The Hera Clan is a group of "Galaxy Warriors" that laid waste across space long ago, survived by Bojack and his henchmen. While the clan name does not appear in the film in which these characters are introduced — instead debuting within within the 1993 video game Dragon Ball Z: Super Butōden 2 — it is regularly used in supplemental material.
Name
"Hera" is written in katakana as ヘラー (herā), followed by the kanji 一族 or hiragana equivalent いちぞく (ichizoku), denoting a "clan" or "group".
Any underlying name pun or reference is unknown, particularly one that may relate to the name pun scheme for the group of characters (that of "arrogance" and "evil"). As such, alternate romanizations such as "Hela" or "Heller" may also be accurate.
Production
The earliest known references to the "Hera Clan" do not come from within the film in which Bojack and his henchmen originally appear (the ninth theatrical Dragon Ball Z film, originally released 10 July 1993), nor within the corresponding Summer 1993 Toei Anime Fair pamphlet available to attendees, but actually within the story mode of the video game Dragon Ball Z: Super Butōden 2 (released later that year on 17 December 1993):
ZANGYA: I'm the Galaxy Warrior, Zangya. I've come to claim this planet!
KAIŌ: Did they just say "Galaxy Warrior"...?!
GOKU: Do you know them, Kaiō-sama?
KAIŌ: They're survivors of the Hera Clan that laid waste to the galaxies long ago. The Kaiō from each of the four galaxies used their powers and sealed them. Since I died, the seal must have broken!!

Supplemental material for the game goes on to somewhat-regularly mention the Hera Clan, though generally (and somewhat oddly) in relation to Zangya more-so than Bojack himself.

Shueisha's V-Jump magazine (at that point only within the first year of its monthly relaunch) regularly spotlighted Super Butōden 2 leading up to and following its release. The February 1994 issue of the magazine (released 21 December 1993) contained a nine-page spread on the game focused on its movie character inclusions: Broli, Bojack, and Zangya. While Bojack's profile once again does not state anything about the Hera Clan, Zangya's profile states:[1]
界王に封印されていた銀河戦士ヘラー一族の生き残り. 同族のボージャックに仕え地球へ攻め込んできた、紅一点の戦士だ!!
One of the surviving members of the Hera, a clan of Galaxy Warriors sealed by the Kaiō. She's the lone woman of a group serving under Bojack, who has now come to attack the Earth!!

The game's guide book was released the following month (25 January 1994) covering the game's controls, strategy, story, etc. While the Hera Clan is not referenced in Bojack's profile, it is referenced alongside Zangya, where it states:[2]
かつて銀河を荒しまわったヘラー一族の生き残り、それが“銀河軍団、の女戦士ザンキャが!
A survivor of the Hera Clan that once devastated the galaxy, it's the female Galaxy Warrior Zangya!

Various Races
In the Dragon Ball world, there are a variety of different races, like the ones outlined below. The Earthlings, the Saiyans and the Namekians are the three main ones. The Yardratians and the Metamorians are races that possess special abilities. There is also the Three-Eyed People, said to be the ancestors of Tenshinhan. There are also inhabitants of planet Nikochan and planet Ukakaume that have settled down in Penguin Village. In diagram #1, you can analyze the historical relationship between the Earthlings, the Saiyans and the Namekians.
The mobile video game Dragon Ball Z: Dokkan Battle includes character boost links between the various Hera Clan members, and represents the first time that the group's name has been officially localized in English:
