Synopsis
Having thrown away the Bashō Fan, Muten Rōshi heads to Mount Frypan to extinguish its flames himself!! Muten Rōshi's grand attack, the Kamehameha, puts out the blazing flames! Goku and the others safely obtain the Dragon Ball, and are about to head off in search of the final one. But Bulma is detained by Muten Rōshi, since she promised to let him poke her breasts if he put out the flames. Bulma gets out of this pinch by asking Oolong to transform into her.[1]
Summary
Prologue
Goku and Chi-Chi are headed to Kame House on Kinto'un to ask the Turtle Hermit if they can borrow the Basho Fan.
Part A

Goku tells the Turtle Hermit how much he loves his Kinto'un; the Turtle Hermit explains it was given to him by God. Then he notices Chi-Chi and asks Goku whether the girl that was with him shrunk; he remembered her breasts being bigger. Goku explains it is a different girl; this is the daughter of the Ox Demon King. The Turtle Hermit then walks away, ruminating on the linguistic peculiarities at play (chichi can mean "father" or "breasts").
Chi-Chi asks Goku whether that old man is really Muten Rōshi; Goku insists that it is, but Chi-Chi wants to be sure, so she uses her helmet blade to attack him. He senses it coming and turns around to block it, but the blade cuts his staff in two and then embeds in his skull. Umigame worriedly asks whether he is okay, while Chi-Chi is convinced that this is proof he is an imposter. The old man tells her that no one could have dodged that blade. She demands that he prove he is Muten Rōshi, so he shows her his driver's license, and she immediately regrets attacking him and apologizes while removing the blade from his skull.
All bandaged up, the Turtle Hermit explains that one swing of the Basho Fan will bring a heavy wind, two will summon clouds, and three will bring down a torrent of rain. He asks what they need it for, and Chi-Chi tells him they need to put out the fire on Mount Frypan. He says it probably can put out the fire, but... Goku asks if something is wrong, and the old man pulls him to the side away from Chi-Chi. He says he will allow them to use the Basho fan, but he wants to poke Bulma's boobs. Umigame scolds him for this, and the Turtle Hermit tells him to be quiet, or Chi-Chi will hear. He then tries to make Umigame feel guilty; he is an old man without much time left, and he just wants to have some fun in his old age. Umigame reminds him that he drank a potion that gives eternal life, but he insists that is not important here.
Meanwhile, Goku agrees to his condition, and the Turtle Hermit tells him to keep it a secret from Chi-Chi. Goku goes to give Chi-Chi the good news, and she is thrilled, but the Turtle Hermit is not able to find the Basho fan in the house. He asks Umigame whether he has seen it, and Umigame reminds him that he used it as a pot stand a while back, and then the Turtle Hermit remembers that he threw it out after he spilled some wonton soup on it. Chi-Chi is distressed, and Umigame is disgusted with him again. But all is well; the Turtle Hermit can go to Mount Frypan and put out the fire personally. Goku doubts whether he can do it, but the old man insists that there is nothing Muten Rōshi cannot do. Goku notices that he has changed clothes; he explains that he has to look the part on an occasion like this.

Goku reminds Muten Rōshi that he cannot ride on Kinto'un, but he has an alternative: the old man calls for Baby Gamera to take him to Mount Frypan. Baby Gamera spins through the air toward them upon landing asks how he can be of service. The Turtle Hermit asks him if he knows where Mount Frypan is (he does) and then he asks Umigame to take care of the place while he is gone. Umigame begs him to behave himself, but the Turtle Hermit takes Goku aside to remind him to keep the Bulma arrangement secret, and Goku says he understands. He departs with Chi-Chi on Kinto'un, telling Muten Rōshi that they will wait for him there. The Turtle Hermit struggles to climb on top of Baby Gamera, and Chi-Chi doubts whether the old man can really do what he promises, but Goku has faith in him because he was Grandpa Gohan's teacher. As Baby Gamera spins through the air behind them, Muten Rōshi looks forward to boobies.
On Mount Frypan, Oolong notices Goku's return, and the Ox Demon King is distressed to learn that the Basho Fan is gone, but Goku assures him that the Turtle Hermit will be along to put out the fire himself. Meanwhile, Oolong formally introduces himself to Chi-Chi, who he was excited to meet based on her picture.[2][3] The Turtle Hermit flies in on Baby Gamera while everyone looks on in amazement. The Ox Demon King rushes to prostrate himself in front of his old master and accidentally knocks him down. Still dizzy from the impact, the Turtle Hermit takes stock of the situation with Mount Frypan, and Goku asks him again if he can put it out. He ignores Goku, chastising his former pupil instead. The Ox Demon King has a terrible reputation for killing people to protect his treasures. The Ox Demon King, still bowing before his master, confesses his sins and his shame. Oolong, who learned about this terror campaign in school,[3][4] is shocked to hear him apologize. He promises to change his ways and throw out all his treasure, but his master tells him that would just be wasteful. He is, however, disappointed that the Ox Demon King cannot put out this little fire on his own.

The Turtle Hermit nudges Goku to remind him of their agreement. Bulma goes aside with them, while Yamcha and Pu'er hide behind a wall to eavesdrop. The Turtle Hermit then asks Goku to tell Bulma about the agreement, so Goku tells her that the old man wants to poke her boobs. Bulma is outraged and asks why she should do any such thing for him, so the Turtle Hermit reminds her that she cannot get her Dragon Ball if he does not put out the fire. Deflated, Bulma stews inwardly about Goku's naivety. Goku tells her he just wants to touch them, and she tells him to shut up. The Turtle Hermit suggests that maybe he should be on his way, but Bulma agrees to his demands on the condition that he fulfill his end of the bargain before she is expected to fulfill hers. They pinky-swear and promise to swallow a thousand needles if they lie.[note 1]
Chi-Chi notices the trio returning, and Oolong wonders what they were doing over there, but then Muten Rōshi announces that he is ready to put out the fire. The Ox Demon King and Chi-Chi thank him, and he goes to stand before the blazing mountain. Goku is excited to see what he can do, but Bulma doubts again whether he can really put out the fire.
Part B
The Turtle Hermit removes his weighted turtle shell and his tunic, revealing his shrunken, bony frame, his back covered with patches. He looks over his shoulder and asks for confirmation that he is sexy, which Bulma reluctantly gives him, encouraging him to get on with it. He has difficulty climbing to the top of a wall with a better vantage, so he asks Goku for help. Goku gives him a boost, and he manages to get up. Oolong does not think their prospects are good, and Bulma wonders aloud whether the old man can really do this, but the Ox Demon King tells her to have faith in his master.

Muten Rōshi finds his balance atop the wall and prepares to attack. He flexes, gradually revealing the muscular frame of a hardened warrior. He puts one palm forward, channeling his ki, and the Ox Demon King announces that he is charging his Kamehameha. Pu'er asks Yamcha what that is, and he says it is Muten Rōshi's special technique to concentrate all of the latent energy in his body and release it all at once. Yamcha cannot believe he has the opportunity to see it in person. Muten Rōshi chants "KA-ME-HA-ME-HA", firing the beam at the mountain. After the light returns to normal, the old man has also returned back to normal, sitting on the edge of the wall and breathing heavily. Goku is shaking with awe, but the Ox Demon King points out that Muten Rōshi has destroyed not only the fire, but the entire mountain, along with his castle and treasures. The old man looks around, startled. Then everyone else notices, too. The whole mountain is gone! The Turtle Hermit admits he might have gone a little overboard.
Bulma and Oolong search for the Dragon Ball in the wreckage of the castle. Oolong thinks they will never be able to find it, but Bulma has faith in the Dragon Radar. She takes it out, pinpointing the location of the Dragon Ball to a spot about fifty meters southwest. Meanwhile, the Ox Demon King thanks Muten Rōshi again for putting out the fire; at least they can live there again. The old man apologizes for destroying their castle, but Chi-Chi says it will be okay; they can build a new one. Still hiding behind a rock with Pu'er, Yamcha thinks that Muten Rōshi is an astounding man. Goku is impressed with the Kamehameha technique and wants to learn it, but the old man tells him it will take fifty years of study to learn. Goku looks at his ten fingers in confusion. Back at the wreckage, Oolong asks Bulma if they are there yet, but she tells him they have thirty meters to go.

The Ox Demon King asks Rōshi if he will live there with them, but he says he prefers to live alone. Goku, though, has decided to attempt the Kamehameha, choosing their car as his target. He lets loose with a big "HA", wrecking the car and knocking off one of its tires. Goku is excited but then he realizes that his Kamehameha was kind of puny in comparison to the old man's. The Ox Demon King is amazed, but says it is what he expected from Son Gohan's grandson. The Turtle Hermit is surprised to hear this, and the Ox Demon King cannot believe he did not know, but then Rōshi remembers Gohan telling him that he had found a boy with a tail and adopted him. He thinks it is apparent that Gohan trained the boy well, so he approaches Goku and asks how Gohan is doing. Goku tells him that his Grandpa died a long time ago. The Turtle Hermit is sad to hear this, and says that the world lost a great man. Then he gets the idea to invite Goku to stay with him and continue his training; he tells Goku that he might surpass even him. Goku is thrilled and says he will go just as soon as they find all the Dragon Balls.
Behind a nearby rock, Pu'er is impressed with Goku. Yamcha agrees; he has heard that Muten Rōshi does not accept ordinary students, so he must see something special in Goku. Pu'er thinks they should forget about the Dragon Balls, but Yamcha reminds Pu'er about Goku's weakness: all they have to do is squeeze his tail. Pu'er points out that the vehicle they gave them so that they could be tracked[5][6] is now destroyed, but Yamcha believes they can keep up if they just follow them discreetly.
In the wreckage, Oolong complains that he is tired of searching, but Bulma knows the ball is nearby. Just then, she uncovers it from beneath a rock. It's the Seven-Star Ball! She shouts out Banzai! Banzai!, and Goku hears her and knows she has found the ball. When Bulma returns, she is distressed to find their vehicle destroyed, but the Ox Demon King offers them one of his. He tosses a capsule to reveal a convertible hovercraft with the top down; he says it is a little old, but fast. Bulma gets in the driver's seat, thanking the Ox Demon King for the gift. Goku decides to ride with them, this time, getting in the back seat. Bulma takes out her radar to search for the final Dragon Ball; she has to zoom out a few times to find it, far to the west. Oolong cranks it up, and everyone says their goodbyes, but then the Turtle Hermit bops Bulma on the head with his cane, reminding her of their agreement.

Bulma laughs nervously, pretending to be surprised that he remembered. She asks him for a moment, and then drags Oolong away behind a wall. She tells Oolong about the agreement, and orders him to transform into her and fulfill her end of the bargain. Oolong objects and insists this has nothing to do with him and that it would be revolting to be fondled by another man. Bulma threatens him with the curse of the PP Candy, and Oolong tells her that she will not die a nice death. He transforms into a short, chubby version of Bulma, and she angrily tells him to look closer and try again. His second transformation is a mirror image of Bulma. Oolong-Bulma bashfully peeks around the corner, beckoning to the Turtle Hermit, who rushes to meet her. Oolong cringes, but the old man says he does not like being held in suspense. He is ready to poke some boobies. Oolong-Bulma finds this to be rather juvenile, though; would he not rather puff-puff? Oolong gives instructions, and the old man demonstrates that he understands. From a distance, Bulma curses Oolong for going too far; then Oolong lowers the top of the bunny suit, and the Turtle Hermit immediately suffers from a nosebleed. The scene shifts to an aerial view of the mountains while Oolong repeatedly encourages the old man to "puff-puff", and his exclamations burst into the sky like fireworks.
Afterwards, the Turtle Hermit shakily celebrates his feat, bandages in his nostrils, while Bulma chastises Oolong in person for making her look like a huge pervert. In the car, Goku wonders if they are done doing whatever they are doing, but Chi-Chi is fixated on him. She asks him if he will make her his bride when he gets older. He does not know what that means, but Chi-Chi does not believe him. Goku insists that he has no idea what she is talking about, but if it is something she wants, he will do it. Chi-Chi is embarrassed, and Goku is confused, but then Bulma and Oolong join him in the car and they depart, saying their goodbyes for real. Yamcha and Pu'er observe their departure from a distance. Yamcha tells Pu'er that they should have a Silver Star capsule that is newer than theirs. Pu'er produces the capsule, and they fire it up, taking off to follow Bulma and the others.
As Bulma flies the hovercraft, she celebrates that they only have one ball left. Oolong is sleeping in the back seat next to Goku, but Goku shares Bulma's excitement; he cannot wait to see the Dragon. Yamcha and Pu'er stay hot on their tail. The day of the wish is near at hand!

Yubikiri genman, uso tsuitara hari sen bon nomasu yubi kitta.
I declare a pinky swear, break it and you swallow 1,000 needles... it's a pinky promise!
A more or less literal translation is given in the Funimation subtitles: "Pinky swear! You'll have to swallow 1,000 needles if you lie!" Muten Rōshi omits the last phrase of the chant: 指切った (yubi kitta).
