Synopsis
Cell regenerates even after having the upper half of his body annihilated, shocking Goku and the others!! Even with them both having lost a considerable amount of ki, the two continue their battle. Unable to endure Goku's rapid-fire energy bullet attack, Cell finally uses a barrier! While Goku is short of breath, Cell is still composed. Seeing their showdown, Vegeta admits that his own power is no match for Goku's, while Cell's power is even greater than Goku's. As Cell sneers, Goku suddenly announces that he gives up!!
Summary
Part A
Son Goku stands panting, his arms still int the kamehameha pose, as a dust cloud obscures the battlefield. The dust settles to reveal Cell's destroyed body, his entire upper body blown off by the force of the attack. Yamcha and Tenshinhan seem thrilled, but the rest of the fighters look on unmoving. The ZTV reporter tells that world that, unfortunately, Cell has been defeated before Mister Satan could fight again. Goku senses that Cell still has ki, and his bio-mechanical body doesn't show any internal organs, just a featureless gray mass. Suddenly, Cell's lower body stands up and begins trembling. Within moments, Cell completely regrows his upper body! Goku asks whether he can regrow himself and Cell agrees, claiming that he can do so just like Piccolo.[a] Goku says that Cell has lost ki due to the damage; Cell agrees but reminds Goku that he is tiring as well. They both power up and ready for another assault. Goku closes the distance and they begin battling, both making ferocious hits against the other.
At Kame House, the Turtle Hermit and Turtle watch the battle unfold on TV. Bulma arrives, bringing the baby Trunks. She says that she thought that it would be better to watch the event with a martial arts expert who can explain to her what is going on.
Goku and Cell continue to trade blows, seemingly evenly matched. As Cell strikes Goku, he disappears, then her strikes Cell for the same effect. The battle descends into an afterimage fight where neither fighter is where the other thinks they are. They resume trading blows before pausing again, both fighters winded and panting. Cell smiles and taunts Goku who takes the bait and flies right into a bodyblow. Cell laughs and holds up the injured Goku; he has the advantage in the fight at last. He smashes Goku into some rocks before heading in for the kill, only to be surprised by a barrage of ki blasts. Cell is trapped by the barrage and unable to extricate himself.
Part B
Goku continues the ki barrage. Even the reporters see that Cell is trapped, but the smoke from the blasts hides the true impact of the attack. At the ZTV headquarters, staff members are franticly answering calls from viewers complaining that they cannot see through the smoke. One frustrated team member rips out his phone line. At the Cell Games, Goku's friends cannot help but to be optimistic about the battle. Goku is winning! Gohan, Piccolo, and Vegeta seem less certain. Inside the billowing smoke, Cell recovers and surrounds himself with a ki barrier to block the attack. His sphere of protective energy expands around the entire area, nearly pushing back the spectators. Cell admits that the attack was powerful enough that he was forced to create the barrier, but he smirks confidently to himself and has the upper hand once again.
Far from the battle, an elderly couple comments that the fighter resembles Chi-Chi's husband who, she told them, had started dying his hair recently. Chi-Chi sneezes.
At Kame House, Bulma exclaims that Goku had nearly won, but the Turtle Hermit disagrees. Cell, unlike Goku, still has breathing room. He admits what none of them want to hear: Goku cannot win. Moreover, he is sure that Goku knew he could not win as well.
At the battle, Cell taunts Goku by suggesting that he eat a senzu. Trunks suggests that they give Goku one and then gang up on Cell, but Vegeta scolds him for having no Saiyan pride. Goku is not fighting for Earth anymore, but for himself. And, Vegeta claims, he is going to lose. Vegeta admits that Goku has surpassed him in his training, but Cell is one or two steps further ahead still.
Goku smiles and powers down. He shouts up to Cell that he gives up. Cell is victorious!
