Synopsis
An even battle unfolds as Goku and Cell battle at full power! Satan and co. are puzzled as the two move too fast to be seen. Saying that the out-of-bounds loss rule is already meaningless, Cell blows the arena away! A tremendous battle then begins, with the land itself as their arena. And then, as it looks as if Goku is going to fire a full-power Kamehameha at the Earth, he teleports right in front of Cell. The Kamehameha lands a direct hit on Cell!!
Summary
Part A
Son Goku and Cell fight at a ridiculous speed. The ZTV reporter, unable to see more than a blur even on the TV monitor, remarks that this must be an incredible fight. The rest of Mister Satan's entourage are awestruck. The battle takes to the air as Cell and Goku taunt each other with near-misses and afterimages. Only Son Gohan seems to calmly be able to survey the battle. After a couple of powerful blows where Goku is finally able to hit Cell, only to have the tables turn quickly, the fighters pause in midair. Cell compliments Goku for being so entertaining and Goku agrees that he did not think he would be able to keep up with Cell as mcuh as he has been. Meanwhile, Satan believes that Cell and Goku are merely hiding themselves using camouflage. Just then, Pizza notices shockwaves from above and points. The reporter swings the camera up to try to catch the action.
At Kame House, the Turtle Hermit and Turtle watch the battle on TV but it is just a blank screen. The Turtle Hermit reveals that they are beyond the point where they battle can be captured by a TV camera. On God's Temple, Dende struggles to sense the match from afar. Mr. Popo instructs him in how God is able to sense the ki of the Lower Realm using less concentration, only feeling for the ki like quiet sounds. Dende relaxes under Popo's tutelage and is able to observe the fight.
Goku and Cell continue their high-speed battle. At one point, Cell seems to split into four again, but he only uses to to push Goku back down to the ground. Cell has Goku on the defensive, nearly pushing him into a ringout, but Goku springs back and nearly does the same to Cell. The pair fly up and Cell pauses again. He is so enjoying the fight that he does not want it to end in a simple ringout. He will change the rules. Goku realizes what he is about to do and calls down for everyone to get away from the ring as Cell demolishes it in a remote ki blast.
Part B

All that is left of the original arena is a giant crater. While all of Goku's friends were able to escape on their own, Artificial Human No. 16 rescues Mister Satan, Karoni, Pirozhki, Pizza, and the reporter and cameraman. The reporter thanks him, but No. 16 just tells him to leave; they are just in the way here. The reporter retorts back that they cannot leave because Mister Satan will be fighting again, but No. 16 just walks away with no response. Satan says that of course he will fight again... but maybe they should watch from a bit farther away.
Now on an empty field, Cell makes a point of touching down first. Goku follows suit. Cell announces that the whole world is the ring; you can only lose by surrendering or dying. Cell resumes the fight with a ki barrage that chases Goku up and down the now-expanded playing field. The blasts stir up dust clouds that obscure the battle. At ZTV Headquarters, angry viewers call in to complain about the poor visibility as the reporter on the scene tries to coax his cameraman closer towards the battle. Goku fights back with his own ki barrages as Mister Satan just mumbles incoherently that they are all tricks. Goku and Cell return to the ground and enter a stance where they are both pushing against the other. The Earth trembles under their incredible power, but neither of them gives up an inch. Suddenly, they both return break off and resume fighting once again.
On Kaiō's Planet, Kaiō cheers on the fight until he is observed by Bubbles and Gregory. Embarrassed, he regains his composure and discusses the battle in a more reserved way. He observes that neither Goku nor Cell have lost much ki in the battle so far.
Goku flies way up into the sky and begins a kamehameha. Piccolo is shocked that he would launch such a blast a full power towards the Earth. Even Cell is dismissive, saying that Goku would never do it. At the last second, Goku teleports next to Cell and launches it it point blank range! As the dust clears, Cell is down with his head and parts of his body ripped clean off. Is this the end of the battle?
