Summary
Prologue
At the tournament grounds, the monks play music as people gather for the 21st Tenka'ichi Budōkai. A gong sounds, and a man with a megaphone reminds the spectators that they will not be allowed to observe the preliminaries inside the competition hall, and to please not trample each other trying to get to the building. Bulma gets in his face, complaining that they cannot see anything if they do not get closer. He falls over, then gets back up to yell in her ear with his megaphone that those are the rules and he cannot do anything about it. Bulma fumes, but says nothing.
Part A
Inside the competition hall, another monk stands at a microphone, thanking everyone for all their efforts to travel from all over the world to the Tenka'ichi Budōkai, which is held once every five years. Since there are 137 contestants, it should be a true contest for "number one martial artist under the heavens". This number makes Kuririn nervous, especially as he looks at the big, scary guys around him. The monk explains further that only eight of the 137 will make it to the final competition; the preliminaries will determine those eight contestants.

Outside, Bulma is pressed against the wall, looking at the window above her and complaining that it is so high. She tells Oolong to come over so she can stand on him. He protests, suggesting ask the old man instead; Pu'er asks if he means Muten Rōshi, because he took off earlier for the bathroom and is not around. Bulma orders Oolong to take his position as a footstool, pointing near the wall; Oolong grumbles, but he eventually gets on his hands and knees so Bulma can stand on his back. As she ascends, Oolong catches a glimpse of her panties and decides this is not so bad after all, but then Bulma informs him that she still cannot see. She needs him to get up so she can stand on his shoulders. He grumbles again, but manages to get Bulma high enough to see through the window. Oolong complains that he cannot see anything, but Pu'er hovers near Bulma's head, watching with her.
The monk inside the competition hall announces he will explain the competition format and rules. The preliminary contestants will be divided into four blocks, and two from each block will advance to the Tenka'ichi Budōkai finals. The contestants will fight one-on-one at one of the four rings; a contestant will lose if they fall out of the ring, lose consciousness, or give up. Killing is forbidden, as is the use of weapons. The preliminary matches will have a time limit of one minute; if there is no clear victor, the winner will be decided by ruling. The monk tells the contestants they will draw lots to be split into the four blocks; each ring has sign with a block number to guide the way. The contestants begin to draw.

Kuririn draws #93, and Goku draws #70. Yamcha observes that this puts both of them in Block 3. Kuririn is distressed; he does not want to fight Goku in the preliminaries. Goku points out that they are far apart, so they will not fight each other, and Kuririn is relieved. Goku asks Yamcha what his number is; Yamcha tells him he is #35, in Block 2. Goku realizes this will put them nearby; Yamcha confirms this, but he is relieved he will not have to fight Goku in the preliminaries. Kuririn teases him, suggesting he does not think he can beat Goku; Yamcha tells him not to be silly; he would just rather fight Goku in the finals. Yamcha tells Goku not to lose, and Goku promises he will not, so Yamcha wishes them luck and heads for Block 2.
The contestants begin to warm up for the matches. Kuririn is envious that Goku and Yamcha are so confident, even with all these monstrous guys around. Goku tells him it will be fine; they trained with the old man after all. Kuririn is worried because he did not teach them anything about fighting, but Goku has faith in the old man's training. Kuririn does not seem reassured.

An official near the Block 3 sign announces it is time to begin the preliminaries, telling contestants #69 and #70 to enter the ring. Goku is surprised that he is fighting first, but he heads for the ring, and Kuririn wishes him good luck. The contestants on the sidelines cannot believe that this kid is competing. They laugh, and one of them observes that #69 got lucky. Meanwhile, Yamcha notices that Goku is fighting first; he wants to see what Muten Rōshi's training is worth. Bulma remarks that Goku is fighting, while Oolong struggles underneath her. Finally, he manages to look up upward, but before he can get an upskirt view, he loses his balance. Bulma yells at him to stay still, and he curses to himself; he only needed one more centimeter.

Goku's opponent approaches, a giant man with a handlebar mustache, looking around and asking who is supposed to fight him. Goku shouts that it is him, and the man looks down, complaining that a victory against an ant-dropping will give him no satisfaction. The official reminds them that their time limit is one minute; the large man says he will not need a minute to defeat this little guppy. Goku is on his mark when the official tells them to begin, and he charges, speeding right past his opponent. He puts on the brakes, and his the giant man clenches empty hands near the edge of the ring. He looks around in confusion, wondering where his opponent vanished to. Goku smiles, gently tapping the back of his leg to let the big man know he is there, but that is all it takes; the big man loses his balance and trips forward and out of the ring while everyone, including Goku and the official, looks on in astonishment. Yamcha cannot believe his eyes. Outside, Oolong finally gets a good look up Bulma's skirt; he cheers, and then Bulma cheers too for Goku's victory. Oolong loses his balance again, and he tries to blame it on Bulma for moving around, but then Bulma asks him how he knew that Goku had won.
The Block 3 official declares #70 the victor; one of the contestants wonders what just happened, and his companion suggests that the big man just lost his balance and fell over all on his own. The other contestants seem grateful for this explanation; one of them laughs nervously and mocks the big man as an oaf. Yamcha hears them, and knows better, but he keeps his thoughts to himself. This is the result of Muten Rōshi's training. Goku stares at his finger in confusion as he walks back to Kuririn's side; Kuririn also thinks the big guy fell over on his own, but Goku tells him that was not it. Kuririn is confused, but Goku warns him not to go all-out unless he has a serious opponent. Kuririn does not understand; Goku tries to explain, but they are interrupted by someone who recognizes Kuririn.

Two men approach, one stout and one tall, both of them wearing clothing just like what Kuririn wore when he showed up on Muten Rōshi's island. They are surprised to see him there. Kuririn nervously greets them as Elders (先輩 senpai). The tall one mocks him, saying it has been a while since he ran away from Ōrin Temple nearly in tears. The stout one asks him what he is doing here of all places, and Kuririn hangs his head in shame. The tall one asks if he is really entering the Tenka'ichi Budōkai. Kuririn says that yes, he thought he would take part in this... The tall Elder interrupts him, telling him that is a terrible joke. Did he not tell Kuririn that he had no potential? Goku takes note of his friend's dejection, while the tall man goes on. He assumes they are in Block 3, since they are here, and asks Kuririn what his number is, and Kuririn tells him, with a small voice and polite language, that he is #93. The tall man howls; it just so happens that Kuririn's opponent will be him! Kuririn is terrified; the stout Elder tells Kuririn he is looking forward to this; the tall one smacks Kuririn on the head and tells him not to go too hard on him, laughing as he walks away with his friend.
Goku watches them leave, and then asks Kuririn who they were; they sure had a bad attitude. Kuririn explains that those are the guys who bullied him at Ōrin Temple, and they're incredibly strong. He thinks that maybe he should drop out, but Goku is incredulous; he tells Kuririn to give those guys everything he's got. Kuririn reminds Goku that he just said not to go all-out, but Goku tells him that in the case of those jerks, it will be okay. Kuririn is still nervous, but he tells Goku he will.

Outside, Pu'er spots Yamcha; Bulma asks where, and Pu'er points out the sign for Block 2. Bulma finds him, and tries to call out to him, laughing; Oolong loses his balance again, but keeps his complaints to himself. His legs shake as he struggles to remain standing while Bulma waves to Yamcha and wishes him good luck. Just then, a giant man appears in front of the window; Bulma flails in fear, and Oolong cannot stand still; they both fall over, and Bulma grabs Pu'er's tail, bringing him down with them.

Oolong rubs his backside while Bulma continues to flail, this time because Pu'er is wrapped around her face. Oolong catches a glimpse of panties between flailing legs; while Bulma yells that she cannot see, Oolong thinks to himself that he can see just fine. Then he notices that Bulma has an audience, and he stands in front of her as she begs for help, telling the assembled men not to look. Then Bulma manages to pry Pu'er off of her face, asking him what he was doing; Pu'er apologizes and explains that he was just frightened. Then Bulma notices Oolong and the gaping audience and blushes as she brings her knees together.
Part B
The monks watch over the gathered spectators and playing children on the tournament grounds. Bulma the others get ice cream, and she tells Oolong to pay. He wants to know why he has to spend his money, and she tells him that since he saw her panties for free, naturally he should pay. He protests that he covered her so the others could not see, but Bulma points out he still looked and saw, so Oolong reaches in his pocket and asks the cashier how much. Pu'er observes that Muten Rōshi still has not come back and wonders what could be wrong; Bulma figures he is probably off chasing some woman's tail somewhere. Since they cannot watch the preliminaries, there is nothing else to do. Oolong says he is not buying her any more snacks. Bulma tells him that she was thinking about giving him her panties if he would turn himself into a ladder, and he perks right up.
Inside the competition hall, the elimination rounds continue. The Block 3 official calls #93 and #94 to the ring. Kuririn shakes as he realizes his turn has come, but Goku tells him to hang in there. The stout Elder of Ōrin Temple is confident that Kuririn is no match for their number one guy. The tall Elder says he will bully the kid for old time's sake, and he climbs into the ring. Kuririn climbs up with considerably less enthusiasm, but Goku assures him that this guy will be easy; he will only need one blow! Kuririn tells him not to be silly.

Kuririn and the tall Elder approach each other in the ring, Kuririn sweating, the Elder laughing. When they are face to face, the Elder commends Kuririn for not running away, and asks him if he is ready. Kuririn nods, and the official tells them to begin. The Elder takes a stance, while Kuririn stands with his arms outstretched, shaking. The stout Elder watches with malicious anticipation, and Goku props himself up on the edge of the ring to get a better view. The tall Elder throws a punch and Kuririn shoots up into the air, terrified. As the Elder looks around in confusion, Kuririn falls haphazardly down, but before he hits the ground, his instincts kick in. He flips and lands smoothly, using his momentum to launch himself at the Elder, kicking him in the chest and sending him flying across Block 4 and through the outer wall. He flies past Bulma and the others, and they all lose their ice cream. He finally hits a brick wall and then collapses to the ground. Kuririn is astonished, but Goku is not.

The Block 3 official announces that #93 is the winner, and Kuririn hops out of the ring, still in awe of his own strength. Goku says he told him so; the old man's training really did the trick. Outside, Oolong and Pu'er clean ice cream from their heads while Bulma watches, and then Oolong tells her to hurry up; he will turn into a ladder for her. He transforms, and the ladder hops away, telling the others to get going, but then Pu'er notices that there is a hole in the wall now. Bulma celebrates that they can finally watch the preliminaries, but Oolong is still too short to watch. Then Bulma sees that it is Yamcha's turn, so she cheers for him while Oolong grumbles.
Yamcha's opponent is yet another giant man; this one threatens to crush Yamcha in one blow as they square off, but Yamcha ignores him, breathing in as he makes his mark. Yamcha jumps, kicking the giant man once in the head, and he falls unconscious, foaming at the mouth. The Block 2 official announces number 35 as the winner. Goku thinks that Yamcha is pretty good too, and he tells Kuririn they should definitely hang in there.
Their training with Muten Rōshi definitely paid off, and indeed, the boys progress through the preliminaries with no difficulty at all, defeating one opponent after another. Goku fights a tall black man with wrapped fists, knocking him out of the ring with just one kick under the chin; the Block 3 official declares #70 the winner. Goku wishes Kuririn good luck as he faces off against a shirtless man; Kuririn is confident as he tells Goku he has got this, but he has let his guard down; his opponent kicks him and he falls face-down while his opponent continues to thrash him.

Goku watches in confusion, and two contestants behind him observe that Kuririn was much better earlier. Kuririn's opponent stops thrashing him, and then he notices Kuririn twitching. Kuririn gets up, startling him; he sticks out his tongue and says he is a zombie. Then he says he is just kidding, and remarks to himself that Muten Rōshi's training really toughened him up. The shirtless man is amazed that Kuririn took all that and still got up, but Kuririn announces his counterattack. His opponent squeals and runs to hide behind the official, telling him he gives up. Kuririn is disappointed. At Block 2, Yamcha is also doing well. While Goku and Kuririn defeat their opponents, he defeats a bald man in old-fashioned fighting clothes. Finally, it is time for the final preliminary matches!

The Block 2 announces the match to determine the first finalist from their block, calling contestants #35 and #45 to the ring. Yamcha faces off against a wolf-man and immediately begins his Rōga Fū-Fū Ken technique. The wolf-man is bemused and points out that he is a real wolf; he will show Yamcha the terror of the genuine article. His eyes glow as he attacks with his claws; he and Yamcha pass each other, landing at opposite ends of the ring, facing away from each other. Yamcha kneels, and Bulma and Pu'er think he has lost. Even Goku seems worried, but then the wolf-man falls over, and #35 is declared the winner, the first finalist to be selected for the Tenka'ichi Budōkai. Goku is relieved, and happy that Yamcha won; Oolong (who has climbed up to peek through the hole) and the others are happy too. Goku congratulates Yamcha, and Yamcha tells him to hang in there too.
The Block 3 official then announces it is time to determine their first finalist, calling #70 and #82 to the stage. Goku's opponent is a kung fu guy; as they square off, he thinks to himself that he cannot lose to this kid with his Lion's Fang style. He thinks Goku's stance is horrible; he has left himself wide open. Goku tells him to bring it on, from any direction, so he attacks, and Goku jumps up in a flash. By the time the man sees him, he is already coming down with a kick, but he manages to dodge. He tries kicking Goku, but Goku trips him. Then Goku grabs his legs and tosses him out of the ring. #70 is declared the winner and the next finalist for the Tenka'ichi Budōkai. Goku and Kuririn celebrate, and Yamcha congratulates Goku, though he thinks to himself that Goku has gotten incredibly strong; Yamcha will not be able to beat him as easily as he beat the wolf-man.

The Block 3 official calls for #93 and #97; Goku wishes Kuririn good luck, telling him they will enter the Tenka'ichi Budōkai together. Kuririn enters the ring and faces a giant bear-man. The bear-man throws a punch, but Kuririn dodges, bounces off his back, and as the bear-man turns around, Kuririn kicks him between the eyes, knocking him down. The bear-man waves a white flag, conceding the match, and #93 is declared the winner. Goku and Kuririn dance together, and Yamcha thinks Kuririn is good too, and this is shaping up to be a tough tournament. Bulma is excited that everyone made the tournament. Just then, the Turtle Hermit appears behind them. Oolong notices him, and asks when he showed up. Goku and Kuririn continue to dance together. There are still fearsome opponents ahead; will Goku be able to stay on top?!

The contestants consult the preliminary brackets.

Kuririn draws #93, and Goku draws #70. Yamcha observes that this puts both of them in Block 3. Kuririn is distressed; he does not want to fight Goku in the preliminaries. Goku's first opponent in the preliminaries.

Goku watches as Kuririn is bullied by his Ōrin Temple elders.

Two men approach, one stout and one tall, both of them wearing clothing just like what Kuririn wore when he showed up on Muten Rōshi's island.[1] They are surprised to see him there.

Bacterian scares Bulma and Pu'er.

Bulma is embarrassed.

Kuririn causes everyone to lose their ice cream.

Oolong transforms into a ladder.

Kuririn pretends to be a zombie.

Bulma, Oolong, and Pu'er watch through the hole Kuririn made.

Goku and Kuririn celebrate while Yamcha worries.
