Merusu is an angel in training under his father, the [[Great Priest]]. As part of his training, he serves undercover in [[Universe 7]]'s [[Galactic Patrol]] in order to learn the ways of mortals and the perspective of those who champion good. He is forbidden from using his Angel powers and restricted to the use of mortal weapons. When the sorcerer [[Moro]] escapes from the [[Galactic Patrol Prison]], Merusu recruits [[Goku]] and [[Vegeta]] to assist them. He eventually decides to train Goku in a secret place where his powers cannot be sensed by those outside, but his brother [[Whis]] continues to monitor his activities, and when their training approaches all-out battle, Whis reports this potential code-violating behavior to their father. Concerned that Merusu has gained a bias for the side of good, the Great Priest decides to end his time in the mortal realm. Whis asks his father for leave to handle Merusu on his own, arguing that he has not yet broken any laws, and the Great Priest agrees. Whis interrupts Merusu and Goku before their training gets out of hand, informing Merusu that he is being recalled from the mortal realm and that he should be grateful that he is not being taken to the Great Priest for the ultimate punishment, especially considering his intentions to personally combat Moro on [[Earth]]. Angels are dispatched by the Omni-King to serve as guides to the Gods of Destruction.[2][3] If an Angel's God of Destruction dies without a replacement, the Angel will cease to function.[4] The active Angels are all children of the Great Priest,[5] who serves as a guide to the Omni-King himself. Their names are all derived from alcoholic beverages.[6]
Angel Law
All Angels, whether active or in training, are required by law to remain neutral in the affairs of mortals, siding with neither good nor evil.[7] The requirement for impartiality is the only law restricting the behavior of Angels, and the punishment for violating that law is to be erased from existence. This is the only way that an Angel can be killed.[8]
Angels are allowed to assist mortals for their own selfish motives, such as Whis's desire for Earth's food, and for the purposes of training potential God of Destruction recruits, as Markarita does with Toppo in Universe 11.[9] If training requires them to use their full strength, it constitutes a battle, which is in violation of the law. Angels are closely monitored by other Angels, not just the Great Priest, to ensure that they do not develop a bias for either good or evil.[7][8]
Appearance
Angels can disguise themselves as mortals, but ordinarily they are recognizable by their blue skin, white hair, and halos. The Great Priest has a halo over his head, similar to the halos of the dead, while the lower angels have a halo around their necks, like a wide collar.
Abilities
Most of the Angels' special powers are executed with their staffs, but some are not.
- Creation. Angels can create matter. For example, Vados uses her staff to create an arena, spectator seats, and concession stands on the Nameless Planet. She also creates a breathable atmosphere.[10][11] In the anime, Whis later replaces her seats with his own.[12] The Great Priest creates the Tournament of Power arena without a staff.[13]
- Childbirth. Whis uses his to extract Bra from Bulma's body in lieu of traditional childbirth.[14][15]
- Flight. Angels can use their staffs to fly, and they can carry objects and people. To transport a great number of people, they can use a Cube, but they drive the Cubes with their staffs.[12][16][17]
- Farsight. Angels can use their staffs to inspect any place in any universe, and they can even look back in time. Whis uses his staff to show Beerus the defeat of Freeza at Goku's hands.[18] Vados uses her staff to look for Planet Earth in Universe 6, and when she cannot find it, Whis helps her locate it. When they discover it has been rendered uninhabitable, Whis suggests she look into the planet's past, and they quickly determine that the planet was ravaged by war and its humans are extinct.[19] At the Tournament of Power, Whis uses his staff to verify that Universe 9 has been completely destroyed.[20][21]
- General Information. Vados uses her staff to calculate calorie offsets for Champa's diet.[19]
- Healing. Whis uses his staff to heal Goku and Vegeta after they train inside the staff.[22]
- Resurrection. Whis uses his staff to restore Freeza's life.[23] In the manga continuity, Markarita mentions a limit to this power: they cannot resurrect those who were killed by demons, and therefore cannot resurrect Jiren's master Gitchen.[24]
- Time manipulation. Whis can use his staff to rewind time for up to three minutes.[25][26]
- Ultra Instinct. The twelve Angels in charge of Gods of Destruction are presumed to have all mastered this ability. Whis has mastered it,[25] and Vados was stronger when they last trained together.[27] Even the apprentice Merusu can use it. The Gods of Destruction all aim to master this technique, but few are able.

Great Priest (大神官)
The Great Priest is the father of all the other known Angels. He serves as a guide and attendant to the Omni-Kings and often speaks on their behalf. He also oversees the training of Angels who have not been assigned to Gods of Destruction.[8] |

Awamo serves as a guide to Iwen of Universe 1. His high level grants extraordinary sensory capabilities.[28] Awamo's name is likely derived from Awamori (泡盛), a distilled alcoholic beverage made from long grain indica rice and unique to Okinawa, Japan. |

Souwa serves as a guide to Helles of Universe 2. He has an intellectual personality and is not good at working out, unlike Peru.[29] Souwa's name is likely derived from Sour (サワー sawā), a mixed drink cocktail containing a base liquor, lemon or lime juice, and a sweetener. |
Camparri (カンパーリ)
Camparri serves as a guide to Mosco of Universe 3. He understands the electronic sounds of Mosco and can interpret them.[30] Camparri's name is likely derived from Campari (カンパリ kanpari), an Italian alcoholic liqueur obtained from the infusion of herbs and fruit in alcohol and water. |

Kucatail serves as a guide to Arak of Universe 5. An angel of the female type,[32] she watches over her excellent Kaiōshin and God of Destruction and tries to learn from their knowledge.[33] Kucatail's name is likely derived from "cocktail" (カクテル kakuteru), a beverage that contains two or more ingredients where at least one of those ingredients contains alcohol. |

Mohito serves as a guide to Sidra of Universe 9. He is a knowledgeable genius-type who looks at things dispassionately.[36] Exasperated by his loser Kaiōshin and loser God of Destruction, he turns a blind eye to their violent exchanges.[37] Mohito's name is likely derived from Mojito (モヒート mohiito), a Cuban cocktail that consists of white rum, sugar, lime juice, soda water, and mint. |
