"Activation! Ultra Instinct 'Sign'" is the fifty-ninth chapter of the Dragon Ball Super manga series written and illustrated by Toyotarō, with supervision and guidance from original Dragon Ball author Akira Toriyama. It was published in Japan in the June 2020 issue of Shueisha's V-Jump, with a sale date of 21 April 2020.

Summary

On the deck of Saganbo's ship, Shimorekka tells OG73-I that one of those Saiyan guys has shown up. Then he notices a bunch of Galactic Patrol ships flying away, and wonders if all of their friends got recaptured. Looking back at the battlefield, he wonders what is even happening down there.

Goku has transformed into Ultra Instinct "Sign"; Gohan and Piccolo recognize it from the Tournament of Power, and Piccolo thinks he must be able to activate it at will now. Moro is surprised that a lowly life-form like Goku could use such a divine technique, but Goku is ready to fight. Piccolo observes that the fate of the Earth...no, the fate of the whole universe is riding on this battle.

Goku attacks, and Moro is unable to keep up with him. Piccolo cannot follow what is happening, but Jaco says he thinks Goku is just punching his fists really fast and firing blasts of air. Moro is annoyed, and he tries attacking Goku with real blasts, but Goku dodges easily and moves in to attack. Moro is unable to do much more than block, and he realizes that this technique gives Goku heightened agility, so he uses his magic to immobilize Goku's hands and feet, then kicks him away, but Goku is able to break the restraints and appears behind Moro. He asks Moro if that was his magic, and Moro tells him it is just one example of his many techniques.

On Planet Yardrat, Vegeta can sense that Moro is finally fighting seriously, and that Goku is his opponent. Back on Earth, Goku dodges a lightning attack from Moro. When he lands near Piccolo and the others, he suggests they put some more space between themselves and the battle. Gohan tells him to go all-out and not worry too much about the Earth; they have already gathered Earth's Dragon Balls at God's Temple, so they can put everything back to normal. Goku says he understands, and they retreat.

Goku runs toward Moro while charging a Kamehameha; he seems to sense something, and then fires it away from Moro, but Moro appears in the spot where he fired it. Moro seems shocked, but he moves to block the beam with his hand, complimenting Goku's perceptiveness for seeing through his illusion. Goku tells him he has seen that trick before.

Jaco, Gohan, and Piccolo land near No. 17 and No. 18, the latter of whom asks if Goku has gotten even stronger. Piccolo tells her it is hard to say, since they are not able to read his ki. Meanwhile, Goku abandons the beam struggle to attack Moro with his fists, feet, and head, eventually kicking him toward the ground. On the descent, Moro uses his magic to pull Goku to him, but Goku attacks him with the air fists again on his way down. When they meet, they punch each other in the torso at the same time, and both step back to recover before resuming the fight.

Gohan thinks they are on equal footing, but Piccolo thinks that Goku clearly has the edge in speed. No. 17 asks if this means he can win, but Piccolo is not sure; Moro has not tried absorbing energy yet. On cue, Moro begins collecting energy, and Jaco lets everyone know. Goku sees it and disappears, reappearing behind Moro to punch him. Moro grabs him and flings him away, then starts collecting energy again, but Goku disappears, and everyone realizes Goku is moving at top speed to avoid Moro's absorption. Piccolo did not think that was possible. Jaco is excited that Goku is not vulnerable to Moro's main technique. Gohan and Piccolo think this all adds up to Goku winning. Goku continues to land attacks that Moro cannot block, and Piccolo wonders about the hellish training Goku might have done. Gohan realizes he probably has another form left: the true, silver-haired Ultra Instinct.

On Beerus's planet, Whis and Merusu watch the battle through Whis's staff while Beerus and the Oracle Fish go fishing. Whis congratulates Merusu on what a good job he did with training Goku, and Merusu thanks him. Meanwhile, Beerus is hungry. He asks the "kid" if he knows any tasty recipes, since he spent so long in the mortal realm. Merusu apologizes; he does not, since he was enlisted with the Galactic Patrol. Whis asks Merusu if Goku has mastered Ultra Instinct, and whether they can expect to see the silver hair. Merusu abashedly tells him no, and then he goes on...

On the battlefield, Moro turns up the heat, and Goku begins to get frustrated. Moro wonders aloud why he is so eager to finish this fight. He tells Goku that though he may have found a way around his energy absorption, he has made a grave miscalculation. He only consumes energy to fill his stomach. The fact that it weakens his opponents and makes him stronger is only a happy coincidence, and he is looking forward to devouring Goku's energy after he is defeated. Goku does not understand, and Moro tells him he is a fool for thinking that was all he could muster. Piccolo hears this and warns the others that Moro has not been fighting at full strength. Then Moro powers up. He tells Goku he has consumed countless planets since they last met and he now has enough power to surpass the gods.

Gohan and Piccolo are blown away by the scale of his ki; Piccolo calls it terrifying. Moro fires at Goku, who bats his blast away, but Moro appears behind him, grabbing him in a bearhug, trapping him. He tells Goku that he understands now why he did not use this form when he fought Saganbo. He gives Goku a good squeeze, and Goku reverts to his normal form. Moro grabs Goku's skull with one hand, and he continues: he did not use this form for long before because he cannot maintain it for long. Then Moro slings Goku into a big rock.

Whis asks Merusu to repeat that Goku was only able to achieve the "Sign" level of Ultra Instinct, and Merusu repeats that Goku never managed the true form. Whis says that is a bad sign, since "Sign" is only a gateway to the true form; it is unstable, and maintaining something unstable is a massive stamina drain. Whis asks Merusu if he knew this, and Merusu says he did. This battle will hinge on whether Goku can manage the drain and keep it up as long as possible.

Back on the battlefield, Moro tells Goku that while he might have hoped to end this quickly, he has been waiting for Goku's inevitable decline. Goku admits he should have realized Moro would figure out his weakness. But if Moro was stalling for time, he must not think he can beat Goku at full power. Goku still thinks he can win this if he gives it his all. He transforms into "Sign" again, with apologies to Merusu; the balancing act is not his style. Moro is intrigued that he still has some power in reserve.
