"The Grand Finale, And Then..."[a] is the sixty-seventh chapter of the Dragon Ball Super manga series written and illustrated by Toyotarō, with supervision and guidance from original Dragon Ball author Akira Toriyama. It was published in Japan in the February 2021 issue of Shueisha's V-Jump, with a sale date of 21 December 2020.

Summary

Kuririn, Gohan, Yamcha, Tenshinhan, and Chiaotzu rush to embrace Goku and congratulate him for defeating Moro. On the sidelines, Piccolo smiles and Vegeta seems peeved. At God's Temple, Dende confirms that Moro is completely gone, and everyone celebrates. Back on the ground, the Turtle Hermit is glad it is all over. On Planet Yardrat, Hatsuka celebrates in the form of many clones. Pybara thinks Goku and Vegeta did well, and Iriko is glad he can finally go home.

On Earth, Vegeta drops in and demands to know where that last burst of power came from. Goku tells him he is not really sure himself; apparently there is someone else amazing on Earth! Vegeta does not buy this explanation and again demands to know who it is, but Goku tells him they will all find out eventually. Meanwhile in Oob's village, Dai Kaiōshin thanks Oob for saving the universe. Oob says he does not know what he is talking about, and asks who he is. Dai Kaiōshin tells Oob that he is a relative, sort of. Oob thinks this is preposterous; they look nothing alike. But then Dai Kaiōshin tells him goodbye, and disappears. Oob is shocked that he flew, and then disappeared, and wonders if all that was a dream.

At God's Temple, Dai Kaiōshin appears suddenly; Dende greets him, bowing and telling him it is an honor to meet him. He thanks him for saving the universe, and then Dai Kaiōshin reverts to Majin Boo.[b] Mister Satan is very happy to see him and welcomes him home, saying he is glad he is safe. Boo tells Satan that he was always here, just sleeping. Now he is hungry. Mister Popo realizes that Boo has no memory of his time as Dai Kaiōshin. Satan announces it is time for a homecoming feast; he will have his chef prepare a smorgasbord. Boo is excited, and Satan tells everyone else they are welcome, too.

At Satan's house, everyone chows down on his patio, and then Esca tells everyone goodbye. Goku takes him to New Planet Namek; the resurrected Namekian Dragon Balls are used to restore the planets destroyed by Moro and revive all those who were killed. Muri greets Esca with a hug, and on Planet Zun, everyone seems surprised to be alive again. The universe is back to the way it was, except for a certain angel trainee...

Several days later, Iriko pilots a ship carrying Goku, Vegeta, Boo, and Jaco to Galactic Patrol Headquarters for a ceremony to present the team that defeated Moro with medals. Goku tells Jaco that this does not sound like his kind of thing, but Jaco tells him that there is no greater honor; medals are the mark of the true elite. Goku asks Jaco how many he has, and he admits this will be his first. They arrive and receive their medals from the Galactic King, who congratulates them on a job well done. He thanks Goku in particular, offering a "hand" to shake, but as usual, Goku grabs a different tentacle and squeezes it. The Galactic King accuses him of grabbing his junk on purpose.[c]

The master of ceremonies names the honorees: Son Goku, Vegeta IV,[d] Majin Boo, Jaco Tilimentempibosshi...[e] (Goku asks Jaco why his name is so long, and Jaco asks why it matters.) And finally... (Goku is surprised that there is someone else.) ...Merusu, now known as Merusu Ikanoichiyabosshi! Merusu emerges from among the Galactic Patrol agents and receives his medal. Goku is elated that Merusu is alive, and Vegeta is shocked. Merusu tells them it is good to see them again, and Vegeta asks how he is still alive. Did he not cease to exist?[5] Merusu explains that yes, he ceased to exist as an angel.

A few days earlier...
At the Omni-King's palace, Whis and Beerus present themselves to the Great Priest, who tells them that they should know why they have been summoned. Beerus insists that he had nothing to do with it; it was all Whis's fault. Whis insists that he did not expect Merusu to violate angel laws. The Great Priest admits he was wrong to place Merusu under Whis's care, and Whis offers his deepest apologies. The Great Priest explains that while customarily lawbreaking angels are to be eradicated, he decided to do the job personally before resurrecting Merusu as a mortal. Now Merusu will have a lifespan and his angel powers will be gone, but there was no other way to save him. Whis asks what inspired such mercy, and the Great Priest explains that Shin came to him and offered his own life to save Merusu. After this revelation, Shin appears and thanks the Great Priest for reconsidering the matter. Beerus asks Shin what he is doing there, and Shin explains that he had no other choice. Beerus berates him for putting their lives on the line, reminding him of their life link.[f] The Great Priest tells all three of them that their penalty for their involvement in this trouble will be...

Back in the present...
The Omni-King's attendants are relaxing in a secluded hot springs. Meanwhile, back at the Omni-King's palace, one of them rides on Beerus's back, urging him to go faster. The other rides shortly behind atop Shin who is striving to catch up. Beerus crosses the finish line, and Whis clicks his stopwatch, then again when Shin crosses. Horsey Beerus finished in 121.39 jiks, and Horsey Kaiōshin finished in 134.04 jiks. The one Omni-King sits atop a collapsed Beerus, telling him he has to gallop faster. Gasping for breath, Beerus vows to be faster. The Great Priest says that he has been meaning to give the attendants some time off, so this situation worked out perfectly.

As the Omni-King bangs his fists on Beerus's head, Beerus thinks to himself that this is all Goku's fault; Merusu only broke the law because of him. The Omni-King pulls on his ears, and Beerus asks Whis what Goku is doing right now, so Whis checks his staff and tells Beerus that Goku is celebrating with Merusu and the others at Galactic Patrol HQ. Beerus expresses his disbelief as the Omni-King pulls on his eyelids. Vegeta and Jaco smile as Goku embraces Merusu. An agent interrupts them to point out the photographer. Everyone rushes to their side to get in the picture. Vegeta's smile drops for the camera, and Jaco holds up his medal with pride while Boo munches on his. The Omni-King jumps up and down on Beerus's back, telling him to go faster, while Beerus promises to make Goku pay for this.

With that, Goku and co.'s service in the Galactic Patrol has come to an end. Peace has returned to the universe. Some time later, Jaco is lounging at his station in Galactic Patrol HQ, enjoying another peaceful day, when Karamisu asks him if he should not be on patrol. Jaco informs him that he has just returned from patrol, and for the rest of his shift, he will be on cyber patrol duty. Looking at Jaco's computer screen, Karamisu says it looks like an auction site to him. Anyway, he has some business at the Galactic Prison, and since Jaco seems to have nothing better to do, he will come along. Jaco claims he is about to go back out on patrol, but Karamisu is not buying it.

At the Galactic Prison, Jaco follows Karamisu as they walk past prisoners' cells. Miza calls out to them when they reach the cell she shares with Iwaza and Kikasa, asking them how it has been hanging. Jaco tells her that it has been very peaceful, no thanks to them. Miza asks Jaco if he would not rather play with them, but Jaco promises her they are never getting out again. Meanwhile, Karamisu stops at the cells holding Saganbo's Galactic Bandit Brigade. He tells them that his squad's radar detected something like a faint distress signal coming from the crater that was created when Moro was destroyed. He asks them if they have any idea what it could be. Yunba says he does not know, and asks Bikkura Koiter if he knows, but Koiter does not know either.

Karamisu admits that after an explosion like that, it might have been random interference, but Yunba takes the opportunity to complain about his rations; they are not feeding him enough. Karamisu tells him that that decision is out of their hands. Yunba suggests they could just let him out; he wants to eat until he is stuffed. Jaco says they are never getting out as long as they live and they should be grateful they did not get the death penalty. Yunba gets angry, and Zauyogi cuts in to say they have not forgotten the Galactic Patrol guys killing their buddies. Karamisu points out that Moro was the one to kill them, and Jaco adds that Moro actually ate Seven-Three. Zauyogi says he was not talking about Seven-Three; you cannot kill what is not alive.

Far away on Earth, small particles remain scattered inside a crater. At Galactic Prison, Zauyogi continues: Seven-Three was just another thing they stole. He was empty until they filled him with data and made him a powerhouse. Now all of their hard work is gone. Karamisu says that if he was that dangerous, it is a good thing that he got obliterated. On Earth, the particles wiggle and twitch, coming together. At the prison, Yunba asks Jaco if they made sure Seven-Three was really gone, but Jaco insists there was nothing left of him or Moro, so why should they bother? Yunba smiles as he realizes that they are not, in fact, certain. On Earth, the particles gather, lumping on to the remains of Seven-Three's head.

Karamisu tells Yunba to stop being a sore loser; Seven-Three is dead. If they are not going to be helpful, then they are done talking. He tells Jaco it is time to go. When they are some distance away, Karamisu asks Jaco if he really did not inspect the crater, and Jaco says that he did...from a distance, at a glance. Karamisu says they had better do a thorough check, just in case. They travel to Earth, and Jaco inspects the crater using his jet boots while Karamisu waits up top, and Jaco insists there is nothing there. Karamisu admits that the distress signal has stopped, so maybe it really was just interference.

Nearby, two aliens hide behind a rock, holding a tank that contains Seven-Three's head, now fully regenerated. Jaco asks Karamisu if he wants to go snack on some cheese since they came all the way to Earth. Karamisu does not know what this "cheese" is, but Jaco tells him it is delicious, and also, he has to try the beverage known as "milk". Karamisu is intrigued, so they fly off together. When they are gone, the aliens head for their ship and take off. Jaco emerges from the Mammal Market with his souvenirs and tells Karamisu he is ready to head back. Karamisu asks if he buys that much milk and cheese every time he comes here, and Jaco explains that he can get it online, but it is not cheap. Karamisu realizes this explains the "cyber patrol".

A few months later...
In a corner of the universe far from Earth, a ship hovers in space. An alien tells his master Goichi that the data has been copied into all of the other units, and that all of them should not have equivalent capabilities. Goichi tells him well done; they never expected OG73-i to be this powered up, but it is a nice reward for their efforts. The servant says it seemed all was lost when Saganbo and his goons stole that one, but maybe luck is on their side now. Goichi agrees; most of the bandits are gone now, and it is their time to rule the universe.

Nearby, another ship closes in. Over a communication system, the pilot asks Oatmil if he has found the right ship, and Oatmil confirms, telling Granolla to be careful, since there could be many of them on board. Granolla tells Oatmil to be prepared to give support. Meanwhile, Goichi and his crew hear a disturbance; a crewman rushes in to inform them that they have been boarded by an intruder. Goichi calls for the guards, who attack Granolla with guns as he makes his way through the ship. Granolla fires his own gun, taking them all out. He continues on his path, and a crewman informs Goichi that the intruder is still coming. Goichi orders him to activate all of the OG soldiers.

A dozen OG soldiers block Granolla's path, and Oatmil tells him that they have finally arrived. Granolla asks which is the target, telling Oatmil to run a scan. One soldier jumps, and Oatmil identifies it as OG72-i. Not the one they want. Granolla points two fingers, blasting the android in the head, cracking his center crystal. More soldiers charge, and Oatmil identifies all of them: OGI-Wi. OG51. OG31. OG20. Granolla blasts them all, and Oatmil tells him the target is not here. There are more within. Granolla runs, asking if he is going the right way, and then he encounters two more guarding a door. He blasts them, and then blasts the door's control panel. The door opens, and there are several more soldiers inside, emerging from their capsules. But in the back of the room, a half-regenerated android hangs in a tank. Oatmil tells Granolla, that is the one. That is OG73-i! Granolla smiles.

The first nine pages of chapter 67's storyboards were made available online in advance of the chapter.[9] In the previous chapter's storyboard post, it had been announced that the arc would be ending in this chapter.[10]

The "Galactic Patrol Prisoner Arc" comes to a close in the V-Jump February special big issue, going on sale in December! Don't miss the incredible climax in the V-Jump January special big issue, where Goku and Moro duke it out in their ultimate final battle!

This announcement came just one month after Victory Uchida announced that he and Toyotarō were about to hash out plans for the next arc with Akira Toriyama.[11]

Victory Uchida: Ah, thoughts on where the new arc might go… I actually have a meeting about that in two days.
Koike: Really?!
VU: So I'll basically be sitting down for various discussions with Toriyama-sensei and Toyotarō-sensei. The idea isn't to get to point of being able to say, "We're definitely going with this!" We're just going to be… narrowing down. We'll be paring down from what were an initial ten or so choices to about three. This is actually the first time we've had to narrow down from so many different options. So we should wind up being able to condense things down into a really interesting story.

  1. This might a reference to the title of Dragon Ball Chapter 517.
  2. Majin Boo absorbed Dai Kaiōshin long ago, and that is what caused him to transform into Fat Boo.[1] The Galactic Patrol used a medium to bring Dai Kaiōshin's memories to the surface.[2]
  3. This is the third time in the manga that Goku grabs the wrong tentacle. The first was in an interstitial page following chapter 13 in volume 2, mirroring the scene in the anime.[3] The second time was in chapter 43.
  4. Vegeta's royal succession number was first revealed in Dragon Ball Super: Broly.
  5. Jaco's surname was first revealed in an interstitial page following chapter 1 of Jaco the Galactic Patrolman.[4]
  6. Gods of Destruction and Kaiōshin are linked so that if one dies, so does the other.[6] This happened in the manga in Future Trunks's timeline when Shin fell to Dabura.[7] In the anime, the battle is not detailed to that extent, but Shin and Beerus would have died when Goku Black killed all the gods, at the latest.[8]
