrets that he cannot fight with the adults. While looking at a poster of Mister Satan on the wall, Kuririn says he feels sorry for all the other contestants; they don't stand a chance against the Dragon Team. Piccolo is lounging against a wall outside; two monks with a first aid kit ask him if he is okay; he is looking pale. He blushes and yells at them that his face is supposed to be that color. The monks frantically apologize and run in opposite directions as Gohan walks up between them.

Goku is talking to Goten as Kuririn and the others approach; they enter the contestant area together. Goku and Kuririn are excited to see so many contestants there, but Vegeta says they are all small fry. Just then, the tournament announcer spots them; he runs up to Goku and Kuririn who are happy to see him, though Gohan does not recognize him. The announcer is thrilled and nostalgic to see Goku again after all these years; he says he has been waiting a long time for them to enter again. He discreetly asks Goku to confirm his suspicion that it was not Mister Satan who beat Cell, but them; Goku and Kuririn only laugh. He says that all the tournaments without them have been dull. He looks around and sees unfamiliar faces like Vegeta and No. 18, and asks if these people are with Goku, which Goku confirms. The announcer is excited; he asks Piccolo to please not destroy the arena like he did the last time. Piccolo smiles and says they will have to see. The announcer cannot contain his enthusiasm; he thinks this tournament is shaping up to be very exciting. He tells Goku that he has been wondering about the ring over his head, though; Goku explains that he died during the fight with Cell and that he has only come back for the day. The announcer is nonplussed but he recovers quickly; he is accustomed to strange phenomena with this group of fighters, and it makes no difference to him whether they are alive or dead. Gohan is happy to know that there are regular folk who know how incredible his father is. The announcer takes leave, patting Goten and Trunks on the head; he says that he is sure they will all make it through the qualification round, and he will see them in the ring and asks them to give everyone good matches.

Mister Satan emerges to cheers; he tells the crowd to line up for autographs and he will sign for the first fifty people free of charge; the crowd chants his name. Kuririn says that the saying goes that death is the only cure for stupidity, but he thinks Satan would be the same if he were dead. The preliminaries attendant calls the contestants to order to begin the preliminatires. He tells them that one hundred and ninety-four contestants have entered, excluding the junior division, and that only sixteen of those will advance to the tournament, including Mister Satan whose position is guaranteed. The other fifteen must qualify through the use of a punch machine. Kuririn wonders what this is, but at that moment, a group of monks carrires said machine into the contestant area. Mister Satan is called forth to demonstrate. He takes off his champion's belt and asks who will surpass him, receiving many enthusiastic cheers. Kuririn rolls his eyes and remarks that there are several people present who surpass him.

Mister Satan poses by the punch machine and tells the media to feel free to photograph him; he poses as they take him up on his offer. Piccolo wonders how much longer he will remain so self-absorbed, and he destroys all the cameras in the area. The journalists are confused as to what happened. Gohan questions Piccolo, who tells him that he destroyed all of the cameras in the spectator seats as well; Piccolo hopes this will protect Gohan's identity in the event that his disguise is compromised; he can fight without this concern. Gohan smiles and thanks him. Satan is also confused, but he decides to proceed without the cameras. He draws back his fist and focuses his power, punching the machine for a score of one hundred and thirty-seven; the attendant excitedly announces his score to oohs and ahhs from the crowd.

At that moment, Videl spots Gohan and waves to him; he grins and flashes her a victory sign. Mister Satan departs and wishes the contestants good luck, saying he hopes for some who will give him a real challenge. One of the contestants remarks to another that it looks like Satan will win again. The attendant tells the contestants to take a number and line up at the punch machine, while an enderly monk calls for the junior division contestants to gather around him. Kuririn wishes Trunks and Goten good luck; meanwhile Goku wonders whether Tenshinhan is there. Kuririn reminds him that Tenshinhan told them he would probably never see them again.

The regular contestants begin the trials with the punch machine, earning scores like ninety-seven, sixty-one, and one hundred and twelve, the latter score impressing the attendant. In the line, Vegeta is getting frustrated. No. 18's number is called; several of the contestants are amazed and excited to find an attractive woman in their ranks. As she approaches the machine, Kururin warns her not to use too much power or she will break the machine. She says she knows this, and gives the machine a small punch for a score of seven hundred and seventy-four. The attendant is shocked; he thinks there must have been some malfunction. Kuririn chastises her but she says it is difficult to hold back her strength. The attendant tells her the machine is fixed and asks her to try again. This time she holds back further and punches for a score of two hundred and three; the attendant still cannot believe it. Kuririn punches for a score of one hundred and ninety-two, Goku for one hundred and eighty-six, Piccolo for two hundred and ten. The attendant believes the machine must be completely broken and asks the monks to prepare another punch machine; just then, Vegeta takes his turn and punches the machine into pieces. Everyone remaining is dumbfounded, except for Gohan, who takes it as a matter of course. (Z 209)

One contestant behind Videl says that he is leaving rather than having to face that guy. Gohan says there is no helping Vegeta, but Videl demands to know why he isn't surprised that Vegeta destroyed the machine. Gohan laughs nervously and insists that he is surprised. Videl surmises that this group who scored high with small punches must be together; they all scored around two hundred while the previous record set by her father was one hundred and thirty-nine. (This record would have been set in the twenty-fourth Tenka'ichi Budōkai, as Satan's score at the twenty-fifth was one hundred and thirty-seven.)

The attendant asks the remaining contestants to be patient as they bring out another punch machine. Goku tells Vegeta that the junior division is about to begin and asks if he would like to go watch. Vegeta thinks this is preferable to staying there, so they depart along with Piccolo, Kuririn, and No. 18. Videl sees them approaching and wonders who they are, but Goku stops to ask Gohan whether this girl is his friend, and whether she is actually a girl. Gohan confirms both and introduces her. Kuririn congratulates Gohan since he thinks Videl is cute. Gohan blushes and tells Kuririn he has the wrong idea. Goku tells him that they are going to watch Trunks and Goten in the junior division and tells Gohan to hurry as they walk away. Gohan hopes they restart the preliminaries soon. Videl demands to know whether he actually knows these people; Gohan explains that the one in the bright orange uniform is his father. Videl is surprised because he said his father had died; Gohan tells her that is why he has a halo over his head. Videl can only wonder who these people are.

In the arena, the tournament announcer is getting things started; he announces the beginning of the junior division for contestants aged fifteen and under. Even though it is just the junior division, the winner will take home ten million zeni, while the runner-up will get five million. The winner will also have an exhibition match with the reigning champion Mister Satan, who emerges with smoke and great fanfare from the contestant area to cheers from the crowd. He makes a running leap into the arena, only to slip and fall on his rear. He is in great pain, and while he rolls around on the ground, the announcer asks whether he is okay. Satan sucks it up and stands, sporting an angry lump on his head, and tells the crowd that he was only joking; they cheer for him again, chanting his name.

The announcer congratulates Satan on his joke and then tells the crowd that they have prepared a special event starring Mister Satan for the time between the preliminaries and the start of the junior division. A blimp appears above the stands, moving to center over the arena. The announcer explains that the special feature is a recreation of Mister Satan's actions during the Cell Games entitled: "Our Savior, Mister Satan: A Record of Glory". Mister Satan himself is taken by surprise; he was not told about this. The crowd is excited because they have always wanted to see the part that was not broadcast on TV at the time. Kuririn seems confused. Satan protests to the announcer, saying that the TV studio made it without his knowledge; he worries that people will believe he had it made to boast. The announcer says that he is too modest, and asks the crowd whether they want to see it. They cheer in response; he instructs them to do the "Satan Call", so they chant his name again. Satan accepts their cheers by flashing victory signs. The announcer tells everyone to enjoy the movie.

The movie begins with a "ZTV" introduction imitating Toei Animation's standard introduction at that time. Cell is standing with his back to the camera; the hair of the actor playing him can be seen on the neck underneath the costume's head gear. Kuririn laughs at the absurdity. An actor in a Goku costume declares that they will defeat him; the camera then shows actors in Trunks, Vegeta, Piccolo, Kuririn, and Goku costumes. Goku is amused and a little embarrassed; Piccolo and Vegeta are highly annoyed. The Cell actor proclaims that he will fight back; the fake Goku attacks and they trade blows in the air from suspension cables. Piccolo thinks this is ridiculous; Goku tells him not to be angry; he finds this entertaining. The Cell actor asks the vanquished Dragon Team, now including Yamcha, whether that is all they have got, while the fake Goku curses his impotence. Cell proclaims victory, but then Mister Satan appears to cheers from the arena. Meanwhile the real Mister Satan is covering his face in embarrassment; he wishes they had not used that particular face for the mask. Cell steps on a button on the floor of the Cell Games arena which causes an explosion where fake Satan is standing. Cell laughs, but then Mister Satan appears in the arena unharmed. Cell asks how he got there, and Mister Satan declares that his tricks will not work on him. The crowd cheers again. Cell steps on another button which ejects two crossed spears in front of fake Satan, but Satan grabs them and breaks them in half, reminding Cell that his tricks will not work. Cell begs forgiveness and promises not to cause any further trouble, but Satan says that he must pay for his misdeeds. He punches Cell a few times and then kicks him out of the arena. Fake Goku and Vegeta are amazed at Satan's strength; Cell explodes, and fake Satan flashes a victory sign. The movie ends, and the crowd cheers while the Dragon Team stares in disbelief. Goku laughs; he cannot believe the lie has been taken so far. The announcer proclaims the reenactment to be amazing and asks for comment from Mister Satan, who has disappeared; he is hiding behind the privacy screen at the entrance to the contestant area. He is still overcome with embarrassment, and the monk in attendant compliments his modesty. Satan yells at him to shut up.

Meanwhile Trunks and Goten are waiting behind the scenes with the other junior division contestants, one of whom proclaims he will be sure to win so that he can get Mister Satan's autograph. Trunks asks Goten what he will buy with the prize money; Goten says he will get toys and candy, and Trunks says he is a little kid. Goten asks Trunks what he will buy; he doesn't know. Goten notes that his family is the richest in the world so he must not want for anything. Idasa enters with two friends, complaining that everyone there looks weak. He spots Trunks and Goten and smiles meanly. One of his friends asks who his first opponent will be; he points at Trunks and says that he is lucky that runt will be his first opponent. The friend thinks this match will be a piece of cake. The other friend laughs and suggests they go bully him, which Idasa thinks is a good idea. Trunks is telling Goten that he has not really thought about what he wants. Idasa and his friends approach, addressing him as "kid whose butt I'm gonna kick". He asks him if he made sure to wear his diaper, but Trunks does not answer. Idasa acts like he is going to punch Trunks, but Trunks does not flinch away. Idasa tells him not to wet himself. Trunks smiles and tells him to get lost and to take his lame haircut with him. Idasa is enraged and tells Trunks he will regret his words; he will beat him half to death in the arena. Trunks is skeptical.

The announcer asks the crowd how they liked the movie, and says it is time to begin the junior division. Kuririn remarks that the tournament has become quite the spectacle; Goku observes that even the ring is bigger than it was back in their day. Piccolo says it has turned into a dog and pony show. Kuririn spots Trunks and Goten as the children file into the arena; Idasa grins evilly as he spots Trunks, too. The junior division is about to begin! (Z 210)
